I had found one about 300 yards north of our camp — Put River 24- 10-14. On 9/29/2019 1 noticed that NANA is building a new shop where I found that marker post. I drove around the new shop and did not see the marker post. Today I did a closer inspection and found the marker post for Put River 24-10-14 intact, protected by a pipe barrier. From AOGCC files, the Put River 24-10-14 well was properly plugged and abandoned in 1982. An abandoned well marker post was installed per regulations at the time. The marker post appears to be anchored to a 30-inch diameter steel plate welded onto the outermost casing string of the abandoned well. The casing strings were cut at a depth of approximately 6 feet below the surface of the gravel pad. I have attached the abandonment report for your reference—includes a well drawing that may be easier to visualize than my description. According to a March 1988 agreement, DOT&PF assumed responsibility for the location and well (copy attached). Removal can be done by DOT&PF but the marker post must be replaced with a subsurface marker plate.This could be accomplished either with a new circular identification plate (diameter 30 inches or less)welded to the existing 30-inch plate or the required info could be bead-welded directly onto the existing plate. Nothing below the existing 30- inch steel plate welded on the cut casings shall be disturbed. The new marker plate must include the following information (refer to AOGCC regulation 20 AAC 25.120—link is Well Abandonment Marker) Arco Alaska Inc. On March 12th, Margaret Moody of DOT phoned me to say that the current owner wishes to cut the marker post off so that part of the pad can be used for parking. She asked: What does the pad owner need to do to get this process started? I told her that the owner can't simply cut it off without approval from the AOGCC, and that I'd check to see what is needed to get underway. Attached are copies of photos, emails, and maps from Margaret's file for this well. According to AOGCC's well history file, Bob Noble inspected the marker post in July 2014. According to our files, this abandoned well is designated as Put River 24-10-14 and there is a marker pipe attached to a steel plate at this location. Our tenant would like to have this marker pipe removed, if possible. I have attached copies of emails, memo, letter, pictures and maps from our files for your review. These documents discuss two (2)separate abandoned wells on the Deadhorse Airport. The one located on or near the ramp/runway has already been addressed. I would appreciate any help you can provide in moving forward to have this marker pipe on Block 50, Lot 7, removed. I have attached a couple pictures from the last visit by Bob Noble in September 2012 prior to us sending a letter to BP asking them to remove the marker post. This all started with DOT contacting AOGCC about getting BP to remove the marker post in advance of airport expansion. There is some question if we can legally require BP to remove the marker post since it is not DOT and there is an agreement about liability of well between DOT and BP (but not us). There have been re -abandoned wells done in state; most have been at operator initiative as part of pad removal, encroaching coastline, eroding offshore gravel island. AOGCC did mandate reconfiguration of SOCAL 31-25 in 2008 (Chevron well) nearby the Put River well in question; work was completed by Chevron contractor (removed marker post; installed subsurface marker plate; see attached). Not aware of AOGCC mandating other changes after we have cleared a location as properly plugged and abandoned so not sure I can answer except to defer back to you on legal basis. From a broader regulatory perspective, I recall the Feds (MMS) in Gulf of Mexico holding operators accountable for re - abandoning wells that began to bubble to surface years after original abandonment was accepted. I guess where I am ultimately needing to determine is how to respond to BP's insisting that DOT&PF work this out with AOGCC. If DOT&PF did in fact take over responsibility for surface expression of the well as part of the pad, then they would need to submit a plan to us for replacing the marker post with a subsurface plate (at their expense). Otherwise I will send another letter to BP obligating them to reconfigure Put River 24-10-14. FYI - photos of the well are attached. Your letter specifically requested a "plan for reconfiguring the abandonment of the well to be consistent with the requirements of 20 AAC 25.112(d) and 25.120(a), (b), and (d)." Put River 24-10-14 is located on what is now Department of Transportation and Public Facilities (DOT&PF) managed property in Deadhorse, Alaska on a gravel pad adjacent to the Caribou Inn. Put River 24-10-14 well was drilled in 1969 by Standard Alaska Petroleum Company (SAPC), a predecessor company to BP Exploration (Alaska), Inc. (BPXA). The well was plugged and abandoned