Supervisor ( , FROM: John Crisp, SUBJECT: Surface P & A Petroleurr}~~ ApR ~ ~ 2Q0$ Conoco/Phillips Kuparuk River Unit West Sak River #1 PTD 171-003 March 6, 2008: I traveled to Conoco/Phillips KRU to witness a cement job in the 20" x30" annulus & marker plate installation. This was a follow-up to inspection performed by AOGCC Inspectors Noble and Grimaldi on 3/1/2008 where 20" x 30" was found without competent cement. When I arrived on Location I made contact with C/P Rep. Bobby Morrison. Mr. Morrison stated that the 20" x 30" annulus had been steamed out & fluid removed to approximately 30'. I asked Mr. Morrison if they found hard cement @ TD of cleanout depth. No hard cement was found & C/O project was suspended due to safety concerns with the type of equipment being used for the job. After talking with Jim Regg Inspector Supervisor, it was determined that filling the 20" x 30" annulus with 15.7 ppg arctic set 1 cement would accomplish P & A requirements. I witnessed 10 bbl's of 15.7 ppg arctic set cement pumped in the 20" x 30" annulus from the top down. 23.8' of 20" x 30" annulus was cemented as per volume calculations. I requested marker plate not be installed until cement had a chance to cure. After 4 hours I witnessed 1 foot of water removed from annulus. The 15.7 ppg had not set up due to -30 ambient temps. Jim Regg & I agreed to top off annulus with sack cement & allow C/P to install marker plate. I drove by location @ approx 2100 hrs to photo marker plate after it was welded on the outer most casing string. Summary: I witnessed casing strings 3' below tundra level & 20" x 30" annulus cemented. I witnessed marker plate installed. Well Data: Permit to Drill # 71-3, API # 50-029-20090. 02/29/08 Field Drilling Supervisor and COP Drilling Safety Specialist inspected well site. There was some unknown oily substance on top of the existing casings. Developed strategy to drill casings and check for pressure. 03/01 /08 Welded outlets on 30 inch casing, installed valves to same and drilled through valves to penetrate the 20 inch and 30 inch casings. No pressure encountered, continued penetrations into 13 3/8 inch and 9 5/8" casings. No pressure was encountered. Cut off old marker post and cut off all casings 3 feet below tundra. The cement plug in the ZO inch by 30 inch annulus was only a couple of feet long. Upon cutting off the casings it was noted that the 20 inch by 30 inch annulus was full to the surface with Kenpac (Arctic Pac). Develop plan to remove Kenpac (Arctic Pac). Shut down for cold weather. 03/05/08 Rig up steamer unit and super sucker to remove Kenpac from 20 inch by 30 inch annulus. Steam heat the Kenpac and removed same with super sucker. Kenpac was removed to 30 feet based on hose length in the annulus. Rigged down equipment and removed from pad. There was no cement bulk truck, or vacuum trucks available. The well was covered and operations suspended for the day. 03/06!08 Rigged up Schlumberger cementers and vacuum trucks for cement job. Cemented 20" by 30" annulus with 10 bb(s. of AS1 cement at 15.7 PPG. Cement was in place at 11:18 hours 03/06/07. Placement of cement was witnessed by John Crisp with AOGCC. AOGCC wanted to wait on cement a few hours prior to placing cap on well. At 16:00 hours approximately 1 foot of water was bailed off the top of the cement. The cement had not yet set due to -27 temperature. It was obvious that there was good cement in the annulus. John Crisp (AOGCC) asked that we top off the last foot with sack cement. The annulus was topped off with 4 sacks of Portland cement and was witnessed by John Crisp (AOGCC). The 30" marker plate was welded to the casings. Spoke with the environmental remediation crew on site and let them known they would need to remove contaminated material from around the well casings prior to backfilling the excavation. Note: Cement volume calculations indicate that +/- 23.8 feet of annulus were cemented. Probable that there were frozen sheaths of arctic pac still clinging to the casings that were not visible from surface. On future similar operations leaving the steam on a few more hours after your planned depth is reached should eliminate the sheathing problem. 03/07/08 Contacted Roads and Pads and let them know our portion of the remediation was complete. I also let them know there was contaminated material to be removed from the excavation prior to back filling it. Robert L. Summary: I arrived at West Sak River State #1 and I found what looks to be hard cement between all the strings of pipe but the outside annulus. Between the 20" and 30" I found what looked to be half frozen Arctic Pac. I told Garret Madell that there needed to be cement there and I would not approve the abandonment. Lou Grimaldi showed up and I turned the job over to him. Shut down for cold weather. 