The landowner is responsible for final plugging and abandonment of this well. Wallace -Knutson No. 1 was drilled to 560' TD and abandoned with junk left in the hole. Well is cased with 13-3/8" driven to 200 feet and 10-3/4" driven to 342 feet. (See "Lessee's Monthly Report of Operations" for June 1965.) The 10-3/4" casing string was subsequently cemented to surface as described in a State of Alaska (SOA) Memorandum dated June 30, 1965. In a hand-written letter dated June 26, 2965, James. P. and Lois M. Knutson --land and mineral rights owners -- requested permission to keep Wallace -Knutson No. 1. as a water well and accepted responsibility for plugging and abandonment of the well. A letter dated June 30, 1965 from Tom Marshall (SOA) to James P. Knutson acknowledged receipt of Knutson's June 26, 1965 letter and provided instructions should Knutson decide to abandon the well. A SOA Memo dated November 5, 1965 states that the landowner is now responsible for setting a surface plug and marker if he decides to abandon this water well. Knutson Wasills, Alaska Dear Mr. Knutson; Juga 300, 1965 Res Water well conversion - Wallace Mining Company Wallace -Knutson 41 This letter acknowledges receipt of your letter dated June 26, 1965 requesting permission to convert the referenced wall drilled for oil and/or gas to a water well. The 10 3/4" casing (the inside casing) bas been satisfactorily plugged with cement and the fresh water flowing between this casing and the 13 3/8" casing (the outer casing) is controlled by a valve. In the event that you abandon the water well, the casing will have to be plugged with cement and a dry hole marker installed according to the Oil and Gas Conservation Ugulations. Attached are the information sheets Steve generated for these wells. I will examine the files and see what I can determine. If these wells truly have no responsible operator then the path forward will need to be determined especially with regard to funding of any needed work since it is likely that no bond is available. I spoke with several local residents concerning the locations whereabouts and no one knew of any locations located in the area of the maps I had. I spoke with one gentleman who told me that he had hunted all in the area extensively, and he had not seen any sign of the locations. This area has been sold and subdivided and there are a lot of homes in the area. It is of my opinion that the locations do not pose any problem to anyone and should be considered as" finial P&A with locations clearance approved". Summary: I made an unsuccessful attempted to find the location of Wallace - Knutson # 1 and 1-A. This location, in my opinion, should be considered approved as P&A' d with location clearence.~,)roved. Wallace agreed to =his procedure and ~tated tha~ he w~utd ~hava Halliburton Cemem~ers plug the 10 3/4~' ~trtag when ~hey cememted the 10 3/4" on t~e I-A well. I'm sure we'll get a much better cement job ~his way. Tested disolved gas in water sample from the 10 3/4" casing. It was flare- able. Notified the operator of this fact and cautioned him of the danger of burns and explosion when the plug ao~ coverin~ the 10 3/4" 'casing ~as O~rator cappe ~sings as iustruc*.ed and the water from the 13 3/g" had d~inished to ~' ~tre~ :brough a~ open 2" valve. ~e "'lak~" had iis- a~red a~d all water wa~ contained in the mud ~ A small ro~ary rig ~Ian~ ~o a~a~ut 6/16/o5.
