SUBJECT: North Slope Abandonment i)~spections . . w/ USGS & BLM, Mobil's West Kadleo.shilik, No. l, Sec. 14, TS~, R14E, U.M.~ Wednesday, September 10, 1975 - We arrived at the well location at 10:25 AM and I took PhOtO No~ 76 f~om the. air.clearly showing the P&A marker w~ith the large mound 6~f dirt around it covering the wellhead .and .the~pi.t area. The whole pad area has been well dragged and back bladed.and is fairly smooth considering the rough grave] on the location. ~The pit area had. sunk a sliQht amount along one edge since my .previous visit.~. This location is on a hillside.. the slight depression may reduce drainage and appears.not .to be~a problem. in either case. The gravel, is mounded around the wellhead because when thi.s well was abandoned and plugged in .February. of 1974 USGS allowed Mobil to weld the marker on the side of the wellhead. The wellhead was .sticking uP pretty high so then USGS decided i.t was too obvious from the air with so many visitors flying over this area so .they required.Mobil to mound the dirt around it to cover the wellhead so .it would look more .like an abandoned well. rather than producer. We took a quick walk around and the location was very clean and well picked up since my previous visit, I walked down to where I knew some debris had been buried and. i.t had not been. dug up. There was no debris showing anywhere. I had given Mobil approval of this location on my last visit. This was the l~th of 14 well locations visitied on a joint inspection with USGS and BLM o¥ federal leases which' have. since become state leases. ;~,~e all agreed that this well location .had been well cleaned up and no further work would be necessary. Subsequently USGS put a letter.out dated October 16, 1975, a subsequent notice of abandonment, indicating that the clean up and restoration of the location was satisfactory but the final approval, of the location's condition will have to be obtained from appropriate state agencies. However, the lands on which the above wells are located have been transferred to and are now under the jurisdiction of the State of Alaska. Tuesday - September 3, 1974 .-. I met Placid Geologist,. Mr. Bill Van Allen at ~he Anchorage 'airport and we .both boarded, a 7:30 a.m-., flight for Deadhorse.. '~ .. ,. arriving after some delays at 10:45 a.m. While we were waiting on our luggage.: at the airport I was contacted..by Mobil '.s Construction representative.,-~4r, qim ... Taylor, who informed me he. had.three wells ready for a final clean-up inspection-:_ and would like for me to visit them either that evening after I was. through .:-~::.-- with the Placid work or the. next day if I could stay over. I assured him I could stay over and would make arrangements.later'-that afternoon to visit his locations. 'J " - ~ Mr. Van Allen and I were met by his contractor, Mr-.' Murphy Clark, who was in charge of the Bechtel construction crew that performed the clean-up work for Placid. Mr. Clark drove us to the Gay Airways Heliport where we contracted .. for a helicopter to carry us to..the location. We then went on to the Nabor's camp where we had lunch. Following lunch we-returned to Gay Airways and de- · parted in a Jet Ranger at 1:38 .p.m~ ....... ' .. Placid's Beechey Point Supply. Staging Area .- We flew directly to the BeeChey Point Staging area on the ocean, just north of the Beechey Point Well,. circled once to take pictures and landed to inspect the location on the. ground.. I took Photo #1, from the air, and Photo #2 (all._ photos 'attached) from the ground. Both photos show the neat stacks of pipe, supplies., and folded pillow tanks; clean smooth gravel pad and bermed gravel fuel revetment._ The location is still clean and in a very neat condition.. ............... - ...... The six full tanks of diesel _fuel that had originally been stock piled a.t the -- staging area had been emptied .and transferred-.to anOther operator and the pillow tanks removed from. the fuel pit, rolled up and stacked on top of the casing that i~ still stock piled on the location. As a matter of interest, Mr. Van Allen formed me he had calculated that a minimum of 13,000 gallons of diesel, fuel had. been stolen from the pillow, tank storage, this. past year.. ........... ~ .... ........ September 17, 1974 and now that it has been removed and the location cleaned up, we were supposedly making a final inspection of the location. We circled the location and I took Photo #3, which shows the majority of the pad with the pit area in the background. It shows clearly the erosion that has occurred between two small lakes across the filled pit area, and the three ungraded areas on the pad also show up to some degree. We landed and I took Photo #4, which shows the P&A marker-, the unfilled cellar, cellar boards which s~above the gravel level and also several rows of -' piling which were not cut off. deep enough and are so shallowly covered 'with gravel, that normal weathering will soon expose them again. Photo ~5 is another view of the P&A marker across, a well graded area of the pad.. Photo #6 is a close-up of the erosion cut between the two small lakes and across the pit fill area. I informed Mr.. Van Allen that additional work would be required. We discussed the work that had to be performed on the location with the contractor, )ir. Clark. An. ungraded mound of dirt on the east edge of them pad needs level ing,. an area on the