The new Alaska Solid Waste Reguiations. 18 A_AC 60. became effective January 28. 1996 and contains a chapter on inactive rese:we pit closures I 18 .-k-kC 60.440/. The closure criteria in the new regulations parallel the closure c~te:-ia in the t991 guidance document, and the review procedures require a discussion of :he ask screening assessment as reauired in the 1991 document. Napatuk Creek No. 1 Cancel-n, is expressed bv the U.S. Fish and Wildlife Service over surface conditions at Naparuk Creek No. I, which appear to be imoacted by abandoned drillinz-related trash and eaui=ment. Of particular concern are references in the original assessment document to drums, batteries, and saclcs of drillin~ mud and/or mud additives. Recent documentation ~'8,'19,,'96't supplied bv .Kmoco to the ADEC demonstrates that further clean-u~ was -e:-r'ormed after abe assessment date. and uhe debris was removed or disaosed of properly. This ir~formation has been forwarced to the U.S. Fish and Wildlife Service for review. Evidence from the 1990 monitoring well data indicate substantial water quality, exceedances with resaect to c.h.romium, lead. barium. TPH. and the BTEX components. Subsequent analyses from samvles collected in 1991 and 1993 indicate the BTEX concentrations are diminishing: however, metal analyses were not reported and TPH concentrations appear to increase significantly in 1993. Final closure approval of the reserve pit may be granted under 18 AAC 60.~0(j)(55 -if the owner or operator demonstrates that water pollution in the affec:ed water bodv is diminishing". Consequently. closure of the reserve sit under i8 AAC 60..-kd0(j) requires samsimg and analysis of surface water at the site as' specified in Tables C and D. Zae analytical data. an appropriate qualitative risk assessment, and analysis of feasible corrective action as outlined in 18 AAC 50. '.~-' 0(f)(7-10) are re,quired prior to closure. Chuima River State Further information is required to reach a finial decision on the closure stat-us of ~e Chuima ~ver State location. Hi_~h concentrations of BTEX (Level A and B soil exceedances), TPH. and several metals m the rose:we pit drilling waste exist at or within 5-;0 ff depths, and may contact the targe pond of standing water. Groundwater from monitoring wells around the eft identifie~ variable ieveis of pet:roieum hydrocarbons. Large concentrations ~':' T?H at station MW28 (TPH=58 me/I) and MW9 (TPH= !0 reg.,lb were observed in the '993 dam. The down-gradient occurrence at ¥IW9 suggests ~at TPH-derivea organics may be migrating outside ',.he pit area. Groundwater metal anaivses were not inciuded. Surface water analyses from the 1993 program identified trace levels of the BTEX components' elevated levels of barium and lead (Pb=25 ppb) were detected in a 1989 surface sample. _ ,eaulr~,, metal and The De~ar'ament reauests that further samplin~ and analvses of the" ' ~'~ hvdrocarbon components listed in Table D (18 AAC 60. Spot a cement plug from 300' to surface. 3. Isolate the 20" and 13-3/8" annulus and set an abandonment marker. 4. Move out equipment and clean up the location. Obtained verbal approval to close pits and sumps from Mr. Wunnicke by Mr. Barrett on September 9, 1974 in the following manner: Fill the reserve pit with gravel covering the fluid remaining in the pit with at least 5 feet of material. This should keep the liquid materials remaining in the pit in a frozen state. Gravel will be removed from the drilling pad to fill the reserve pit. e Knock down and level out the dikes around the fuel impoundment area. Remove plastic lining materials. High pressure formation conditions have required increasing the mud weight to 14.1 ppg at the 13-3/8" casing setting depth of '3500'. .This mud weight is beyond that required to maintain a safety factor of-1.125 for the collapse value of the 13-3/8" casing. We plan to place cement over the area which is critical to collapse and at the 14.1 ppg mud weight this area will be from TD to a depth of 2367'. It is planned that 1690 sacks of cement will be placed on this stage, which should bring the cement to about 2000'. The 13-3/8" casing will also be cemented between a DV collar set at 1100' and an FO collar set at 800' with 310 sacks of permafrost cement. By this letter we sub- mitted a preliminary copy of USGS Form 9-331C, Application for Permit to Drill, for a location in SE 1/4, Section 30, T3S, RilE, UPM. Your Mr. Tom Marshallparticipated in a field trip on October 1, 1973 to inspect the loca- tion for which we had previously filed. Subsequent to the inspection trip, a request was made by the USGS to consider moving the location to the SW 1/4 of Section 30. This move would eliminate 1/2 mile of road and also eliminate the necessity of crossing a small draw which, although dry at the