Adequate blowout prevention equipment shall be provided and tested before drilling below the shoe of the 7 5/8" surface casing and maintained ready for use at all times. 3. The character of the fluid content of each porous formation shall be determined in so far as possible and, if of commercial value, ~-, shall be protected in a manner approved by this Division. 4.'
