Box 100360 Anchorage, AK 99510-0360 [ ( t.: Reference: Issuance of Permanent Closure Approval for Inactive Reserve Pits located at KRU Drill sites IF, IH, lQ, lR, 2D, 2F, West Sak B-I0 and West Mikkelsen Unit 2 \ 'l~ -Os '--\ Dear Ms Pekich: The Alaska Department of Environmental Conservation (ADEC) has completed review and public notice for permanent closure approval of the inactive reserve pits located at the above reference sites located on the North Slope. The closure applications and corrective action plans provided the required information describing the history and conditions of the reserve pits( s), results of required water sampling, an assessment ofthe potential risks posed by the drilling waste to human health and the environment as well as proposed corrective actions. Corrective actions are completed at these sites. At the KRU production pads, the drilling waste was excavated in accordance with the NRDC settlement agreement and the drilling waste transported to a grind and injection facility for disposal. Trace amounts of residual hydrocarbon sheen may remain in the Kuparuk River Unit sites. The source (drilling waste) for this sheen has been removed and the Department does not consider this residual sheen a risk to human health or the environment. At West Sak B-I0 and West Mikkelsen Unit # 2, the below grade reserve pits are sealed with a cap such that ponds will not develop on top of the pit. ADEC has determined that these sites present no material or probable risk to the public health or the environment. Public notice requesting comments on the closure requests was published March 7 and 8, 2003 in the Anchorage Daily News and posted on the state web site March 7, 2003. No public comments objecting to closure approval were received in response to this public notice. ADEC has determined that the reserve pits at these sites meet the closure requirements of 18 AAC 60.440. e e Ms. Lisa Pekich ConocoPhillips Alaska, Inc. Closure for the pad as a whole (if required) must be coordinated between the owner/operator and the appropriate land owner/manager. Any person who disagrees with this decision may request an adjudicatory hearing in accordance with 18 AAC 15.195- 18 AAC 15.340 or an informal review by the Division Director in accordance with 18 AAC 15.185. Informal review requests must be delivered to the Division Director, 555 Cordova, Anchorage, Alaska, 99501 within 15 days of the permit decision. Adjudicatory hearing requests must be delivered to the Commissioner of the Department of Environmental Conservation, 410 Willoughby Avenue, Suite 303, Juneau, Alaska 99801, within 30 days of the permit decision. Permit Number 77-54 This well had been previously plugged and abandon with a dry hole marker attached to the casing cap. This was a reclamation project with Gre~t Northwest doing the work. The dry hole marker was removed and then the old cellar and cement was removed. A small hole was drilled into the 16'casing with an air drill to verify no pressure was left on the well. After the hole was drilled (no pressure), a screw in bull plug was removed from the top of the casing and there was no pressure. The air was sniffed for gas-none The top of the 16'casing was cold cut off. Both annuli had cement to surface. Great Northwest removed the necessary gravel and tundra so the casing could be cut off §' below tundra. Once the tundra was removed, GBR cut both 16' conductor and :[0-3/4" casing off below tundra level. Chuck 5cheve, with AOGCC verified this and GBR welded on the 16" casing cap. This loCation is a gravel pad that is being reclaimed this winter. The well was originally P&A in 1978 per regulations at that time. I arrived on location and after the casing strings had been cut off at 3'+ below tundra level and the original marker post removed. Both the 16" conductor and 1.0 %" casing were found to be full of cement. In compliance with regulations a 5/8"thick marker plate was then welded to the outermost casing string with the required well