in September 1982 using AOGCC approved procedures. Consistent with AOGCC regulations at the time, the casing strings were cut off at approximately original tundra level and a marker pipe was left on the well extending four to five feet above the pad surface. Alaska Department of Environmental Conservation approved "Closed as Is" status for the reserve pits associated with this well in January 1995. Available well records indicate that in addition to deep plugs placed in the well, the 9- 5/8" production casing was cemented from ground level to about 122 feet below the surface. The intermediate and surface casing strings were left cemented from at least 50 feet below ground level to the surface. All casing strings were cut off and a 30 inch diameter steel plate was welded to the outer most casing. The marker pipe was attached to the steel plate with pertinent well information bead welded on the pipe. Within the last year, BPXA has had correspondence directly with DOT&PF concerning this well and specifically the issue of removal of the marker pipe extending above the surface. Our understanding is that a tenant desires to further develop the property and the marker pipe is hindering that development. Enclosed are copies of two documents that are pertinent to this issue that may not be in your records. A copy of our most recent correspondence with DOT&PF dated January Page 2 November 15, 2012 23, 2012 is attached. Referenced in that correspondence is a Letter of Agreement between DOT&PF and SAPC executed in March, 1988 — also attached. As noted in the January 23 correspondence, BPXA maintains that under that Letter of Agreement, DOT&PF released SAPC from any and all obligations connected with the pad, and that BPXA has no further responsibility regarding this well. In your e-mail, you indicated that a marker pipe associated with an abandoned exploration well was hindering further development of your property by your tenant. Since BPXA received your e-mail, we've researched the subject well. Here's what we've found: The Put River 24- 10-14 well was drilled in 1969 by Standard Alaska Petroleum Company (SAPC), a predecessor company to BPXA The well was plugged and abandoned (P&A) in September 1982 using Alaska Oil and Gas Conservation Commission (AOGCC) approved procedures. In accordance with AOGCC regulations at the time, the casing strings were cut off at approximately original tundra level and a marker pipe was left on the well extending four to five feet above the pad surface. Available well records indicate that in addition to deep plugs left in the well, cement was left in the 9-5/8" production casing from ground level to about 120 feet below the surface. Cement was also left in the intermediate and surface casing strings from at least 50 feet below ground level to the surface. All casing strings were cut off and a 30 inch diameter steel plate was welded to the outer most casing. The marker pipe was attached to the steel plate. A Letter of Agreement between the DOT&PF, Department of Natural Resources and SAPC was executed in March 1988. Under the agreement, the DOT&PF released SAPC from any and all obligations connected with the pad. Therefore, BPXA has no further responsibility regarding this well. It is not clear to us what the PVC pipe is and why there would be an "observation /monitoring well" marker (you refer to as a monument cover). AOGCC's surface abandonment requirements were satisfied with confirmation of cement to surface in the wellbore (witnessed by AOGCC 9/23/2005) and installation of the marker plate (9/24/2005; not witnessed; photo attached). It would be a violation of AOGCC regulations if the marker plate has been disturbed by the subsequent installation of the PVC pipe, light metal structure and monument cover. If you decide to excavate to remove the PVC pipe, etc., please contact me so an Inspector can verify the AOGCC- approved abandonment has not been compromised. Put River 24 -10 -14 (PTD 1690300) 1Vlarkings on the well abandonment marker (Put River BP 34- 24- 10 -14) match the well in our database listed as Put River 24- 10 -14. AOGCC sent a letter to BPXA on February 12, 2004 requesting plans for reconfiguring the surface abandonment of Put River 24 -10 -14 (copy attached). BPXA did not respond. On October 2, 2012 we sent a follow -up letter, again requesting a plan and timeline for reconfiguring the surface abandonment (remove marker post, confirm cement to surface, cut well minimum 3 ft below grade, and install marker plate) with a fixed time to respond. Copy of letter is also attached. Unmarked, Cemented Pipe AOGCC has no information about the unmarked pipe with cement at surface (depth unknown) observed near the SOCAL 31 -25 abandoned well. It does not appear to be a well, but could be an unused conductor that was driven to a shallow depth (60 ft + / -) as an option for a well that was never drilled. Of course, there are any number of other