northwest corner of the pad needs grading and sufficient gravel, will have to be pulled from some areas of the pad to refill the erosion channel that has 'occurredmbetween the two 'lakes across the pit fill area. I also asked that additional gravel be placed over the pilings so that normal weathering would not expose them and that the cellar. boards' be removed and the cellar filled with gravel. They both assured me that there would be no problem, to-do thiS'?additional work and we headed back for Deadhorse. On the return flight I requested that we stop by an EXxon location that was on our way so that I could make a brief inspection. Mr. Van Allen readily agreed to this and we had previously discussed whether or not we would split the cost but since it was such a minor amount of time involved, and not out of the way, he said that there would be no cost to the state for this .stop and that Placid would take care of the complete chopper ticket. I filled out a Field Inspec- tion Report form {attached) for the Beechey Point Staging area indicating a satisfactory condition and showing all fuel had been removed and the pillow tanks stacked. I also filled out a similar report form (attached) for the Placid-Plaghm Beechey Point No. 1 well indicating the' unsatisfactory work and the corrective measures required. Exxon's Point Storkersen Ho. 1,.Section 7, .T12N., RI4E,. U.M. (P&A, September 3~.. !97O} This well was plugged in i970 by the previous operator, Hamilton Brothers Oil Company but before the clean-up of the lease could be accomp- lished, operatorshtp was changed over to Exxon Corporation on June l, 1973. My' inspection of the location.last.year, September 19, 1973, indicated the- clean-up of the location was incmnplete. Our letter to Exxon and their P-3 notices to us indicated their willingness to. complete the clean-up and finally on May 16, 1974 they indicated that they had completed the clean-up require- ments and requested inspection. '~his P-3 was filed without coming to my atten- tion, and the inspection was not made until this visit. We approached the location from the West and I took an aerial photo, Photo #7, which shows the location on which can be seen the P&A marker and the fiJi ied---l-- pit area. We landed and I walked the location and took Photo #8 which shows Homer L. Burrell -3- September 17, Ig74 the flanged wellhead ~-~ith the P&A marker welded on top. The P&A t~rker cor- rectly identifies the well with the. information on it. However; the cellar shown is incomplete because it is unfilled; has loose boards on top which should be removed and/or covered; and most of the steam pipes have been cut off or bent over and they are so shallow under the gravel that normal weathering will expose them. Several loose boards are lying around and the rathoie case- merit is still sticking up. _- Photo #9 is a little farther away from the wellhead but shows the P&A marker in the background. Several loose boards are exposed on the gravel, and a steel band in the foreground. Photo #10 is.to the east side of the wellhead, off of the pad, and it shows, a twis-~-e-~, bent joint of pipe and a portion of a barrel. Photo #l is off of the south edge of the pad and shows miscellaneous cups, cans, and trash. I had previously documented just about every item mentioned in the above photos in my previous' visit a year ago, with similar photos, showing these same boards, metal bands, trash, and .pieces of pipe laying on. or off of the pad.. It is obvious whatever contractor performed the clean-up work for Exxon only did a small amount of work around, the wellhead. I filled out a Field Trip Inspectio~Report (attached) indicating the unsatis-. factory condition of the clean-up and what needed to be. done to correct it. I only spent 15 minutes on the location and at 3:15 p.m. we took off and departed for Deadhorse. After arriving at Deadhorse, we returned to the Nabor's camp and the Bechtel l~ffice, where I provided Mr.~.Van Allen with copies of the Field Reports and we again went over the requirements for satisfactory completion of the clean- up on the Placid location. I then contacted Mr. Jim Taylor, contractor for the Mobil Oil Corporation, and made provisions to spend the night at Nabor's camp at Mr. Taylor's request. At 4:30 p.m. I left with Mr. Taylor and his pilot in the Mobil chartered helicopter and headed for the West Kadleroshtlik location. Mnhil'~ U-~t Kadl~.rn~hilik No. 1~ Sectinn 14. R14E. U.t4, .(P&A, March 18,. ~974}'-- This wel'l is '6ne Of several leases and wells which have been trans- i_. ferred from federal authority to state authority. This was my second visit to this location. I had inspected this location and requested additional work to' be performed before it could be satisfactorily completed. Photo #12 was taken near the ice airstrip location and it shows a pile of tundra grass and material that was scooped up when an area was cleared of snow. The snow and ice is just about all melted now, leaving just a pile of tundra grass. There seems to be no problem here since there appears to be no tundra damage. Photo #13 is a picture of the reseeded airstrip area. Close inspection '. showed this to be in very good condition with the new seed growth coming on. Homer L. Burrell -4- September 17, 1974 Photo #14 shows the wellhead on the left side with the tip of the P&A marker stlckin~ up above the mou~)d of dirt a'roupJ the wellhead. At