time of in- spection, might be expected to carry a large volume of water during break-up. We have honored this request, and the enclosed application is for a location in the center of SW 1/4, Section 30. Please note that the survey plats enclosed are those for the Original loca- tion. We have not surveyed the new location, and with your concurrence, pro- pose to delay surveying until after receipt of approved permits so that the survey might include that required for camp, rig, airstrip and road layouts in addition to the well location. BOP Testing Procedures Ram-type BOP's shall be tested to the rated working pressure of the BOP stack assembly when initially installed; to the lesser of a) 80 percent of internal yield pressure of casing or b) BOP stack working pressure, prior to drilling out after each string of casing is set and following any repairs that require disconnecting a pressure seal in the stack. In addition, ram operation will be tested each trip or a minimum of each 24-hour period. The Hydril-type BOP will be tested to its rated working pressure after initial installation and to at least 50 percent of rated working pres- sure at the same frequency as the ram-type preventers. In addition, the Hydril will be actuated against drill collars at least once per week to assure proper functioning. Choke and kill lines will be flushed at least once per week with water or diesel. Ail manifold valves shall be operated weekly and lubricated as necessary. Kelly cock and safety valve will be on the floor at all times and will be readily accessible. Rig supervisor will schedule BOP drills to familiarize crews with operation of BOP equipment and with emergency drill procedures. IV. DRILLING FLUID PROGRAM A. Interval 0 - 750' Plan to use bentonite- fresh water, low solids, non-dispersed mud system utilizing Amoco Drillaid 421 to flocculate system. AnChoroge Ato~,ko Attachment B Development Plan Aufeis Unit Well No. 1 me DESCRIPTION OF AREA AND NATURAL SETTING The proposed location is approximately 26 miles southwest of the Sagwon airstrip and 80 miles southwest of Prudhoe Bay in the foothills of the North Slope of the Brooks Range. There are no roads, towns, camps or airstrips in the immediate vicinity of the location. The site lies between the Toolik and Kuparuk Rivers, roughly 90 miles south of the Beaufort Sea, and is at an elevation of 1150 feet above sea level. Hilly terrain is prevalent, increasing in elevation towards the Brooks Range to the south. Vegetation is limited to tundra grasses with scattered low shrubbery along streams. There are no large trees in the area. The only active stream channel in the vicinity is a tributary of the Kuparuk River, which flows in a northerly direction, roughly three miles west of the location. A small stream bed proceeds in a northerly direction through the center of Section 30 (1/4 mile east of the proposed location), and appears to be dry, except possibly during break-up and run-off in the spring and early summer. Several small ponds are located in the area, the nearest being roughly 1/2 mile to the southwest of the proposed loca- tion. The only wildlife observed in the vicinity on two previous visits 'were ptarmigan, which abound throughout the foothils of the Brooks Range. II. CONSTRUCTION AND OPERATING PLANS A. Access and Operating Plans Upon receiving an approved drilling permit, Amoco plans to move in surveyors and'stake the well location, pads for drilling rig, camp- site, and staging area, as well as airstrip, road and gravel source area. Prior to break-up' earthmoving equipment and temporary camp will be moved overland from Prudhoe Bay by following the proposed right-of- way of the Alaska Pipeline south roughly 75 miles along the west bank of the Sagavanirktok River, then westerly 20 miles to the pro- posed location. Amoco has applied to the Bureau of Land Management for a Mining Per- mit, requesting the. right to purchase and remove some 375,000 cubic yards of gravel from the active channel of a Kuparuk River tributary CON FI--DE t'TiAL Attachment B Page 2 II. Ae three miles west of the propo.sed location. We have proposed to exca- vate gravel from a pit to be located in the NE 1/4, SW 1/4, Section 34, T3S, R10E. By taking all gravel from a single pit at depths up to 15 feet, we will eliminate the need to range upstream and downstream for several miles to obtain the necessary gravel quantities by alter- nate means. The pit will be constructed so as to blend in with the surrounding ecology. A copy of the proposed Mining Plan and Mineral Material Purchase application have been submitted to you under separate cove r. The large quantity of gravel is deemed essential to a North Slope all-weather drilling operation. Since this well is to be a deep test, it will not be possible to carry on