things this could be (e.g., piling, some type of other marker or monument, etc.). Only suggestion 1 can offer is if you cut it off, and find no cement in the pipe below cutoff, it would be appropriate to fill the pipe with cement before burying. Several previously abandoned wells have been or will be affected by this expansion. In a letter dated February 12, 2004 (attached) and in anticipation of the expansion, a plan for the reconfiguration of the surface abandonment of Put River 24 -10 -14 (PTD 1690300) was requested from BP Exploration (Alaska) Inc. (BPXA). AOGCC records indicate BPXA has not responded to the request. ADOT has now inquired about the feasibility of removing the existing dry hole well marker. Attached is a photograph of the dry hole marker taken by an AOGCC Inspector on September 1, 2012. Information inscribed on the marker is consistent with the location information for Put River 24 -10 -14 that is maintained in AOGCC's well records. By November 15, 2012, BPXA is requested to submit its plan for reconfiguring the t abandonment of Put River 24 -10 -14 to be consistent with the requirements of 20 AAC 25.112(d) and 25.120(a), (b), and (d). That plan should be provided to the AOGCC as an Application for Sundry Approval, Form 10 -403 with a timeline for completing the well work. In May 2003, I visited two old exploration sites on the Deadhorse Airport. Based on conversations with you and Judd Peterson, Reserve Pit Closure Coordinator for Alaska Department of Environmental Conservation (ADEC), I have come to understand the following regarding these well markers. One well is located on Block 50 (Put River 34-24-10-14) and the other is located west of the main apron on tundra (SoCal 31-25). An iron pipe marks the location of each well. Typically, when a well is drilled, the drilling muds and cuttings are discharged into a pit dug at the well site. The pit, commonly called a drilling waste reserve pit, is located somewhere near the well marker, perhaps about 50 feet away and is likely about 100' to 150' square and about 6 or 10 feet deep. After the well is completed, the open pit would only be about 50% filled with drilling waste. The operator would then cap the pit with material to bury the waste in place. The cover for the waste is typically 3 or 4 feet of fill. Sometime after the pits were capped for the two wells at the Deadhorse Airport, pads were constructed and very likely covered the pits. These wells were closed prior to 1996, under the early reserve pit closure program. They are now classified as landfills and are regulated by the ADEC Solid Waste Program. ADEC issued final closure approval for the pits. Approval for closure means that the wells' reserve pits are sealed, and the buried drilling waste does not present a threat to human health or the environment. It is likely that the pits contain at least a lot of diesel and perhaps drilling muds. As a result, it is best that they remain sealed in place. There are perhaps three to four feet of fill (unknown as to type of fill) on top of the pits. Should the buried waste be exposed, ADEC must be involved in the decision as to the best corrective actions to be taken to deal with the pits. We understand that the oil companies are responsible for removing the markers, if removal is required. . DOT&PF is taking the position that the two oil well markers, identified as Put River 34-24-10-14 and SoCal 31-25, should be removed from Deadhorse Airport lands as soon as possible. We understand that the markers will be cut off below surface and replaced with subsurface flat markers. The closed landfills (pits) should not be affected by the replacement procedure and should remain sealed throughout the process. The marker for SoCal 31-25 is located on tundra, about 98' from the western edge of the main apron. This well was drilled in 1969 by Chevron and closed in 1980. Chevron is no longer an operator on the North Slope. DOT&PF plans to expand the main apron in a westerly direction to allow for additional large-aircraft parking. Thus, the marker needs to be removed to make way for apron expansion. The marker for Put River 34-24-10-14 is located on Block 50, behind the Arctic Caribou Inn, and is surrounded by two fences; the outer chain-link fence is partially down. This well was closed in 1995 by British Petroleum. DOT&PF has reserved a portion of Block 50, which is used for storage of materials, supplies, and, occasionally, equipment, for use on the James Dalton Highway and airport. Neither of the well marker locations has been surveyed by DOT&PF. We understand that the wells must be lire-abandoned," which will require the oil companies (operators) to devise a plan for submission toAOGCC for prior approval. Although the well markers may require only two to four weeks for actual removal, the lead time for that work could be as long as two years. We ask that DOT&PF be contacted for building permits that must