the time of my first visit this m~rker was already in place. At the request of the U.S.G.S. It was welded to the side of the high wellhead rather than on the top of the top flange so that it would be less noticeable (according to a U.S.G.S. rep.) I allowed it to stay there, even though it is not the normal installation. The large area in the foreground was the pit area where the gravel boulders had been stacked and was now leveled and smooth. Photo #15 is a picture of a portion of the pit area and the camp area'in the background. Photo #16 is a different view of the pit area and the well- head with the mound of dirt covering the wellhead. Photo #17 and #18 shows the areas of the campsite where much debris and trash had been cleaned up. This location was extremely well cleaned up and looks very good. I complimented Mr. Taylor on the completeness of the work.. Since I had no additional Field Trip Report forms with me I took Mr.. Taylor's copy of the previous Field Trip Report form of 7-31-74 and wrote on the bottom. that the unsatisfactory items had been corrected and that the "Final abandon- merit and location clean-up approved 9-3-74." We had a strong wind of approximately 45 knots blowing from the east. The chopper pilot did not even leave the~,controls, while I quickly walked the location with. Mr. Taylor and made thee previously'mentioned photos.. We then boarded the, chopper again and headed for the Beli location. Mobil's Bell Unit No. l, Section 8, T4N, R23E, U.M..{P&A, June 24, 1973) . As we approached the Bell location from th'e ~outhWeSi~" I took Photo'#19 ~nd #20 from the air. Photo #19 shows the location with the wellhead marker in th~e center; the cam-p-'&-sUpPiy pad area; the short road and the Beaver air- strip that was finally constructed when this well was unable to be finish6d during the winter. Photo #20 is a close-up of the well pad, with the P&A marker' and a mound of ~lrt around the wellhead shown in the center. It has rained quite a bit during the work on this location, and water is still standing in all .the tracks in the filled pit area. The foreground of the picture is very wet and not completely smooth due to the. vehicle (cat) tracks. After circling the location we landed. With the wind still very high the chopper pilot stayed in the aircraft.. Mr. Taylor-and I walked the location. I took Photo #21 from the southwest corner of the pad area. looking across the filled pit toward the wellhead. As I mentioned in my previous report, the so called "gravel" used on this location is really a mixture of conglomerate rocks with dirt and would be a very coarse textured surface even under the most ideal grading conditions. I could tell that considerable work. had been done since my previous visit and that the pit area was in much better condition. I took Photo #22 standing on the mound of dirt by the P&A marker and looking toward the southwest across the filled pit area. I walked up to the short road leading to the airstrip and took ?ho~o,_#~2~, of the supply pad area. I then walked back to the north along the east edge of the pad and took Photo #24__ looking west toward the wellhead marker and helicopter. )lomer L. Burrell -5- September 17, 1974 All the debris had been r~noved as I had requested on my previous visit and the dirt work had been completed. Again, using Mr. Taylor's copy of the previous Field Inspection Report dated July 31, 1974, I wrote "items corrected, Final abandonment and location clean-up approved, September 3, 1974." We loaded back into the chopper and headed for the Mikkelsen Bay State loca- tion. Mobil's Mikkelsen Bay State No'. l, Section 13, TgN, R19E, U.M. {P&J~,-SeptemJ~er m'30 ,--~ 1970) we ar'r'i-ved Jt the 'Mikkelsen Bay location' aLbout 6:30 p.m, a~)'proa'ck~ling from the southwest. I took three photos of this location all from approximately the same angle and all from the air. They- each give a progressively closer view of the well. cleaned and leveled pad with the dirt mounded around the well- head and the P&A marker in the center. The first photo, Photo #25 allows, one to see the lakes around the location and the road leading off to the airstrip.. Photo #26 is essentially a close of the pad area with the road leading off to the-airstrip in the background. I could see from this view that the large amount of trash, material, and iron that had been located on the southwest corner of the pad. area had been picked up and removed.. As we came closer I took Photo #27, showing just the pad area with the smooth graded gravel, the dirt.mounded around the wellhead, with the P&A marker. Following this photo we circled over the location, so that I could view areas where trash had been removed. I could also see the well filled and graded area on the northwest corner of the pad where I had discovered a sunken area with a puddle of oil on my previous visit. We then headed for Bullen Point, Mobil's supply depot, on the BeaUfort Sea coastline. I noted on Mr. Taylor's copy of my previous inspection report, dated July 7, 1974 that all unsatisfactory items had been "corrected and Final abandonment and location clean-up was approved September 3, 1974." We arrived at Mobil's Bullen Point supply depot at 7:00 p.m. with the high winds still in progress. We could see that all of the available crewmen were out trying, to contain the pillow tanks and pit liners which were trying to blow out of position. After landing