Box 1.96247 Anchorage, Alaska 99519-6247 Re: Location Clearance Inspection Unacceptable - Swanson River Field Wells Dear Mr. Tabler: On July 27, 1995 our' inspector, Lou Grimaldi, inspected seVeral abandoned Swanson River Field locations for location clearance. He noted additional work that was necessary on five (5) Swanson River Field wells before Location Clearance could be granted. Location Clearance Inspection Arco #312-22 Swanson River Field PTD #62-014 Thursday, July 27, 1995: I made a Location Clearance inspection on the Arco well #312-22 in the Swanson River Field. This marker is situated on a gravel pad on which I found a old gas injection header. On this header was a gauge which indicated 2450 psi on it. There was a gravel mound with a 2" pipe and a piece of 40" culvert protruding from a pile of gravel located on the southwest side of the pad. The following Info was on a 6" marker post: Arco Alaska Inc. Swanson River Unit A-028406 SRU 312-22 1380' FNL + 1165' FWL Sec. 22, T 8N, R 9W, SM. FED I walked the perimeter and found in the North area of the pad a ditch approximately 1-2 feet deep had been dug in what appeared to be a attempt to facilitate run-off of melting snow. This ditch had standing water in it and I noticed no visible sheen on its surface. I recommend final clearance be held until the gas line, pipe and culvert are removed from the location. PERSONNEL MUST ABIDE BY THE FOLLOWING SAFETY PRECAUTIONS: NOTE: lo These safety precautions have been adopted by Chevron U.S.A. Inc. and are recommended to the Service Companies. 2o Dowell, B. J. Service, and Halliburton sell hydrochloric - hydrofluoric acid mix for well stimulation. 3. All but the Halliburton Company call this mix "Mud Acid". o The Halliburton Company has a "Mud Acid" consisting of Hydrochloric Acid and surfactants and contains no Hydrofluoric Acid. Their Hydrofluoric - Hydrochloric Acid combination is known as "H. F. Acid". 5o The current trend is to increase HF acid concentrations from the 3% - 5% formerly used, to 10% - 15% in addition to the normal 10% to 15% hydrochloric acid. While these higher concentrations are more hazardous, the. safety precautions outlined below apply to all mixes containing less than 20% HF. Special additional precautions should be added for concentrations above 20% HF. The acid is less dangerous after expending in the-well but can still cause serious injury. 6~ HF acid mixtures will burn the skin. Both HCL and HF acids can serevely damage eyes. HF acid fumes can cause eye damage, and the liquid HF can cause immediate blindness. SAFETY PRECAUTIONS . The Production Foreman is to hold safety meetings with all personnel prior to start of the work and acquaint all with these precautions and with the attached First Aid measures. 0 Service Company people may be required near the acid piping while pumping, but these should be kept to an absolute minimum. There is normally no reason for our Company personnel to get closer than fifty feet to the acid piping. 0 . An adequate supply of fresh water must be immediately available for emergencies and for washing tubing. Protective Equipment' (a)..Eyes - Protective goggles shall be worn by all personn~~ within fifty feet of equipment or lines containi~jasl~[O/~ix~. Face shields should be used with goggles but are not protection used alone. Face shields do not protect agains~°ra~/~ acid vapors or splashing around edges of the shield. Alaska Area November, 1980 Page I of 3 e 5, e e (b) Skin - Normal clothing is adequate protection from acid vapors. 'Clothing provides some immediate protection against liquid but should be ripped off and the skin flooded with water if saturated with liquid acid. Wet or sweaty areas will absorb HF vapors. Attached to these safety precautions are the First Aid measures drawn up by our Company doctors. .IMPORTANT The attached are First Aid measures only. The patient must be rushed to'a qualified physician immediately after administering. First Aid by flushing with water for a minimum of 20 minutes. The physician must be called and advised of the emergency and the type of chemical con- tacted concurrently while administering First Aid. On wells which have had W,41 treatment, toxic arsine gas (AsH) may be generated when contacted with HF acid. The Foreman is responsible for checking these wells with a DRAEGER detector as outlined in Chevron Practice No. 89. On wells which have some hydrogen sulfide production, additional amounts of this extremely dangerous gas may be released when acidizing. The Foreman is responsible for proper precautions and detection of H2S gas as outlined in Chevron Practice 77. Keep patient warm, because he will be suffering from shock. 5. Make patient rest. 6. Take patient to emergency hospital. Contact With Eyes le Irrigate eyes freely with clean water for 15 to 20 minutes, holding eyelids apart during irrigation to insure contact of water with all of the tissues of the surface of the eyes and lids. e Take patient to a physician, preferably an eye specialist or emergency hospital.