03/05/08 Rig up steamer unit and super sucker to remove Kenpac from 20 inch by 30 inch annulus. Steam heat the Kenpac and removed same with super sucker. Kenpac was removed to 30 feet based on hose length in the annulus. Rigged down equipment and removed from pad. There was no cement bulk truck, or vacuum trucks available. It appears I may not have been successful. Thanks for providing the revised assessment plan for determining if there may be trapped pressures within the remains of WS River State. I have apprised Commissioner Foerster and Inspector Grimaldi of the plan and my conversation with TB. As newly proposed, the attachment of nipples/valves and drilling through these should allow containment if pressure is encountered. TB and I discussed if any of the boring would penetrate through to the inside of the 9-5/8" casing? After discussion, TB indicated that if feasable the top penetration and likely the 36" penetration would be drilled into the 9-518" casing. Inspector Grimaldi asked me about the welding procedure. He wondered if it would be necessary to preheat portions of the well for welding? He is concerned that heating could melt any ice plugs that might have formed. Please keep Lou in the loop on the operation. I believe he intends to be in attendance. As these operations proceed, it is possible that other contingencies will need to be developed. Please keep the Commission informed of any developments. There may be other surprises to be discovered. So far, it appears that the intent of lowering the well structure may be accomplished as desired this season, however depending on future discoveries, consideration may need to be given to delaying operations until other equipment can be sourced. Accomplishing a safe operation is most important. Activities should be deliberately planned and executed. The well has offered evidence that it may be live and until safely demonstrated otherwise it should be treated as such. Call or message with any comments. Providing notice of the discovered changed conditions is appropriate. I have apprised Commissioner Foerster of the information. The Commission does not agree with the proposed plan. The discovered condition of the well is markedly different than was anticipated. Your proposed plan to explore for trapped pressure does not appear to consider how to contain any pressure that might exist. Since hydrocarbons are evident at surface indicating that the installed plugs are not effective, it seems that your new plan should address how to remedy this deficiency. The plan is to air drill at 2", 12", 24", & 36" from the top plate with 2 holes 180 deg apart working our way down. Depending on what we find the casings will be cut with either a saw or torch cut with all the Safety Unit/Hot Work Permits in place. The first cut will be made at 2" below the plate weld (as Garret mentions) to verify status of the cement plugs. A11 casing strings will then be cut 36" below Tundra grade and the new P&A marker plate welded on. We'll then try a tap at 12", 24" and 36" from the top plate. The casing appears to be approx at tundra level thus the tentative play Saturday AM March 1 is Cut off cap 2" below weld Observe, bail any fluid inside. Cut off casings at 36" below tundra grade. Inspect internal contents with inspection with AOGCC as available. If appropriate, weld steel marker plate. 'The proposed project has been assigned state I.D. file number # ID2007-1204OG; please refer to this I.D. number in future correspondence with the DOOM on this project. ConocoPhillips is proposing to cap a portion of the reserve pit, excavate and remove contaminated pad gravel covering the flare pit, excavate clears pad gravel to tundra grade, recap the well, replace the above grade well marker with a below grade well marker, and rehabilitate the site. This work is planned far winter 2007 - 08. These activities require a modification to the existing Plan of Operation permit issued. by the Division of Oii and Gas (DOG), a Corrective Action Plan Approval from the Department of Environment Conservation (DEC), and a Land Use Permit (LUP) from the Division of Mining, Land and Water (DML&W}. I have circulated. the review packet to the Alaska Departments of Environment Conservation, Fish and Game and Natural Resources (DNR), and the North Slope Borough Coastal District (NSB). After consultation with the DNR, DML&W, the DNR, DOG and after receiving concurrence from the NSB, the DCOM agrees the LUP will be covered under the existing ConocoPhillips land use permit LAS 23007, which was issued subject to the standard conditions in GCD-19; the existing Plan of Operations permit can be modified via GCD-49. As per 11 AAC 110.700(c), permits issued via GCD conditions are excluded from having to undergo individual review for consistency with the RCMP provided the applicant agrees to abide by the standard conditions for that GCD because the GCDs have been determined to be consistent with the ACMP. Likewise, the required DEC Corrective Action Plan Approval Permit has been established to be consistent with the RCMP, therefore, a coordinated. ACMP consistency review is not required far this project providing you comply with these conditions. There have been levels as high as 30 that have been seen in the past. As far as the field is concerned, when they see levels of 100 or more then they feel there may be contamination. AOGCC has indicated that a'timely plug and abandon policy is in the best interest of the State and they encourage the practice. Because the Kuparuk River Unit has twenty to thirty-years of remaining life, neither AOGCC nor the Division of Oil and Gas consider the proposed exerdse to be an indication of site abandonment. Therefore, a discussion of mandatory rehabilitation is considered premature at this time. Further, current Migitation Measures read: "Upon abandonment of material sites, drilling sites, roads, buildings, airstrips