be issued prior to any groundwork being performed. The SOCAL 31-25 well is right off the ramp at the airport and would be in the way of possible ramp expansion. The Put River 24-10-14 well is over behind the caribou in. Both wells have old style dry hole markers. It appears that reabandoning these wells should not be a problem, a matter of cutting off and marking per current regulations. We have no objection if the well marker is removed, it just should be done under the guidelines of the Alaska oil and Gas Conservatlon commission. The only ADEC (solid Waste program) concern at the site is the buried drilling waste pit. That pit is classified as a landfill and is regulated by the ADEC solid waste program. I have inspected the site, but as you know, it is mostly airport pads and I could not identify the location of the old reserve pit. It is likely under the existing airport pads. If the pit happens not to be under the existing airport pads and DOT does a lot of excavation, the drilling waste could be exposed. The old drilling waste likely contains a lot of diesel so it is best that it remain sealed in place. If the waste is exposed, we would need to be involved in the decision as to the best corrective actions to deal with it. page 1 . 2003-0626_s0CAL_31-25_well_marker.txt ADEC has issued chevron final closure approval for the pit. This approval means that the pit is sealed and the buried drilling waste does not present a threat to human health or the environment. I received a call from Keith Hall of chevron/Texaco with regard to their socal 31-25 well near Deadhorse Airport. You had apparently called Keith and informed him of some DOT plans to perform some work up there and their intent to cut off the abandoned well marker. could you provide some further information with regard to this project or direct us to a contact at DOT. There have been a number of old wells that have had the original marker post cut off to allow pads to be removed in the last couple of years. This is likely similar work, but such work needs to be performed according to our regs and with our approval. Any information you can provide will be appreciated. Photo 1 shows the well with a plug and abandonment marker with the correct legal description bead welded on it. There is a fence approximately 6' tall and 25' square around the guardrail and the plug and abandonment marker. Photo 2 shows the well sign with the appropriate information on it. Photos 3 and 4 show the pad is being used to store salvage materials. Photo 5 shows the condition of the pad; level, compact and contoured to the surrounding a.rea. On the southeast corner of the pad is the South Lake Inn. The well sign has the designation 34-24-10-14. The well number in our records is 24-10-14. The number 34 is Sohio's ¼, ¼ section designation which has been added since completion of the well and is not reflected in our records. I filled out. the A.O.G.C.C. surface abandonment report which is attached to the report. In summary, I recommend that the Commission approve the final clean-up, plug and abandonment inspection on the Sohio BP Alaska's 24-10-14; Permit No. 69-30. Sunday, September 12, 1982 - Upon arrival at ARCO's BP ~i0~i4 si%e, ARC~"~'~ representative, Peggy Fisher had Schlumberger run in the hole with a dummy run, the gun would not go past 174 feet from the surface, therefore tubing was picked up with a mule shoe, it would not go past 174 feet. I have two pictures of the mule shoe with the marks on it, they are attached with this report. There was a Gamma Ray, 8.365 junk bas~et and casing collar log run. All were unable to go below 174 feet from surface. I called Jim Trimble to get permission from the Commission to do a perforation job at 50' in the 9 5/8" casing. Before the perforation job the existing diesel in 13 3/8" was changed over to 9.7 mud from 174' to 52" from surface. The cement plug ~as from 50' to surface, this included 9 5/8", 13 3/8" and the 20". (See attached dia~ram. ) I filled out the A.O.G.C.C. plug and abandonment re~ort which is attached. Prior to the beginning of drilling, a sump of sufficient size to contain all waste fluids will be constructed. The sump must be lined with material impervious to oil at all seasons during the year. 2. Prior to the beginning of drilling, adequate ditching shall surround the area, taking advantage of. the natural topography of the land to insure that any spill that might occur will be drained into the sump. 3. Prior to abandonment of the site, the sump must be cleared of all oil and covered. -.4,~. The operator must dispose of all refuse, waste, debris, garbage, pallet board, visqueen, barrels, etc. by being burned and non- combustible material must be disposed of by removal to a site acceptable to the Alaska Department of Fish and Game. 5. No stream or body of water will have any foreign material added to it. This includes vegetation, soil, petroleum products, or refuse. 6.
