discovered. Inasmuch as the subject well was and still is shut-in, perhaps
this oversight is of no consequences. If and when this well is placed on
production stream these reports will come to you as required; otherwise

For all gravel which we may use outside a 100 loot right-of-way, we agree
to pay five cents ($ . 05) per cubic yard to the }3'areau of Sport Fisheries and
The proposed access road will be open to public use at the discretion of the
P, efuge Supervisor.
The undersigned will be Halbouty Alaska Oil Company's local representative
and will be available for notices or instructions.
The well site (covering approximately five (5) acres) shall be surrounded by
a dike 'adequate tO control fluids resulting from unexpected emergencies,
In addition, the construction of the dike will be such as to collect and hold
all waste oil and refuse from normal operations in the drilling of the well,
The location will be staked in such a manner as to be approximately no nearer
than one-quarter (I/4) mile to the unnamed lake in the SE/4 of projected
Section 20, Township 6 North, Range 9 %~est. Approval of the work cited
will be obtained before drilling commences. Upon completion of the drilling'
operations, all waste material collected in the sump will be disposed of to the
satisfaction of the Refuge Supervisor.
AFl approved Shaeffer dual-ram blowout preventers will be used on the well.
The operator agrees that compliance with the attached stipulations (Form
4-1983-standard lease stipulations) and with the approved plan of.operation
are conditions .of p'reforrn.~nce under this lease and that failure to comply
with .these provisions (unless they are waived by the Secretary or the Under
Secretary of the Interior) will be gromXds for cancellation of thc lease by the
United States.
Haibouty Alaska Oil Company recognizes that approval of this operating plan
is contingent upon special provisions, namely (1) that Halbouty Alaska Oil
Company concur~ently With construction of said access road will do additional
rehabilitation and clean up work on the abandoned wellsite referred to in
paragraph one above. Clean up work to be done as prescribed by the ..]¢.efuge
Supervisor and/or .Refuge Manager, and (g) the position of certain culverts
in the road-bed of the access road to the aforesaid abandoned.wellsite will be
corrected to ~r',eet requiren-.ents set forth by the Ref~?:e ,C, upervisor and/or
Refuge R.{anager. Standard Oil Company of California, through its district
production superinten-.':~ent ~,:r. J.T. Crooker, has verbally agreecl to a~sume
the responsibility of that portion of said abandoned, wellsite access road which
lies within thc Soldotna Creek Unit. ~lalbouty .P laska. (".';il Company will be
responsible for correction of culverts~-over that portion of the 'access road
within its lease (AN-028951) or approximately nine hundred and ninety
feet of road extending eastward from the abandoned location.
