The closure criteria in the new regulations parallel the closure c,'-ite:-ia in the 1991 guidance document, and the review procedures require a discussion of the risk screening assessment as required in the 1991 document. Briefly, the significance of risk to local receptors is evaluated through study o~' contaminant release, exposure criteria, and conseauence criteria. The 1989-1990 .Amoco assessment program included acquisition o£ numerous (10-30) shallow cores within and adjacent to each drill oad. sampling of the cored material at five-foot inter~'als, and installation of monitoring wells on several facilities from which shallow groundwater was encountered while coring. Napatuk Creek No. 1 Concern is expressed by ~e U.S. Fish and Wildlife Service over surface conditions at Napamk Creek No. 1, which appear to be impacted by abandoned drilling-related trash and eauivment. Of particular concern are references in the original assessment document to drums, batteries, and saclcs of drilling mud anddor mud additives. Recent documentation (8/I9/96') supplied by Amoco to the ADEC demonstrates that further clean-up was ?efforrned after the assessment date. and z~e debris was removed or disposed of properly. This i~ormation has been forwarded to the U.S. Fish and Wiidlife Service for review. Tvonek State No. 1 Conce::n is expressed by the Contaminated Sites Section of ADEC over potential groundwater contamination from buried reserve pit wastes at the Tyonek State No. 1 location, especially with frequent summer habitation of the site by Tyonek village residents. Evidence from the 1990 monitoring well data indicate substantial water quality, exceedances with respect to c~omiUm, lead. barium. TPH. and the BTEX components. Subsequent analvses from samples collected in i991 and I993 indicate the BTEX concentrations are diminishing' however, metal analyses were not reported and TPH concentrations appear to increase significantly in 1993. Final closure approval of the reserve pit may be granted under i $ AAC 60.440(j)(5) *if the owner or operator demonstrates that water pollution in the affezted water body is diminishing". Therefore, it is requested that Amoco re-sample the two monitoring wells to verilX, that BTEX. DRO, and metal concentrations are diminishing. Conseauenrlv. closure of the reserve pit under i8 A-kC 60..-k40(j) requires sam.ming and analysis of surface water at the site as' specified in Tables C and D. Water from ,sends on ~e nor*.& and south ends of t,~e reserve :it and at backzreund and down- · .ame,t locations should be sampled. The analvticai dam. an appropriate 2ualitative risk assessment, and analysis of feasible corrective action as outlined in 18 .<-kC 60.4.40(f)(7-10) are required prior to closure. Chuitna River State Further information is required to reach a tim. al decision on the closure sums of the Chuima ~ver State location. High concentrations of BTEX (Level A and B soil exceedances), TPH. and several metals in the rese~'e pit drilling waste exist at or within ~ i0 ft depths, and may contact the large pond of standing water. Groundwater from monitor4.ng wells around the eft identified variable leveis of pe~oieum hydrocarbons. Large concentrations of TPH at station Y, IW2S (TPH = 58 mg/t) and MW9 (TPH = ! 0 mg: 13 were observed in the ',993 data. The down-gradient occun:ence at MW9 suggests that TPH-derivea organics may be migrating outside ~e Pit area. Groundwater metal analyses were not included. Surface water analyses from the 1993 program identified trace levels of the BTEX components: eievated levels.of barium and lead (Pb=25 ppb) were detected in a 1989 surface sample. Tine Desamnent reauests that further sampling and analvses of the required metal and hydrocarbon components listed in Table D (18 AAC 60.4-40) be performed at the site, utilizing analytical me~odology specified therein. At least one surface water sample from location SW4. and three groundwater samples from NPIv'9, MW17, and MW28 are requested. The Department recommends that you bail/purge the monitoring wells prior to sampling and use a field-filtration method to eliminate particulates from the groundwater (i.e. measure only the dissolved metal concentrations'). Final closure approval of the site should then be possible under i8 .&-kC 60.440(j)(5) if the contaminant levels are indeed dimmishinz. Finai closure approval will be (granted after it is demonstrated to the .'4X)EC :hat dr/fling wastes within :he pits are not activetv contaminating surface water or groundv,'ater at the sites. Mr. D.