a winter operation utiliz- ing an ice airstrip and road in the time available between freeze-up and break-up. Over two-thirds of the gravel required is for the air- strip, which will be of adequate size to accommodate Lockheed Hercules aircraft. Drilling supplies, including tubular goods, drilling mud, cement, fuel and possibly the rig itself, will be moved in by air and routine crew changes and material supply shipments will also be by air. The airstrip and all pads will consist of a minimum of 5 feet of fill to provide adequate insulation to prevent melting the perma, frost. Crews will be maintained at the location in a camp to be furnished by the drilling contractor. Drilling operations will proceed on a 24-hour per day basis. A contract caterer 'will provide food, linen and janitor service at the camp. Be Location and Details of Planned Construction and Other Surface Altera- tions Areas of planned construction have been sketched on the topographic map included as A~tachment B-1. More detailed views of the drilling and camp areas are shown on Attachments B-2 and B-3. Construction is planned as follows: le Drilling Pad - approximately 300 ft. x 450 ft. to accommodate drilling rig and associated equipment, storage area, reserve pit and burn pit. The drilling contractor and specific drill- ing rig to be used have not yet been selected. Attachments B-1 through B-4 have been prepared using a rig layout for a Parker Drilling rig currently on the North Slope. Pad configura- tion and dimensions are subject to change dePending upon the drilling rig selected for the job. The location selected is situated on a small hill and if gravel is encountered in level- ing the location, it will be used to supplement river bed gravel in the construction of all-weather pads. The reserve pit will be located adjacent to the drilling rig and will have a capacity of from 15,000 to 20,000 barrels, requiring approximate dimensions of 85 ft. x 200 ft. x 6 ft. deep. The pit will be excavated as required and diked with earthen and gravel walls. The pit will be sealed with bentonite to prevent seepage. ~ A second pit will be required on the drilling pad to provide for disposal of incinerator ash and for burning waste petroleum products recovered during testing operations. Both the burn pit and the reserve pit will be back-filled and mounded over with gravel upon completion of drilling operations. e Be Camp Area - approximately 100 ft. x 250 ft. The layout may be revised upon selection of the drilling Contractor. A 50-man camp is anticipated, complete with quarters, galley, utilities, water treating and sewage and solid waste disposal facilities. Staging Area, to include material and fuel storage, tubular goods racks, and aircraft hangar and taxiway - approximately 400 ft. x 350 ft. This area may also be modified upon selection of rig and camp. e Airstrip - approximately 6000 ft. x 150 ft. of usable surface, overall width 200 ft., and 5 to 6 ft. in depth. Strip to be oriented with a bearing N 60° E in the flat area northwest of the wellsite. The strip will be constructed of gravel fill to give an all-weather surface and will accommodate Hercules type aircraft capable of payloads up to 50,000 pounds. e Gravel Source Area - approximately 820 ft. x 820 ft. x 15 ft. deep. As previously discussed, Amoco has made application to the BLM to r~move gravel (375,000 cubic yards) from one source pit to be excavated near the active channel of a tributary of the Kuparuk River in Section 34, T3S, R10E, UPM. Removal of all required gravel from one pit will eliminate the need to range several miles.up and down the stream as would be the al- ternative if only surface gravels above the water level of the stream were to be taken. Access Road - A permanent road approximately 24 ft. wide x 2 miles long will be built from the southwest end of the air- strip to the stream and proposed gravel pit in Section 34, T3S, R10E. This is the only road deemed necessary and will provide access to both the gravel source and the water source. ONFIDENTIAL II. Cutting or disturbance of the tundra will be avoided except where necessary to level wellsite, camp site, airstrip or road, or for pit construction. Culverts will be installed and other erosion control measures will be taken where deemed necessary. Production, Transportation and Marketing Facilities in the Event of Discovery of Commercial Quantities of Hydrocarbons In the event of an oil discovery, tentative plans are to install treating facilities on the drilling pad. The crude will eventually be delivered to market, presumably either at Prudhoe Bay or at some nearer delivery point on the Trans-Alaska Pipeline, roughly 20 miles to the east. The type and capacity of the facilities will be depen- dent upon the quality of the discovery and upon