Box 712 Anchorage, Alaska July 25, 1962 File: PMC-15-WF State of Alaska Dept. of Natural Resources Division of Mines and Minerals Box 148 Anchorage s Alaska Sub3e Attention: Dear Sir: Mr. Donald D, Bruce Petreleu. ~ B.m,eh r)t":~;on of Mines and Mineral, Ak~s~u Dept, of Natural ResourceI In accordance with regulations we are attaching two copies of our application to permanently abandon Middle Ground Shoal No. 1 well. Your office has been kept advised of operations to bring the well under control since the well blew out June 10, 1962. You are in receipt of a report covering operations to July 14, 1962. Since that date, several kinds of lost circulation materials have been pumped into the well~ including 25 cu. yds. of sawdust, 25 cu. yds. of sand, 15 cu. yds. of gravel~ 1500 cut burlap bags and several bundles of parachute cloth. There was no change in the well casing pressure during these operations. The shut-in casing pressure is 480 psig. As outlined in previous discussions, we are unable to regain circulation in a zone at 1132'. It is apparent that gas from lower zones has been shut off, and that the flow of gas from the 1132' zone to surface has been greatly reduced. It is our intention to abandon the well at this time as outlined in the attachment. It is our intention to drill another well on this structure either later this summer or during the summer of 1963. CALGARY, ALBERTA, CANADA, February 9, 1962 File: AEP-39-WF Re: Offshore Drilling Location - Cook Inlet District Engineer U.S. Army Engineer District, Alaska Corps of Engineers P.O. Box. 7002 ANCHOR~&GE, Alaska De ar S ±r: .... Application for permission is hereby submitted to erect an Offshore drilling platform and derrick for the purpose of drilling an oil well in the Cook Inlet in the vicinity of Middle' Ground Shoal. The actual location of the structure will~ be C-NE-~,~ Section 30, T9N R12W, Seward Meridian. The equipment will consist of a temporary platform and derrick and a tender vessel which will contain tankage, supply space and crew quarters. Facilities will be provided to handle the dis- posal of waste materials.. No material will be discharged into the Inlet which will pollute the water. The platform itself will be iden- tical to those universally and extensively used in the Gulf Coast and California Coast with continued success. The structure will be well engineered and str.~cturally sound thus should not fail and become a hazard to navigation.. It will be .constructed to withstand any weather conditions .that might prevail. On completion of the well, should it be a producing oil well, a well head will be installed below the level of the Inlet floor and be protected by a steel caisson. If it is a dry hole the casing will be capped level wi~h the bottom. In any event on com- pletion of the well, the platform and derrick will be completely dis- mantled and removed. The platform will be erected this spring as soon as ice conditions permit and will be removed this fall before ice conditions present a hazard. The platform will be approxim.~tely 40' above the low water level, the top of the derrick will be a.~- proximately 180' aboVe the low water level, the platform will be the widest part of the structure being 40' square. The tender is aves- _2_ sel measuring 180' x 70' x Ii' 3". It will be anchored separately and connected to the platform by a ramp. As shown on the attached maps the work will be carried out at a location completely surrounded by water and a considerably dis- tance from shore. The waters adjacent to the work location co?ne under the authority of either the Federal Government of the United States and/or the State of Alaska. Form 9-331A "Sundry Notices and Reports on I-~ells" issued by the United States Dep~rtment of the Interior and Form P-1 "Permit to Drill" issued by~ the Alaska Oil and Gas Conservation Comr~ission have been submitted for approval. Yours very truly A.E. Piper Division Drilling Superintendent
