The Alaska Department of Environmental Conservation (ADEC) has received and
c. ompletea its review of your SeptemDer 15. 1 9gs.,:letter. with enclosures, requesting
approval for closure cf BP Exploration (Alaska) Inc. Drilling Waste Disposal Facilities
in Southeast Alaska. We agree with your request for approval. No further action is
reauired for these sites unless new significant information is uncovered.
SITES CONSIDERED FOR CLOSURE
Based upon the above referenced criteria from the June 1991 INTERIM SITE
ASSESSMENT GUIDANCE FOR INACTIVE DRILLING WASTE SITES, the following
sites listed below have been reviewed for closure:

The decision to grant closure approval on these sites has been based (1) on a review
of the submitted inactive ~lrilling waste site assessment documents listed below by the
ADEC- Solid Waste. and Contaminated Site Staff, and (2) site visits by ADEC Ce;qtral
Office staff during October of 1992.

Closed as is. No further action is needed for the
drilling waste facilities at these sites, except as noted
below.
CLOSURE APPROVALS
The Department's decision upon the request for closure application submitted by BP
Exploration (Alaska) Inc. is to approve for the below listed drilling waste facilities sites.
effective March 8. 1995. Upon review of the submitted sample results required under
the I991 Guidance, certain remote sites exhibited metal concentrations and
hydrocarbons in the reserve put surface waters and downgradient waters in excess of
the Alaska Drinking Water Standards and Alaska Water Quality Criteria (AWQC).
While there is a basis for concern for those sites where exceedances occurred, there
is also negligible risk. Corrective action at these remote sites will not be required
because the impact of the corrective action would be much greater than the benefits
received. These sites are Closed As Is.

FULL SITE CLOSURE:
The approval granted by this letter is for the inactive drilling waste sites only, as
required under 18 AAC 60.500 (d). Closure of the Contaminated Site Program portion
of the Malas~)ina Site 1 & !A was previously granted in the Department's October 26,
! 994 letter to BPX. Closure for the pad as a whole must be coordinated between the
owner/operator and the appropriate state (ADNR. ADF&G, AOGCC), or federal (BLM.
USDA. NPS') agency. Additionally= should any contamination from historic spills be
fount on the pad outside the drilling waste site (reserve pit area), notification needs to
~e maae to the ADEC/SERQ Contaminated Sites Section (465-5350).
NEW INFORMATION'
Should a~:ditional information concerning environmental conditions at the facility make
further actions necessary to protect human health or the environment, the Department
reserves the right to require additional investigation, assessment, monitoring, or
remediation at the facility.
DUTY TO RESPOND'
Notwithstanding any other provisions or requirements of this closure approval, a
person causing or permitting the discharge of oil or other hazardous substances is
required by law to immediately contain and clean-up the discharge. (AS 46.04.020;
,46.09.020).
COMPLIANCE WITH APPLICABLE LAWS'
If amendments to this closure approval are necessary to meet the requirements of any
new laws or regulations, the facility owner/operator must submit an application for
amendment to the Department at the above address. The facility owner/operator must
adhere to ail aaplicable state statutes and regulations as they may be amended from
time to time.

using Texas pattern shoe at 59' KB. Cemented from bottom to top using
134 sacks regular cement. No additives. Finished cementing at 3:15
P.M. WOC. Rigging up and building pump house.
Mr. Bill returned to Yaku~at with empty~agons.at 3:00 P.M. Yakutat
crew worked overtime loading wagons with mud so the boat could be loaded
and depart Yakutat in time to make the high tide at Malaspina temorrow.
Drilled out of conductor pipe at 5:00 P.M. At midnight drilling 1L~"
hole at 306' in sand, gravel and mudstone. Mud wt ll.2~ vis 71.
Mr. Bill delivered a load of drilling mud to the Malaspina landing and
remained anchored there overnight.

Tested cement job with 700 psi for 15minutes. Test OK. Checked top
of cement at 1261' with 12~" rock bit. Drilled out .to 1266' which is
the top of lower section of 13 3/8" casing. Bit would not enter lower
section. Ran 8 3/4" rock bit which entered lower section of casing and
drilled rubber plug and cement to 1282'. Cement fills lower section of
casing. Waiting,on orders.
Circulated at .1266'. ~3_Lied 8 3/4" bit, started to install BOPs.
Ran in hole with Baker float on .end of drill pipe to 1255'. Placed
50 sack cement plug at 3:~0 P.M.
Found top of,..cement plugat 1_181'. Placed 6' cement plug inside top
of l~ 3/8" casingand.welded .on steel plate. P&A. Tearing out rig.