the eventual market for the oil. In the event of a gas discovery, the type of facility will also be dependent upon the gas market. It is likely that a gas discovery at this location would be shut-in for some time unless of suffi- cient magnitude to attract an immediate market outlet. D. Planned and Alternate Water Supply Sources The primary source of water for camp and drilling operations will be the tributary of the Kuparuk River near the proposed gravel source in Section 34, T3S, R10E. If the water table in the area is suffi- ciently high, water may be taken from the gravel pit following com- pletion of mining operations. Since drilling operations should be completed before freeze-up, it is felt that sufficient quantities of water will be available from the stream. If the stream flow stops prior to completion of drilling operations, however, water may be hauled from the Toolik River some 6 or 7 miles to the east, which is believed to be of sufficient size not to freeze up. Other possible alternate water supply sources are several small lakes south and southwest from the location, accessible in the winter time by ice road, or in the summer by Rolligon. III. SURFACE PROTECTION AND RESTORATION PLANS mo Handling and Disposal of Waste Materials Excess drilling fluids, previously described as a fresh water-base mixture of relatively bland materials, will be disposed of by back- ONFII>ENTI L III. Oil or substances which may cause damage to vegetation will be treated or disposed of prior to back-filling pits. Combustible waste will be disposed of by incineration where possible or by open burning in a burn pit. Ashes from incineration processes will be placed in the burn pit and buried at the conclusion of the operation. Non-combustible wastes will be buried when pits are back-filled or will be removed from the area. In this regard, we plan to remove from the immediate area fuel drums and other trash which has been abandoned by other parties in the past and which now constitutes an environmental problem. We tentatively plan to dispose of sewage by means of a physical - chemical disposal plant. The exact size and type of such a unit will not be known until a specific contractor and rig are selected, but we would assume a unit will be chosen similar in design to the Wasteco "Alaskan," with capacity up to 5000 gallons of sewage per day, and with incineration capabilities for sewage, dunnage, and other solid wastes. Liquid effluent from the sewage treatment plant will be utilized as make-up water for the drilling mud system. The design of sewage and solid waste disposal systems will be reviewed with the Department of Environmental Conservation of the State of Alaska for its approval. Surface Restoration Ail pits will be back-filled, and dikes surrounding storage areas will be leveled. The reserve pit will be mounded over with gravel to allow for a certain amount of settling subsequent to back-filling. · Ail debris and waste materials will be incinerated, buried or removed from the area. The required surface dry-hole marker will be installed on the wellhead if appropriate and the cellar back-filled. Ail road, pad and'airstrip surface will be re-seeded and/or fertilized according to recommendations to be solicited from the Bureau of Land Management. Fuel Storage and Handling Fuel required during dirt work and drilling operations includes diesel, regular gasoline, aviation gasoline and jet fuel. Storage units will consist of barrels, fabric bladder tanks and bolted steel tanks. Ail fuel storage areas will be surrounded by dikes of suffi- cient height to contain the maximum stored volume. The sides and bottom of each storage area will be lined with an oil-resistant plastic material and seams sealed to present an impervious barrier. The plastic material will be removed prior to leveling the dikes and abandoning the location. CONFiDENYi i · Attachment B Page 6 III. De Oil Flow Containment Although chances of a blowout are considered extremely remote, the following is a brief contingency plan for oil containment in the event of an uncontrolled oil flow: l. The drilling pad will be contoured to provide drainage from west to east toward the reserve pit and eventually toward a small valley proceeding northerly through the center of Sec- tion 30. This valley, which drains a large area to the south- east, is dry following break-up and run-off. . The valley may be dammed at a point in the north half of Sec- tion 30 to create a large containment area. Heavy equipment will be on hand throughout the drilling operation to create such a dfke or dam. . The oil that would be trapped .behind the earthen dike' would be collected, transferred to a burn pit and ignited. Appropriate action will be taken as required to prevent possible pollution of active streams. IV.
