McLane, PE, PLS Project: Sterling Unit 23-15 Well Plug & Abandon Survey Re: Project Summary This memo represents the plug and abandon survey performed by McLane Consulting Inc. (McLane) for Hilcorp's Sterling Unit 23-15 well located on an un-named pad on parcel# 05803163 in section 15 T5N R10W S.M. Alaska. The survey was performed on February 5, 2018. The scope of work consisted of providing accurate field elevations so the well could be plugged and abandoned per State requirements. No pad asbuilt or other historical records indicating original ground before pad construction were available. Basis of coordinates from the Hilcorp Sterling Pad were utilized for all elevations shown hereon. To establish original ground elevation near the well casing, (2) survey measurements were observed at the perimeter of the pad in opposite positions from the well location. These elevations were averaged and assumed to fairly represent original ground in the absence of historical data. A top of pad elevation was also recorded adjacent to the well casing then (2) reference grade stakes were set with measurements to the proposed cutoff elevation. Enclosed is Exhibit A which includes an aerial photo of the pad location and a well casing cutoff detail with pad, original ground and proposed casing cutoff elevations. • Mean pad surface grade in vicinity of well casing: 192.9' ± (2018) • Original ground elevation in vicinity of well casing: 192.9' ± (2018) • Cutoff depth requirement: 3.0' below original ground elevation • Minimum casing cutoff elevation: 189.9' • Casing cutoff elevation as staked in field: 188.9' The cutoff mark elevation of 188.9', as referenced in the field, exceeds the required minimum cutoff elevation of 189.9'. Potential Surface Pressure: — 0 psi (No open perforations) Brief Well Summary i Sterling Unit 23-15 well was drilled in July 1961 and flowed gas until October 1966 when it was shut in due to excess water production. At this point the operator at the time, Union Oil Company, considered flowing this well uneconomic. In August of 1989, a slickline unit determined the fluid level at 3,200' MD and the well had a SITP of 1,440 psi. The well remained shut in until December 1990 when a retainer was set at 5,172'and capped with cement up to 5,119'. A second retainer was set at 3,449' and cement placed on top to 2,878'. A third cement retainer was set at 2,878' and cement was placed to 2,812' (no open perforations). The purpose of this work/sundry is to P&A the Well. Plugs have been set above and below all perforations in accordance with 20 AAC 25.112 (b) (1) (A). Hilcorp plans to complete the P and A of this well by performing the work described in the procedure below: Procedure: 1. Provide 24hr notice to AOGCC that Plug and Abandonment of well will commence per AOGCC regulations 20 AAC 112.(h). 2. MIRU Moncla #401 WO Rig. Set to work on 12-hr shifts. 3. Submit to AOGCC completed 10-424 form within 5 days of BOPE test. 10. Identify TOC with CBL. Proceed with P&A based on TOC (from CBL) by setting the following plugs: a. Tag TOC on CIBP set @ 2,878' Place cement from tag up to 1,877'. b. At this point, Union Oil Company considered flowing this well "uneconomical and impractical." In August 1989, a slick line unit determined a fluid level at 3,200'MD and SITP of 1,440psi. Is this email format sufficient for AOGCC or would you like us to resubmit the paperwork? We are currently conducting a comprehensive field study of the Sterling sands within Sterling field. We have a total of 5 penetrations of the Sterling sands (SU 23-15, 43-09, 41-15, 32-09, 43-9X). SU 23-15 is at the southern end of the structure and was taken off production in October of 1966 due to "excessive water production." We believe this excessive water production was in the neighborhood of 100-200bpd (no water production data is available) and could be handled now with minimal investment. We are looking into the utility of this wellbore along with the others at Sterling to see where the greatest opportunity lies. As indicated in the table, Marathon anticipates a measured program of P&A activities, averaging three -to -five well abandonments per year. Marathon has already begun such a program with its offshore wells, beginning with the Spark Platform wells in 2009. All of the onshore wells on the list are within active oil and gas leases that are regularly visited and inspected. Marathon anticipates updating plans for its inactive wells in the appropriate annual Plan of Development for each property. Any and all forward activities are subject to funding approval. Please also note that your June 22 letter erroneously referenced "KU 41-08". We believe that your June 22 letter reference to well "KU 41-08" was a typo and is intended to refer to Well KU 41-18. This well matches the referenced drilling permit (171-010). Should you have any questions or wish to review the attached plans with us, please feel free to call Lyndon Ibele at (907) 565-3042.