and anchoring down the helicopter we all aided in tying down the pillow tank liners and later had dinner. We returned to Deadhorse at 9:15 p.m. The chopper' pilot dropped me off at the ~(abor's camp where I spent the night. Thursday, September 4, 1974 - I made plans to depart Deadhorse on the 9:45 a.m. flight and after obtaining transportation to the airport, found' the flight was delayed. Finally, the plane arrived and we departed at 12:15 p.m. I arrived in Anchorage, after stopping in Fairbanks, at approximately 3:00 p.m. On this field trip I made a preliminary inspection of Placid's Beenhey Point location, where I required additional work to be performed, and Exxon's Point Stor- kersen location, where I likewise will require additional work to be performed. We were met at the Deadhorse airport by Frontier Sand and Gravel contractor, Jim Taylor who carried us to the Gay Airways Heliport where we boarded a waiting charter helicopter, · _M_obtl's West Kadleroshilik .No.,.~l,..Se.._mC.....:14, TSN'. R!4E, U.M. (P&A 3/18/74} · We departed Deadhorse by helicopter at g.'20 a.m. and arrived at the West Kadlero- shilik No. 1 well location at 9:40 a.m. This is the location where the peregrine falcons are nesting nearby along the' Franklin Bluffs, When we arrived over the location we were met by one. of. these falcons and had to veer away from it sharply. As we passed over the location I took a picture from the air, Photo #l (all photos attached). Then we. flew to what had been the ice airstrip and ' landed to observe the. tundra and to see how the growth' was coming along where the airstrip had been used. We also landed at the northeast end of the airstrip where a collection of tundra material had been scrapped over the ice and snow. There appeared to be no permanent damage .to the tundra.,· .just a pile of melting ice and snow intermixed with grass and..roots We flew back to the well location, landed and made a ground inspection, where I took Photo #2. This photo shows some of the gravel-ice boulders that were placed on top of the pit area and wellhead with the P&A marker attached, Mis- cel laneous trash and debris can be seen in: the foreground. I then stood on top of the gravel boulders in.the pit area and took PhOto #3...- This photo is similar to Photo #2 with the exception that you .can see the Franklin Bluff area in the background where the falrCOn$ have been .nesting. Work cannot continue at this location until after August 15, when the falcons have completed their nesting. After walking the perimeter of.the well .location we discussed the leveling of the gravel over the pit area where the frozen gravel boulders had been placed. I requested that _the gravel be worked toward the wellhead and tie in with the gravel mound around the wellhead so that it would be more or less level. . After we took off I took Photo.,.,:#4 which shows, not only the it and the wellhead but the campsite area where ther· was a collection of debrisp which and trash must be buried. . Mobil's Echooka. Unit #.1.~ Sec~..~.g, ,l',l,N, R16E~,.: U.M....(F~.d- PB for ·USGS Obs. well '~/23/172) ,.. · We departed the Kadleroshtlik ,weli and headed for. the Echooka Unit No. 1, which is on a federal lease several..mtles .further to.the south.- We arrived there at 10:20 a.m., flew. over the landtng.'strt-P, road and camp pad and landed at .the . : .. Homer L. Burrell -2- August 19, 1974 well site. A geophysical crew is currently parked on the camp pad and roads and part of the landing strip, utilizing it as a summer base camp. They are not utilizing the well pad itself. This area had been fairly well cleaned up at one ttnm. I took four photos. Photo #5 shows the large berm that remains on the lower side of the old reserve pit area. This berm has been reseeded and, even though it is not apparent in the picture, the grass is coming along quite strong. In the background can be seen the gravel road that leads to the river, on the right there is a filled in area with a portion which sunk, and due to the drainage from the hillside there has been a pool accumulate there. Photo #6 is a view toward the well pad from across the filled reserve pit area, Which is in the foreground. It shows a drainage ditch coming from the hillside into the filled area where a channel has erroded. The P&A marker can be seen in the background as can the geophysical camp which is using the gravel roadways and airstrip as a summer base camp. Photo #7 shows the filled in pit area and how part of it has sunk quite a bit. There are bits of debris showing, pieces of pipe, boards, rubber protectors, barrels, and in the background can be seen the P&A marker. Photo #8, in this photo the P&A marker can be seen welded to the wellhead flange, the temperature survey nipple and valve connected to the center of the flange and the filled in cellar area. I recommended that more gravel be pushed into the reserve pit area both to cover the debris that has started poking up and to make the pool collection area much smaller. My recommendations for further work at this location will be passed on to U.S,G.S. representatives and are not required directly of the operator by this division. McCullogh - Fin Creek Unit #!, Seq...25,. T2N,.? R18E, U.M. '(Fed - P&A 12-9-72)~_ We deaprted Echooka location at ll:O0 a.m. and flew over to the McCullogh Fin Creek Unit #1 location in just a fly over. I observed many barrels scattered around on the P&A location. The Mobil representative wanted to observe and photograph the path taken across the tundra by rolligons that made trips from the Echooka well site to the Bell well site during the last two years. Colorado Oil and Gas - Shaviovik Uni_t. #.l.., Sec...