or other facilities, such facilities must be removed and the site rehabilitated, unless the director, DO&G, after consultation with DL& WM, ADF&G, and ADEC, determines that such removal and rehabilitation is not in the State's best interests." From a State of Alaska standpoint (primarily, the Division of Lands), a concerted effort is evident :to have ARCO Alaska, Inc. (AAI)' rehabilitate West Sak pads as a mitigative measure in exchange for permit approval. Conversely, federal agencies, primarily the U.S. Army corps of Engineers (USACOE) refuses to accept West Sak rehabilitation projects as mitigation due to the fact that West Sak permit stipulations require mitigation on a stand alone basis. Their reasoning is that if the West Sak permit requires mitigation, by offering to rehabilitate a West Sak pad to secure approval for another non-West Sak project, AAI is offering mitigation which has been previously required. Hence no new mitigation is offered or proposed. AAI is left in the unenviable situation of attempting to please two masters, neither of which agrees on the appropriateness of the proposed mitigation effort. From AAI's standpoint, the problem is even more perplexing. The West Sak formation contains a huge reservoir of recoverable reserves which at this time are not economic to produce. The reserves are quite simply too viscous to: flow utilizing present day technology. The combined effects of the lack of technology, plus other economic factors including the current recession, funding limitations, oil prices, etc. make it difficult to predict development of the West Sak reserves. Eventually, we expect that development will occur. When development does occur, there is also every indication that West Sak will require more drill sites than are currently in use in the Kuparuk Field. This is due to the shallow depth of the West Sak reservoir and current offset drilling limitations. It is quite probable that the West Sak pads currently in place will be utilized as production pads. From that standpoint, AAI has a difficult time justifying rehabilitation and removal of a pad that might well require reconstruction at a future date. This concern causes AAI's reluctance to pursue West Sak rehabilitation activities. RECEIVED ARCO Alaska. In pursuit of a permit to allow construction of the proposed Kuparuk Drill Site 2L, AAI agreed to remove and rehabilitate West Sak 15. This was done not because there is not a foreseeable future use for West Sak 15, but rather as a means of ensuring the approval of a high interest project. To date USACOE permit approval is still pending. Other activities also suffer. For two years, AAI has, attempted to perform plugging and abandonment activities on two West Sak pads. A permit for access is required. The Division of Land has remained insistent that rehabilitation activity be included as a part of the permit before they will approve the permit allowing access to the West Sak pads. Rehabilitation is supported by AAI. But rehabilitation within the foreseeable future is of questionable value. As previously mentioned, to restore a pad which has probable but undefined future use is not beneficial to anyone. Also, acceptable rehabilitation standards have remained undefined. Both the state and federal agencies have issued permits which require rehabilitation. The rehabilitation requirements include the words "to the satisfaction of the Commissioner" and "subject to the approval of the District Engineer". There could very well be a significant departure between the acceptability of rehabilitative efforts on the part of each agency. Hopefully, the preceding will help clarify AAI's position on rehabilitation of West Sak pads and the difficulties experienced in reaching consensus on mitigation. Although it has been reported that West Sak fluids are not able to migrate from these wells on their own, we generally support the efforts of the industry to complete the process on these pads where production has not occurred. The gravel at West Sak 2 still belongs to the state (and possibly West Sak 1 as well) which makes us responsible, in the long term, not only for any liabilities incurred subsequent to operations being halted there, but for the improvements themselves should they be abandoned. Therefore, we are requesting that a site rehabilitation plan that addresses the pad and reserve pit area be included as part of the Land Use Permit application package. It is in the state's best interest not only to be sure the project is completed, but to be sure that any necessary rehabilitation work be done at the time of P & A or shortly thereafter as previously agreed to. ( We had agreed to rehabilitation within five years at a 2/22/91 meeting with ARCO and DEC representatives here at the NRO.) Additionally, the Lease Operations Permit for West Sak #2 (LO/NS 74-1) has stipulations which state that: 5. Ice road and pad construction under a Tundra Travel permit, and 2. Plugging an~ Abandonment procedures for exploratory wel 1 s (including West Sak) . 