information bead welded to it. The top of the packer was set at 2,692', and a 1000' diesel cushion was run. The well was open to flow through a ½" surface choke for six hours. No formation liquids flowed to the surface. The only indication of production was gas bubbling through a hose into a bucket on the rig floor. The flow test was followed by a 4.25 hour shut-in period for pressure buildup. Pressures recorded in the field during the flowtest and shut-in period were as follows: 2671' 2890' 2895' IHP 1299 1404 1419 IFP 529 631 642 FFP 841 956 962 FSIP 956 1066 1074 FHP 1299 1415 1419 When the test assembly was pulled, 940' of diesel cushion and 910' of mud cushion and formation fluids were recovered. The drillstem test chamber contained a sample of 16.8° AP1 gravity oil with a trace of sand. Kuparuk Sand DST No. 1 The Kuparuk sands were perforated from 6504 - 6528', 6473 - 6490', 6432 - 6462', and 6402 - 6432' on March 23, 1978. The packer was set at 6368', and a 500' diesel cushion was run. When the well was opened to flow through a ½" surface choke, gas bubbled into a liquid-filled bucket on the rig floor. The gas flow died after 27 minutes. The well was shut-in at the surface after an initial flow time of 2.1 hours. An Amerada pressure gauge at 6481' recorded the following pressures: IHP 3746.1 IFP 2539.3 FFP 3043.0 ISIP 3046.8 FSIP 3068.0 (CONi:iDEN i '.tAL A Hewlett-Packard pressure bomb was next run on wireline. After making gradient stops, the HPwas set at 6238'. The well was open to flow for 5.2 hours and shut-in for a buildup of 1.9 hours. The following pressures were recorded by the HP in the pipe above the sample chamber and by an Amerada gauge which was mounted on the outside of the tubing tail at 6481': HP @ 6238' Amerada @ 6481' IFP -- 3070.4 FFP 244.2 3126.9 ISIP 244.2 3127.4 FSIP 243.9 3136.6 When the test assembly was pulled, a net fluid level rise of 252' was noted. 500' of diesel and 247' of heavy mud and cement were recovered. Kuparuk Sand DST No. 2 The sands perforated in DST #1 were re-perforated on 3/25/78. The packer was set at 6257', and a 50 barrel diesel cushion was run. The well was opened to flow for3 hours through a ½" surface choke. Diesel was unloading during this time period at decreasing rates of 17 - 14 BPD. An Amerada pressure gauge at 6310' recorded an initial flpwing pressure of 2288 psi and a final flowing pressure of 2334 psi during this 3 hour flow period. The HP was run and set at 6465' after making gradient stops. During a flow period of 14.5 hours on 3/25 - 3/26/78, only a trickle of diesel was unloaded. The well was shut-in for a 2.1 hour buildup period. Pressures recorded were: HP @ 6465' Amerada @ 6310' IFP -- 2342 FFP 2398.1 2400 ISIP 2398.4 2402 FSIP 2403.4 2407 A wireline sample from the depth of 6415' contained 130 ml solids, 30 ml water, 30 ml diesel, and 10 ml oil. RECEIVED MAY - 3 1978 Anchorage Kuparuk Sand DST No. 3 CONFIDE. NTIAL 70 barrels of diesel were pumped into the formation at a final rate of 1 bbl/min at 2150 psi on 3/27/78. The well was then opened to the pit for a total flow time of 26.9 hours. Diesel unloaded at an initial high rate of 137 BPD and a low rate of 30 BPD. From 0005 - 0030 on 3/28/78, a gas bubble flared at the burn pit. The flare then died and no more diesel or gas flowed. The well was shut-in for a buildup period of 2.6 hours. During the flow and buildup periods, the following pressures were recorded: HP @ 6465' Amerada @ 6310' IFP 2358.8 2311 FFP (gradient stops) 1660 ISIP 1506.2 1668 FSIP 1589.1 1730 A flowing sample taken at 6480' contained 60% solids, 30% water and diesel, and 2.5% oil with the remainder being gas shrinkage. The required $100 filing fee for each of the three wells is also enclosed. The proposed casing program for West Sak No. 7 meets current Division of Oil and Gas requirements for Kuparuk surface pipe. The proposed surface casing for West Sak No's 8 and 10 is cur- rently being investigated to insure compliance with State post yield strain requirements.