~pS.~ .T2N,. R.11.gE,.U.M.o ..(P&A 7-4-69) We then flew northeast to the Shaviovik P&A well site where the rig was still standing over the well and a campsite abandoned nearby. I took two photos of this location. This lease and well will be transferred to the state from the federal government in the near future, and since the rig and camp are still in place, there will be some. future clean-up work and inspections by this division. Photo #9 shows the rig standing complete with its equipment over the location. It appears that very little or no gravel was used for the pad. The rig has been here since 1969 when the..well was abandoned due to litigation. It is apparent that the weather is taking its toll on the buildings and equipment. Homer L. Burrell -3- August 19, 1974 A quarter of a mile to the east I took Photo #10 showing the campsite and stacked equipment, trucks, pipe and so ~O~-i:h~J~ ~I'n the background closer to the river is a large stack of 55 gallon drums. We continued to follow the rolltgon trail northeast until we arrived at Arco's West Kavik airstrip and supply pad where we landed to refuel. Mobil's superintendent wanted to observe the condition of the Parker rig #96 which is stacked on this pad. The inspection revealed that bears had broken into most of the crew camp quarters. The damage was mostly confined to the method of entry through the doors or by tearing the doors off. Mr. Shaw was particularly interested in the condition of this rig since Mobil has the rig on retainer and plans to drill two wells this winter with the one rig. Available rigs ~are rather tight on the North Slope at this time due to the increase in drilling activity. Mobil is organizing to cut down time to a minimum when moving onto a new location and activating the rig for drilling operations. They feel they will be very pressed to drill the two wells that are planned and make the move between wells during the normal winter time span. They hope to accomplish this by moving the camp before freeze-up by using rolligons under special permits. This would require about twenty trips from the West Kavik location, across the tundra to the northeast to the Deli location, and from there north to the coast area and across to the vicinity of their Bullen's Point staging area {40 miles}, and from there approximately 8 miles south of the Mikkelsen Bay State #1 well to the new location. Mobil's Bell Unit #], .Sec.~8; T4N,=~.R23E_,~U.M. (P&A 6-24-.73) We departed the West Kavik location and proceeded to the Beli Unit #l location, arriving just before 12:00 noon. I took Photo #11 from the air as we passed over the airstrip; it shows the airStrip'in the foreground, reserve pit area in the background, and the wellhead with the P&Amarker, and the gravel campsite pad. These are all connected by a road on which can be seen a rolligon and crew quarters. On the campsite pad to the right side is the cat which is being used to level this location. After we landed I walked the perimeter of the location and took Pho_to ~12 of the P&A marker. This photo also shows how coarse the so called gravel is here. It is a mixture of dirt and ungraded rocks, it ranges from small pebbles on up into the boulder size. It is very hard to do a smooth job of leveling or grading with this type of soil. Photo #13 is from the campsite pad back toward the wellhead and shows the pafti~)ly filled and leveled pit area and the P&A marker. Photo #14 is from the southwest corner of the pit area, looking back toward the'Wellhead marker that can be seen in the background. The pit area, was still pretty wet and unleveled. Several boards, wire rope and pieces of debris had not been covered, and a great deal of moisture is being squeezed out of the mud that was in the pit when filling commenced. It rained the morning of our arrival which did not help the drying up of a pit like this. Homer L. Butte11 -4- August 19, 1974 When walking the perimeter of the pad I also located a six inch drain pipe which needs to be removed or buried. Off of the pad on the east side of the campsite area was a piling which had been used for the geronimo line from the top of the rig mast. We discussed the remaining grading and clean-up work and concluded that two more days work would be required for completion. I informed Mr. Schall that I would have to come back after the work was complete for the final inspection. Roll tgon Path Across Tundra We departed the location and again flew the route which the rolligons had previously used across the tundra so we could observe the lack of damage that they impart to the tundra, and with the thought in mind that ~obil will be seeking a permit for moving their rigs before freeze-up. As a result of my observations of the rolligon paths I would recommend that they use different pathways on each trip because it appears that repeated tracking on the same path does cause light damage, especially where wet conditions exist. Mobil's Bullen Poini.t..