1. Ice Road and Pad Construction Under a Tundra Travel Permit: The original permit (LAS 12913 -issued 6/20/90) under which the request to construct ice roads to P&A the West Sak wells clearly is stipulated that "Only maintenance and water source access ice roadS are authorized under this permit. Exploratory drill site access shall be applied for under a separate permit." (Stip. # 7) Under this Tundra Travel permit, there were some requests for the construction of ice roads and pads in the work area whic~ we approved under stipulation # 6 which states: "Ice roads and/or ice pads may be constructed in the work areas as long as they are thick enough to prevent damage to the tundra and underlying substrate. No other ice roads are authorized under this permit." (eg. ice pads at D.S. 2-H, and CPF-1) We have processed and approved a number of requests under this Tundra Travel permit. Among these have been requests for ice roads and pads that have not been in work areas, but which we approved in order to be cooperative in the development of North Slope oil production and due to time constraints associated With late requests. Examples of these approvals include: the Kuparuk Delineation well program (Bermuda, etc.), and the Antigua delineation well. ( The authorization for the latter was accompanied by the very clear statement that "any 10-J18LH further authorizations for ice roads and pads will be separately applied for in the future"(copy attached)...It would appear that this is the best course for us to take, as our attempts to be accommodating and cooperative within time frames and schedules you needed to keep have not been very successful using the existing Tundra Travel permit.) 2. Plugging and Abandonment Procedures for Exploratory Wells On January 15, 1991 the request was made from your office to P&A West Sak wells 1, 2, & 15 under this same pe~--mit. This proposal was not only for the construction of ice roads to these exploratory sites, but involved the actual P&A of the wells at those sites. No mention was made of the pads or reserve pits at the time of the request, nor were any water sources for these undertakings or actual details of the P&A of these wells. Since this request was clearly contrary to the previously mentioned stipulation involving ice roads to exploratory sites and had no details whatsoever concerning the actual surface activities involved with P&Aing these wells, the request was not approved under this permit. We asked that these activities be applied for under separate permits, as had been previously stipulated, and we asked for more information regarding the proposed activities. Subsequently, our division conferred with the Division of Oil and Gas regarding the P&A of wells, and they agreed that the P&A of wells should be accompanied by the remediation of the pad and reserve pit closeout. Furthermore, we agreed that this would be clearly stipulated if separate permits were issued. On Feb. 22, 1991 we met with Tommie Thompson, Ryan Stramp, and Bruce Metcalf of AAI, along with ADEC officials to talk about a new rese~;e pit closeout plan for the Kuparuk field and other matters. During this meeting the subject 'of pad remediation and reserve pit closeout for the West Sak wells to be P&A'd was discussed. We stated this Division was firm in wanting a time frame for pad remediation and reserve pit closeout addressed with any P&A proposals, to which ADEC agreed, and we all mutually agreed on five years as being the time necessary to either remediate the site or show that the site would be necessary for future development needs. During this meeting we were also presented with the new permit applications for the P&A of the West Sak wells. We also solicited information from the AOGCC regarding the P&A of wells, West Sak wells in particular, and regarding pad remediation and reserve pit closeout. ARCO had stated on several occasions that there were safety considerations with pressure at these wells. We were told that the flow rate of West Sak oil virtually precluded any type of real blowout or even "surface gurgling" at these wells. Furthermore, AOGCC stated that reserve pit closeout should be addressed at the time of P&A. This information was in accordance with our previous stance. In regards to West Sak 1 and 2, again in an effort to accommodate ARCO's needs, we have not asked that rehabilitation be done at the time of P&A but have stipulated that within five years the site shall be rehabilitated. If the end of the five year period is drawing near and more time is required for any phase of the project, ARCO has the capacity, as they do with all lease operations and permits, to request amendments or modifications to the project. As ARCO has applied for and received P&A permits from the AOGCC for West Sak wells 1, 2, &15, it is clear that these facilities are no longer necessary and we expect ARCO to immediately address the proper rehabilitation of these sites. Rehabilitation of unnecessary facilities is an issue agreed to by all the oil and gas lease holders (who have been taking Federal tax deductions for future rehabilitation costs). The Department of Natural Resources is committed to the rational development of state resources for the benefit of its residents. It is equally committed to the preservation of its resources for its future citizens through proper management and, where necessary and feasible, rehabilitation. Stipulation # 9 is not inconsistent with state policy, it merely reaffirms it. We hope that this helps to clarify the situation and we look forward to increasingly better relations in further dealings with the issue of rehabilitating unnecessary facilities.
