At that time, a final site clearance inspection was required to verify the site was backfilled and graded. Earlier this year, while working with Patricia Bettis to clean up the permitted status of several natural gas production wells that fell under the purview of Aurora's C-Plan it was discovered that the Simpco Kaloa#1 well remained listed as shut in on the AOGCC wells database. On May 21, 2015, Mr. Lou Grimaldi visited this site to perform the site clearance inspection.At that time, a pile of debris was located on the pad.The debris consisted of various scrap electrical cabling that was weathered and had been present for a considerable time.This material was not consistent with oil and gas exploration or drilling activity.The site clearance was not granted at that time due to the presence of the material on the pad. Aurora has had this material removed from the pad as documented by the attached photographs. Let me know if another visit by an inspector is warranted to approve the site clearance inspection or if you have any further questions. I traveled with Aurora representatives Kevin Best (Field Operator) and George Pollock (Field Engineer). We drove back into the field to the Moquawkie tie-in then on to Koloa 3. From there we walked in to what was relayed to me as the Simpco-Kaloa #1 location. This location is reverting nicely. Sparse vegetation is growing through the gravel which has a natural contour to it. I was told that there were reserve pits off to the side but I could not see any evidence of them. I did note that there is a pile of what appears to be "high tension" electrical transmission wire at the location. This caught the Aurora people by surprise and appeared to have been placed there recently. I advised that the wire be removed and our office be contacted when accomplished. This location otherwise was very presentable and should revert to a natural state in time. Prior to the rig release, the well was plugged downhole and my review of the well file indicates that all downhole requirements should have been met. What Aurora/Fairweather is proposing is to check the well for any pressure, remove the wellhead, push a cementing basket/poor boy bridge plug a minimum of 150' below ground in the 9-5/8" casing using a backhoe, cement to surface and then cut everything off a minimum of 3' below grade. They plan to notify us so we can have one of you allover there to inspect the cutoff and that there is cement to surface on all "spaces". The well file and calculations indicate that the 13-3/8" casing should have been cemented to surface. It is stated that the 9-5/8" casing was cemented to surface, but using a 1.15 yield for cement the volume comes up short. Cement to surface on that annulus needs to be assured. It looks like the job will take place in a couple of weeks or so. I will have a copy of the procedure available here for whomever might catch the job. Wednesday, .October 17,. 198.4: I left Anchorage at 9:00 am by ERA HeliCopters Inc. to the 'Tyonek area to inspect the clean-up and condition of the well site of Simpco Kaloa No. 1. The condition of the Pad and surrounding area was very clean and free of debris. The well sign with all data required was okay. The sign was fastened to the well guard as pictures attached to this report well show. I pried up one of the 3" X 12" to get a look into the cellar, there was a bubble burping about once every 30 sec. from.around conductor pipe, the cellar was full of water up to the bottom of the casing head. The 9 5/8 rat hole was sticking up about 3 inches above ground, level and open. I took pictures to verify conditions to be attached to this report. I also filled out an AOGCC field report which is attached. In summary, I inspected the Simasko Production Company, Simpco Kaloa No. 1 and found the location in very good shape. The well head consist exactly like the well program shows in the sundry notice data on Form 10-403, dated December 22, 1978.