~upp]~y~ Staging Area We flew to Bullen Point, Mobil staging area on the coast and had lunch. Following lunch I took a walk around the Mobil fuel revetment area, and Mr. Taylor showed me how they were hooking up'the pillow tanks and install- ing the pit liners to further protect against possible fuel spills. Work crews were in the process of installing several more pillow tanks to pro- vide a total of ten by the time winter times operations begin. Supply barges due to arrive in late August will bring additional fuel and supplies to be staged here for use in drilling the two wells this winter. Point Gorden Gravel S~it,~ Sec, 31, .T!lON, R22E.)~_,U,.M,. We then flew down the coast to Point Gordon gravel spit and landed. Mr. Schall showed me how the ice had built up this gravel spit to about t~ice the width from the previous year. He took more pictures of the spit and stated that he has other photos to prove this growth. Fie. pointed out that there was a great deal of gravel available here and their plans are to make a proposal to the Division of Lands to mine the gravel which is over one foot above the high tide line and utilize it to build their nearby well site. I~e said this would prevent hauling gravel over a much longer haul from a river area. It sounds like a reasonable proposal with a good substantiation of data on the availability of the gravel. Mobil's - West Staines State ~#1_, Sec. 18, TgN, R23E, ~U..M, .(P&A 7/2/7l) We next flew to the West Statnes State #1, arriving at 2:40 p.m. After landing I took Photo #15 looking to the southwest and showing the P&A marker on the we~i'l'Lh'ead and the level pad area beyond. Homer L. Burrell -5- August 19, 1974 Photo #16 is a view to the east and shows the level gravel pad across the 6~-i~gtna~i-'~lrill site and over to the campsite area. A large neat stack of boards can be seen in the background. I was informed that these boards were left here on purpose because they hope to use this as a staging area for unloading some of the rig that will be moved to the new well location near here. The P&A marker can also be seen on the right hand side of the photo. Photo ~17 is a view to the south showing the filled and leveled pit area. Photo #18 was taken from the air after we took off. An arrow shows the location'Of the P&A marker, the filled pit areas and the level gravel pad. The larger water covered area is a portion of the secondary reserve pit area that was made for this well. I. walked the perimeter of the gravel pad area, and although the gravel is fairly rough, I consider it level enough for approval. However, I noted considerable scattered debris that could be hand picked up, small boards, paper and trash. Mobil's-Mtkkelsen Bay State #1,~Sec. !.3, TgN_, .R19E,U.M..{.P&A 9/3Q/70) we departed the West Staines and flew west to the Mikkelsen Bay State #1 arriving approximately 3:00 p.m. As we approached for 'the landing I took Photo ~19 which shows the P&A marker on the wellhead, the well leveled gravel-pad, and the filled and level pit area. After we landed I took Photo #20 which shows a view to the southwest, showing the filled and level ~ the P&A marker on the wellhead, and the unfilled cellar. Also in the background can be seen some pipe. I also noted debris, such as drilling bits, trash and metal scraps which have not been cleaned up, removed or buried. Photo #2~1 is a filled fuel pit revetment that has now slumped and sunk in and has a pool of oil standing in it. Everyone agreed that additional gravel would have to be filled in here to cover this oil. In the background over the edge of the pad can be seen some debris. As we took off and I noted that there are several pretty good piles of plate steel and miscellaneous debris around the edge of the pad. Photo #22 is a view from the air after we took off and it shows the level pad"' the P&A marker, and the filled and level pit area. We proceeded to Deadhorse arriving about ,3:30 p.m. and Mr. Schall and Mr. Taylor took the chopper and flew on to review the locations they plan to build for this winter. I stayed at the Gay Airways office and filled out my Field. Inspection Reports for each of the five well.s we had visited. {copies attached). I later rode over to the Nabor's camp with one of Mobil's personnel and there I met Mr. Schall and Mr. Taylor at dinner time. I gave Mr. Schall two copies of each one of the Field Trip Reports. I wrote remarks on each report noting the unsatisfactory items previously discussed for each one of the five wells. Homer L. Burrei i -6- August 16, 1974 They drove me back to the Deadhorse airport at 7:30 p.m. where I departed on a Wlen flight, at approximately 9.'30 p.m. and arrived back at Anchorage at 1:00 a.m. On this field trip I made a preliminary clean-up inspection of four Mobil P&A locations, one Federal lease plug back location, observed equipment and supplies at two staging areas, observed the effects on the tundra of repeated rolligon travels and inspected a possible gravel source area. Recommendations included on Field Trip Reports require the operator to do additional hand pick up of debris at each location and additional leveling and filling of gravel at four locations. SITE DESCRIPTION The proposed drilling site is located in the SW~, Section 14, T5N, R14E, Umiat Meridian, which is on the southwestern corner of Frank- lin Bluff (see Exhibit I.) The location will be constructed on a gravel outcrop at an elevation of about 880 feet. The outcrop is approximately 1000 feet long and 500 feet wide on the south edge of a large, gently sloping knoll. Immediately south and west of the gravel outcrop, the surface slopes do~nward at a grade of ten to 20 percent. There is no vegetation at the location, but the adjoining slopes and perimeter of the outcrop are covered with tundra. Approximately one-half mile west of the location is a large, deep gully which has been cut into the western slope of the bluff by surface run-off. This empties into the Sagavanirktok River about 500 feet below and 1 ~ miles southwest of the proposed location. The southern slopes drain into a flat, marshy plain about 350 feet below the 1 ~ miles south of the bluff. There are no lakes in the immediate vicinity of the location. -2- ,. About 28 miles north of the location is Dead- horse, the closest settlement, which is the site of a public airport, hotel, and support facilities. 