Had a safety meeting with Northstar Paving and crew to fill out permits. Started excavation at 0900hrs Excavated around 212-10 well cellar and found two inactive open ended 2" pipes. Excavated down to the bottom of the well cellar and broke the curbing from the top of the exterior of the well cellar. Found that the well cellar was lined on the outside with cinder blocks. Loaded the blocks and cement into trucks for off- site disposal. Pulled out the 3/16" steel liner of the well cellar and removed a one foot thick floor in the center of the well cellar. No contamination was discovered under the well cellar. Two penetrations in the well cellar floor that were assumed to be rat holes were discovered to be sumps and did not penetrate the bottom of the floor. The excavation was benched for personnel entry. Jeff Jones with AOGCC was on site at 1230hrs. Reviewed site survey conducted by McLane Surveying on 8-5 and agreed to a cutoff location on the 13-3/8" outer casing and, would be at least 12" below the depth that McLane showed as 3' below original surface grade level. The saw was set on the 13-3/8" outer casing and started cutting. Cutoff was complete at 2:00 P.M. and a small void was observed in the 13-3/8" X 7" annulus.Void was filled with one cup of cement and information plate was welded on the 13-3/8" casing. Photos taken throughout work. Backfilled the 212-10 excavation and P&A of the 212-10 well completed. Started excavation of the second unused well cellar and 22" conductor pipe just west of 212-10. Found the same cellar configuration as 212-10. A 3/16" steel cellar shell lined with cinder blocks. Removed the cinder blocks and the steel. Broke up and removed the 1'thick concrete floor of the cellar. No contamination was observed. 22" casing was cut at a depth that was 3' below original ground level and capped with %" plate steel. All cinder blocks, steel and cement were loaded on trucks for off site disposal. The Field work for this survey was conducted on August 5,2017. The work consisted of providing accurate field elevations in order to meet all the requirements necessary for cutting off the existing conductor. Several original/native ground points were observed and their elevations averaged. The elevation on the centerline top of existing flange of the well was also observed, and finish grade of the gravel pad was observed. The conductor was not cut at the date of this survey. Existing Survey Control in the Swanson River field was recovered and checked to ensure continued accuracy. Please see the attached Exhibit A for the Basis of Geodetic Coordinates and the Basis of Elevation. The Results of the survey are as follows: The average elevation of original or native ground: 293.97 US Feet The average finish grade elevation of the gravel pad:294.63 US Feet The average top of the concrete well cellar:295.26 US Feet The centerline top existing flange Well 212-10:292.98 US Feet Based on these findings,it is my recommendation that the conductor be Cut Off at a maximum elevation of 290.97 US Feet,or at least 2.01 US Feet below the existing top of the flange. Stakes were placed in the field indicating the appropriate amount of cut required based on both the flange and the top of the concrete cellar. This cut off elevation will meet or exceed the required three(3)feet below the elevation of original/native ground. We appreciate the opportunity to work with Hilcorp on this project. We have reviewed and revised the list of wells inactive for more than five years you provided us. Attached is an updated list with our comments. Please note that nearly a third of the list you provided is comprised of wells on the Baker and Dillon platforms. We are currently conducting operations to prepare both of those platforms for abandonment. We expect the actual well abandonment work to commence in 2010. Our long range well abandonment plans for our other fields are currently being developed. The current strategy is to group/sequence well abandonments by platform over the next several years. Please also note the following corrections to your list: (1) added G-30 to the Commission's list of wells (shut-in date of 6/02); (2) removed from your list SCU 21A-04 (which has been shut in for less than five years); and (3) removed from your list SCU 312-09 (now in Operational Shutdown status). Thank you for the opportunity to respond with the revisions to the list. If you would like to discuss our long range abandonment plans please let us know and we can set up a time to discuss them with the Commission. If you have any further questions regarding this response please contact Larry Greenstein at 907-263-7661 Sincerely, o 4 1 Dale Haines Alaska Area Operations Manager DATE Mechanical Condition Why well was Shut -In Future Plans Timeframe WELL PTD # SHUT-IN Br 5-87 1680240 Apr -88 No known damage Gas - No Production Phase I Abandon abandon at end of platform life An -3RD 1941490 Sep -97 No known damage. If, for any listed well, UNOCAL believes the Commission's information is not correct, by August 3, 2009, please indicate the status of the well—i.e., in production, plugged and abandoned, suspended, converted to a water well, or converted to an injection well—and provide all documentation relevant to the well's correct status. If, for any listed well, UNOCAL agrees that the Commission's information is correct, by August 3, 2009, please identify the plans, including the schedule, to plug and abandon the well, suspend the well, return the well to production, or convert the well to a water well or injection well. This request is made pursuant to 20 AAC 25.300. Responding does not relieve UNOCAL of the obligation to comply with any legal requirements or mean that the Commission will not take any additional action, such as an enforcement action under 20 AAC 25.535. This Sundry Notice is being submitted to comply with 43 CFR 3162.3-4, paragraph (c) of the Bureau of Land Management Regulations. As shown on the Sundry Notice, we are requesting that the 12 month approval period for the proposed TA wells coincide with the Plan Period of the Twenty-Ninth Plan of Development and Operations for the Swanson River Field; i.e. April 1, 1993 to March 31, 1994. These concurrent time periods will greatly simplify future TA Sundry Notice and Plan of Development and Operations preparation. Two information sheets are attached with this SundrY Notice request. Attachment 1 lists the proposed TA wells using the same format as submitted last year by ARCO. The two general categories are shut-in wells being held for evaluation for current uses or disposition and wells being held for future uses under field blowdown. Attachment 2 gives a brief explanation for each well that has been added or removed from the proposed Temporarily Abandoned List. Two wells, SCU 243-8 and SCU 21-8 were added to the list while three wells, SRU 21-22, SRU 12A-14 and SRU 211-15 were removed from the list.
