Drilling Waste Disposal Facilities on the North Slope. These sites have been reviewed in accordance with the ADEC Interim Site Assessment Guidance for Inactive Driiling Waste Sites, June !991. This correspondence describes our review proceaures, puts lo,yard the department's findin_~s, and takes action on the reauests. Currently, the second draft of Alaska's new Solid Waste Regulations. 18.AAC 60, are under review, and this second draft contains a chapter on Inactive Resetwe Pit closures. The closure criteria in th/s proposed re=m.tlation parallels the closure criteria in the 1991 Guidance Document. Closure under the 199! Guidance Document should constitute ciosure under the proposed Solid Waste Re=malations if they are adopted as current drafted. The Review Procedure The qualitative risk screening procedure required in the above referenced document determines whether a site presents negligible levels of risk, or if it is a significant risk generator. A decision scheme is then employed to establish {1') whether or not there is a Mr. Steven D. If either of the first two criteria and the last criteria are met. there is a basis for concern, and before proceeding with Step" a corrective action plan shall be prepared for the site which shall identify alternative ways to correct or mitigate the basis of concern, prevent its recurrence, and select a r)referred approach. Corrective action alternatives shall be described at a conceprual level, and the selection of a preferred approach shall be based on balancing protectiveness with imulementabilitv and cost-effectiveness. The second step determines whether contamination at a waste site present a risk to receptors that is significant. If risk is found not to be significant, it is considered to be "negligible." The finding or'---.s_ignificant risk is based on the likelihood of exposure and the likelihood of adverse consequences of exposure: "For risk to be considered significant, the receptors must be vulnerable to exposure, and the consequences of exposure must be 'adverse' to human or animal health or the environment." and. conversely, "If exposure is uniikel;' or the consequences of exposure are not 'adverse.' then the risk is negligible. The criteria that are evaluated at a waste site to satisfy the to~icai armaments above are exposure criteria and conseauence criteria. Exposure Criteria: Receptor exposure is considered to be likely when: Contaminant release mechanisms are iudzec si_onificant . or Containment migration is judged significant, cr One or more contaminants are enviroramentaily persistent. If exr~osure is found to be unlikely, a findinz of nezii_ible risk is made on the basis of absence of a likely ex¢osure item and the action Clan is evaiuated under the Impact/Benefit Evaluation ste~. If any one of the exposure criteria are met. a finding is made that exposure is likely. screening then continues to evaluate Consecmence Criteria. Further Consequence Criteria: Adverse consequences of exposure to contaminants from reserve pits are considered to be likely when: ~.a) The duration or frequency of exposure is sufficient to cause adverse health and environmental effects. This is evaluated by reviewing human and wildlife use patterns at a given waste site. waste site accessibility, and ground and surface water uses. and either; (b) The quantit3, or concentration of one or more contaminants exceeds r>ertinent federal or state water cmality criteria or standards protecting health and/or the environment. Measured contaminant concentrations in the water will be compared with health and environmental standards and criteria for each target contaminant, to identify exceedances. When only human populations are at risk. health criteria are used. When only populations at risk are nonhuman [eo fish. wildlife ve~etation~ environmental criteria and standards are used. or: (c) One or more contaminants exhibit high acute toxicity. If the duration and frequency of exposure is insufficient to cause adverse ~ , ,.,recks. there is no need to evaluate the other two conseouence criteria, and a finding of ne2ii_oible risk is made. If the duration and frequency term is sufficient, but neither of the other two consequence criteria are met. a finding or' negiigible risk is made. The action plan is then evaluated under the ImpacuBenefit Evaluation step. If the duration and ~ ...... .,~.ou,.m.x of exposure is determined to be sufficient to cause adverse effects and e:r. her of the o~ner two conseauenc: criteria are satisfied, then a finding is made that adverse conseouences are iikeiv, and the risk at a v,'aste site is said to be significant. If the screemng indicates that risk is significant, then the responsible pa~' shall ~roceed with implementations of corrective actions. A window has been milled in the 9-5/8" casing from 7981' - 8041', and a 150-sack cement plug placed from 8045' - 7964'. The cement plug was dressed off to 7975' and the well was sidetracked below that depth on March 27, 1976. Niakuk #1 has been abandoned below 7975'. Made wiper trip. Ran 4-arm caliper - still unable to get below 1800'. February 17 Rigged down Schlumberger. Prepared for casing and ran 13 3/8" casing. Permit 974-65 Dear Mr. Gilbreth: With reference to the. telephone conversation yesterday be~ your Mr. Tcm Marshall and myself, regarding the cc~pany's application to suspend the referenced well, and in amplification of that request, we sut~it the follc~ing information for your consideration: le We have not reached our target depth, for this well nor have we obtained other information we were seeking which might enable us to better evaluate the hydrocarbon potential in this area. As mentioned in our letter of March 21, 1975 we anticipated having to suspend the well, prior to realizing all of our objectives and, in fact, we did suspend operations, on April 13, 1975 at a depth of 11,640 feet. e The Niakuk Island location was not designed as a ~ drilling location. Because of space limitations,, the camp facility was located on an adjaoent island to the south of the drill site and is not equipped with the required five. foot gravel pad for sunnier operations. Further, possible ~ storms might cause the ice- pack to move onto the island, and without proper safeguards could cause damage to tanks and lines,, thus resulting in envirorm=-ntal damage. ® Because the Niakuk Island. location was not intended as a sunm~r location, we have no means of servicing the rig frcm shore with appropriate vessels. This presents a safety hazard since in the event of an upset well .condition (loss of circulation, gas kick etc) we would not be in a position to provide the necessary -2- . Higher temperatures rising above zero and approaching above the freezing point, particularly during the last week when the day time ambient temperature reached 34 degrees, and observed running water in the foothills of the Brooks Range indicate that breakup and thawing is imminent. Thus, we concluded that the rig must be removed frcm Niakuk Island .by April 15, 1975. For the above reasons, we feel that the proposed procedure whereby we have suspeDx]ed the .well at its. present depth for re-entry ~n or about January 1, 1976 is the most e~itious and safest way of dealing with the lack of suitability of the slate for ~ operations.