1 imi ted to air transporta ti on. Access to or from the location is No road networks exist except in the Prudhoe Bay area, and surface transportation to the location is possible only in winter with heavy equipment or after construction of an ice road. Wildlife inhabiting the area consist of caribou, wolves, barren ground grizzly, fox, and lemming. During summer, many birds inhabit the area, including a pair of peregrine falcons wnich have been observed nesting on Franklin Bluff. 1 Most birds are found in the area only during summer. Some which may be found in winter are willow ptarmigan, snowy owl, and the common raven. The peregrine falcon reportedly is in the area only from early May through mid-August. Construction and drilling operations on the proposed well will commence after freeze-up and be completed pri or to. the Spri ng thaw. Based on past experience, it is not anticipated that operations in the area during winter will substantially hinder the daily habits of local wildlife. 1. LOGISTICS Construction equipment; the drilling rig, fuel, and most supplies will be transported overland from Deadhorse by trucks, sleds, and Rolligons. A winter road will be constructed along the route shown on the attached map to facilitate the move-in. Some supplies will be moved overland via sled train from the Beli Unit #1 drilling location. Throughout drilling operations, fuel will be hauled to the location by Rolligon from Deadhorse. A small ice landing strip will be constructed at the location for transporting personnel. 4. SITE PLAN It is proposed that the drilling location be constructed from material available at the site. The existing gravel is to be leveled in an area under the rig and camp as shown on the attached layout plan. The rig, camp, and other facilities are to be set on timber sills and matting boards with an open air space provided beneath all sources of hea t. Circulation of air through this space will be main- tained throughout operations to prev~nt thawing of foundation materials. 5. RESERVE PIT The reserve pit ~djacent to the drill pad is to be excavated to a maximum depth of five feet. Bentonite is to be mixed with the native material in the excavation and berm to provide an impefvious barrier within the pit. The berm surrounding the pit will be constructed of the excavated material, and compacted to insure a tight embankment. CAMP AND FACILITIES A. CAMP LAYOUT The camp itself wiT1 be located in excess of 300 feet East of the center line of the proposed well and consists of a 12 unit, "Hercules Portablell camp complex manufactured by ATCO, Ltd., Calgary, Alberta, Canada. The camp as laid out is adequate and sufficient for occupancy by 40 men on a normal basis. Additional bunk capacity is however available for an additional seven men to handle short term and emergency situations. The configuration of the camp (see Exhibit III) provides for the ultimate safety and convenience of the occupants consistent with the modules available for use by the drilling contractor. Sleepers are separated from mechanical units to provide for reduced noise level. The sleepers themselves are arranged at one end and separated by the kitchen and dining areas so that for the most part the daylight and evening tower crews are not unduly disturbed during their off hours. Exhibits IV, V, VI, VII, and VIII show the basic components used to make up the camp complex. B. FOOD SERVICE Food service, for the camp will be provided by either Boatel, Inc. or Universal Services. Either food service contractor will be required to insure that all food is from approved sources. WATER SYSTEM Water for camp use and drilling is to be hauled from the Sagavanirktok River about two miles west of the location. Water for camp use will be stored in a 12,600 gallon tank. A pump capable of 1500 gallons per hour will pump water through the filtration chlorination system. Fi 1 tr- ation is to be accomplished using a Commercial Filter Corporation model #FHSS-510 L 20 micron filter. Chlorination will be provided by a Wallace and Tieran Series 94-100 chlorinator. Following filtration . and chlorination water for camp use will be directed to holding tanks within the camp complex, each of which are provided with their own pressure system. All water used in the camp will be sampled and tested in accordance with Department regulations. D. SOLID WASTE DISPOSAL All solid non-combustible wastes from both the camp complex and the drilling rig are to be disposed of in a pit adjacent to the reserve pit and buried upon completion of drilling operations. Gravel is to be stockpiled at the pit for backfil11ng. All combustible waste will