ARCO Alaska, Inc. (AAI) plans to perform a redrill of three wells (SCU 32B-9, SCU 33-8, SRU 21o34), and a workover on SCU 13-9 in order to improve oil production. The drilling activities will begin about May 28, 1990. All work will be done from the existing well pads. The Plan of Operations for these activities is attached for your information. The drilling waste to be generated will consist of used mud and formation cuttings, which will be confined to a metal "cuttings box", for transport to the Swanson River Field Central Disposal Facility that is a lined permitted facility for the disposal of this type of drilling waste. It is estimated that approximately 3000 barrels of drilling waste fluid will be injected in this manner. (AAI) is planning redrill operations on three wells in the Swanson River Field and a workover on SCU 13-9 starting about May 28, 1990. The wells involved are SCU 32B-9, SCU 33-8, and SRU 21-34. As part of this activity, we plan to utilize groundwater from nearby water wells, which have been drilled previously. The drilling and testing activities on each well will last less than one month and we anticipate the daily water use to be approximately 10,000 gallons per day for each well. In anticipation of these and future redrill activities at Swanson River this summer,we request that by this application a temporary water use permit be issued for each of these wells. To minimize the administrative workload on AAI and the Division of Land and Water Management, it would be preferred that AAI be issued a permit that would allow temporary use of any installed water well within the field for a period of one year. We feel the single permit would adequately address the anticipated activities in the field. Periodic reports would be provided to ensure that the S. tate, and Fish and Wildlife Service records are complete.-AAI would, however, connnue to obtain USF&WS and BLM authorizations for field operations as needed. I have attached the Plan of Operations that applies to the planned activities and the required check for $100.00, If you have any questions or need additional information about these drilling operations, please contact me at 265-1501. Prior to moving in the workover rig, pull the 1/2" orifice valve from the mandrel at 10,480', and make sure that there are dummy valves in all other gas lift mandrels. Install the back pressure valve. Move in and rig up the workover rig. Remove the back pressure valve, and kill the well using lease water. Install the back pressure valve, and nipple down the tree. Nipple up the Class III-5000 PSI BOP stack; and test the rams, manifold, and valves to 5000 PSI. Test the annular to 3500 PSI. The AOGCC and BLM may witness the test, and must have 24 hours prior notice. Remove the back pressure valve. Circulate the well dead. Release the Baker "FH" packer at 10,588'. Pull out of the hole with the 2- 7/8" tubing and associated production equipment (see the attached detail). Pick up and trip in the hole with a 5-5/8" bit, I - 4-3/4" drill collar, 6" taper mill, 4-3/4" drill collars, and sufficient 3-1/2" drill pipe to clean out to the effective depth at 10,905'. Work the string mill through the bad spot in the casing at 10,700' several times. Circulate the well clean. POH. Rig up Schlumberger, and run a CET log and casing inspection log from PBTD to depth as directed by Anchorage Engineering. If the bonding looks bad across the interval below the perforations, perforate 10,793' - 10,791' with 4-1/2" JSPF with 90° phasing. Pick up and trip in the hole with 600' of 2-3/8" tubing below a retrievable squeeze packer, and set the end of the tubing below the bottom perforation. 12. 13. 14. Mix and spot a 100 sack balanced cement plug consisting of Class "G" plus water loss additives, friction reducers, and retarders for 100 CC or less fluid loss, 0% free water, pumping tme, and temperature mixed at 15.8 PPG. Pull up the hole 600', and reverse circulate 1.5 times the tubing volume or until returns are clean of cememnt. Set the packer, and hesitate squeeze the cement into the perforations. If the formation does not squeeze, over displace the bottom perforation, and resqueeze with 100 sacks of the above cement down the tubing. Repeat this step until a squeeze is obtained. Test the squeeze to 2000 PSI. POH. Rig up Schlumberger and full lubricator, and perforate 10,701' - 10,679' using centralized 3-3/8" Hollow Carrier Casing guns with 6 - 1/2" JSPF with 120° phasing. Pick up and trip in the hole with a 6" bit and 7" casing scraper, and clean out to the top of the peforations. Circulate the well clean. Pull out of the hole, and lay down the drill string. Pick up, and trip in the hole with the production equipment and 2-7/8" tubing per the attached proposed tubing detail. Test the production string in the hole internally below the table to 5000 PSI. Space out with a full joint of tubing on the top. Install the back pressure valve. Nipple down the BOPE. Nipple up, and test the tree to 5000 PSI. Install an adjustable choke on the tree and test the tree to 5000 PSI. Remove the BPV. Reverse circulate the annulus with lease crude until clean returns are obtained at the surface. Hydraulically set the packer. Pressure up and shear out the ball. Test the annulus/packer to 1500 PSI for 30 minutes. Install gas lift valves in the mandrels per Anchorage Engineering. Nipple up and test the temporary flowlines and gas lift lines per the Area Production Foreman. Place the rig on standby, and flow test the well per Anchorage Engineering. The well will either be completed at this point, or another supplementary program will be written. Install the beck pressure valve. Move in and rig up the workover rig. Remove the beck pressure valve, and kill the well using lease water. Install the back pressure valve, and nipple down the tree. Nipple up the Class III- 5000 PSI BOP stack; and test the rams, manifold, and valves to 5000 PSI. Test the annular to 3500 PSI. The AOGCC and BLM may witness the test, and must have 24 hours prior notice. Remove the back pressure valve. Release the Brown 7" HS--16-1 packer. Circulate the well dead. Pull out of the hole with the 2-7/8" tubing and associated production equipment (see the attached detail). MOTE: Right hand rotation will release the "CC" safety joint above the packer." Have a "CC" retrieving tool on the location when releasing the packer. Pick up and trip in the hole with a 6-1/8"' bit, 7" casing scraper, 4-3/4" drill collars, and sufficient 3{" drill pipe to clean out to PBTD of 10,966' or as directed. Circulate the well clean. Locate leaks, and a squeeze procedure will follow if required. If there are squeezes, after all squeezes and clean out runs are made, make a 7" casing scraper run to PBTD. Pick up and trip in the hole with tubing conveyed guns, packer, and 3 {" drill pipe (see attached detail). Space out and land the string with a full joint on the top of the string. Selectively perforate or reperforate as directed with 1000 PSI underbalance with 4 Flow the well until it has cleaned up. Open the reversing sub, and kill the well. Trip in the hole to PBTD with a 6-1/8" bit and drill string. Lay down the drill string. Run the 2-7/8- production string per the attached tubing detail. Test the tubing in the hole internally below the table to 5000 PSI. Space out and land the tubing with a full joint on the top. Install the back pressure valve. Nipple down the BOPE and nipple up and test the tree to. 5000 PSI. Reverse circulate the annulus with lease crude until clean returns are obtained at the surface. Hydraulically set the packer and test the annulus/packer to 1500 PSI for 30 minutes.