be incinerated and the resulting ash will be deposited in the solid waste pit. The incinerator to be used at this location is a WASTE CO Model CAE 150 controlled atmosphere type incinerator with sludge burning back hearth. Primary and after-burners are provided and each is capable of 500~000 BTU/Hr. The unit is designed to con- form with U. S. '. E~ SEWAGE DISPOSAL The sewage disposal facility is composed of a "Here" portable sewage treatment plant and a standby sewagé treatment lagoon. In conjunct- , ion with the sewage treatment plant, the incinerator discussed above will be used to destroy waste sludge and other solids filtered out in the sew~ge treatment process. The sewage treatment plant is a physical/chemical unit designed and constructed by WASTECO, Inc. It combines primary solids separation, incineration, chemical feed, hydraulic mixing floculation, clarification, filtration, carbon (- . adsorption, filter backwash and disinfection in one compact unit. The plant has a design capacity of 5.,000 gallons per day. Exhibit IX shows the layout of the system. An application for a waste dis- charge permit hás been submitted to the Chief, Water Pollution Control Section, ADEC. Plant operation will be consistent with Section 3.6 of Mobilis specifications MOCAD 97l-C-Ol which are on file with the ADEC. A standby sewage pit wi.1l be used as a holding lagoon for the treated discharge from the sewag~ treatment plant'and as an emergency backup in the event of a plant failure or breakdown. As indicated on -7- l", '" ~\:,';:"'i:"_~~~'J\,":i!/"'~,¡;,,~ ( the camp plot plan, this pit will be approximately 50' x 50' X 5' deep to obtain a net holding capacity of approximately 75,000 gallons. This is containment for approximately two weeks at normal estimated water usage. The pit is to be constructed from excavated silt which will provide an impervious barrier. Silt berms above grade will pre- vent intrusion of surface drainage and prevent the .loss of sewage waste. A drain system will be provided to allow the treated water to drain off. Additionally, the drain system will allow the installation of a pump to recirculate raw sewage to the treatment plànt should a breakdown occur. 7. SURFACE DRAINAGE F~om field inspection, aerial photos and topographic maps, it appears that there are no significant surface drainage channels intersecting the location. Run off is very localizeå due to the contours of the ridge. Drainage is all away from the location and should not present any problems. 8. SITE RESTORATION Throughout the operation special tare will be exercised in cleaning the area and disposing of debris. Upon completion the entire area will be cleaned up and the solid waste pit and standby sewage pit will be backfilled and leveled. , Fuel drums and other bulky items which cannot be buried in the solid waste pit will be, back hauled on Hercules aircraft or otherwise removed from the site and properly disposed of. -8- ,1 ' (1 ;'\ '\'.:, \'.:. PEST CONTROL Effective control of insects and rodents will be achieved through the combined use of environmental sanitation, source reduction, education and chemical measures. With the exception of the solid waste pit, all other trash, refuse and garbage generated in the operation will be burned daily to insure a clean and sanitary operation. Should these measures prove ineffective, Malathion will be used in the effected areas for the control of invading insects. Since it is doubtful that this , . ' insecticide would be effective in the control of mosquitos, Diethyl Toluamide (DET or DEET) will be used as a repellent for personnel. 10. AIR POLLUTION Air pollution should be held to a minimum through use of the incinerator described in Section 4-D, above. Emissions from the rig engines, generators and boilers will not effect the ambient air in this basically uninhabited area. 11. FUEL STORAGE '- Fuel for this operation will be stored in two steel fuel tanks. The tanks will be placed inside gravel berms which are lined with a composite of industrial nylon filaments and thermoplastics. I SPILL PREVENTION CONTROL AND COUNTERMEASURES , , '- KADLEROSHILIK UNIT #1 ADDENDUM TO DRILLING PERMIT APPLICATION TO U.S.G.S. The proposed drilling operation is to be an exploratory well. The time on location will be of relatively short duration. that the rig will be in operation a maxi~um of 40 days. It is anticipated , " ' , Areas of potential hydrocarbon spill include the well bore, the sump, fuel storage tanks, and test pit. The rig will be equipped with BOP equipment as defined in the dril- 1 ing program. Prefabricated matting board will be used to catch wash'down water which will be contained in a steel cellar. The cellar contents will be pumped into the sump periodically. The sump will consist of an excavated pit about five feet deep. The excavated material will be placed around the perimeter of the pit to form a berm. Bentoni tewi 11 be mi xed wi th this materi al to form an imper- vi ous embankment. Diesel fuel will be stored in two steel tanks of about 23,000 gal- l.ons each. The tanks will be placed inside a gravel berm .of sufficient size to completely contain all fuel in event of a spill. The berm pit will be lined .on the bottom and sides with a fabric liner which is impervious to fuel. The test pi t wi 11 be constructed from gravel berms. Any hydrocar- bons flowing into the test pit will be burned as they enter the pit.
