Thank you for your prompt answer to my January 30, 1987 request for
information regarding eligibility for extended confidentiality for six Chevron
wells. On the basis of the information in your letter and under applicable
statutes and regulations, four of the six Chevron wells drilled on private
lands in Alaska remain eligible for extended confidentiality. T.hey are the
Cobblestone, Killik, Livehorse and Tiglukpuk wells.
Tile remaining two wells no longer qualify for extended confidentiality since .
tile leases upon which the Akulik and Eagle Creek wells were drilled have been
surrendered. Under the applicable statutes and re§ulations, when the lease
upon which a well is drilled expires, tile well no longer qualifies for
"extended confidentiality. Therefore, I am terminating tile extended
confidentiality of tile data from tile subject wells. -
By copy of this letter I am requesting that the Alaska Oil and Gas
Conservation Commission (AOGCC) release tile data from tile Chevron Akulik and
Eagle Creek wells on April 6, 1987.

Following the clean-up inspection at Akulik on July 15, 1981, I
flew by helicopter with Bill Sauer and Matt Brennen of Chevron
to the Eagle Creek No. 1 drill site. Eagle Creek was plugged
and abandoned on December 1, 1978.
Eagle Creek site was in good shape, the reserve pit had been
properly filled and the pad was well graded. The pad was essentially
clean, and the well marker was installed with the proper section,
township and range and other required, data except that SW~ was
used instead of the distance from the section lines. There was
about a one to two feet settlement in the cellar around the
marker.
For some unknown reason the small pit for the camp was not
filled in. The water in the pit was clean and there was no sign
of debris or oil. The Arctic Slope Regional Corporation, fee
owner, does not object to this pit as this site clean-up meets
with their approval (letter of September 18, 1981). Consequently
I 'would recommend, that this drill site be approved for abandonment.

Referen~.e is made to your letter of June 4, 1981 requesting a schedule
for this summer to inspect our suspended and abandoned well sites.
The well at Swanson River, SCU 13-3, is available anytime to inspect.
Mr. C. W. Wilson, the Area Foreman, lives in the field and a call at
265-6718 to set the time and date .for inspection can be made at your
conveni enc. e.
The three wells on the west side of the Inlet can all be seen from the
ground after July 31, 1981. The completion of construction of the' Beluga
River 'Bridge and the repair of the Stump Lake Unit road will not be
accomplished till late July. A call to this office at 279-9666 indi-
cating your preference on timing would be satisfactory.
Akulik was recently abandoned and our crews are currently putting the
final touches on the site clean up. An inspection of this site needs to
be made, if possible, pri.or to July '20, 1981. Our final demobilization
from the area 'should be made by that time and we would have no convenient
need' to fly out to that area at a later date.
Eagle Creek a,nd Tiglukpuk present a problem. Ground inspection of these
two wells can only be made by helicopter. The cos. t to position a heli
copter from Prudhoe Bay to our Killik location and then fly 210 miles
the west (Eagle Creek), return to Killik, then fly 80 miles to the east
(l
iglukpuk), return to Killik, then Prudhoe Bay, is estimated at $5,000.
A fixed wing aircraft flyover would cost next to nothing as aircraft
are available at Akulik, Killik and Cobblestone, and could be used for

In discussion with Blair Wondzell, it was mentioned that Mr. Tom Kelly
with some ASRC people have inspected the sites and found them clean
and acceptable. Letters on this subject are attached. Mr. Wondzell
~suggested that the letters from ASRC might serve as proof of satis-
factory clean up.
An alternative to an on-ground inspection would be to fly over the two
well sites in a fixed wing aircraft for the Conservation Commission
inspection and accept ASRC's letters, etc. as proof of the ground
inspection.

ChevrOn U.S.A. Inc. requests that all data submitted to the State of Alaska regarding
the Chevron Eagle Creek #1 well, Section 26, T8S, R45W UBM, be held confidential
indefinitely. We make this request pursuant to Alaska Statute 31.05.035(c), which
provides, in part:
"If the commissioner findsthat the required reports and information
contain significant information relating to the valuation of unleased
land in the same vicinity, he shall 'keep the reports and information
confidential for a reasonable time after the disposition of all
· affected unleased land, unless the.owner of the well gives written.
permission to release the reports an~ information at an earlier date."
We previously requested that extended confidentiality status be granted by letter
dated March 14, 1979. ~....~.~,q,e..i...M~.~.n~..r~p!y~....,t0..O~.!et.ter,. The 25 month period for
mandatory confidentiality on this well expires on December 31, 1980. Therefore
we think it appropriate to renew our 'request at this time.
The Eagle Creek #1 well is located in Section 26, T8S, R45W UBM, and is approximately
2-1/2 miles from unleased land. There is a substantial amount of unleased land in
the vicinity .of the well, including unleased' land in T7-10S, R43-47W. Additional
~leased lands extend over seventy-five miles westerly along trend, Portions of
the unleased lands are held by Arctic Slope Regional Corporation, but the majority
of the unleased lands are available for future selection by the State of Alaska or
Arctic Slope Regional Corporation.
In addition, the NPRA contains unleased land to the East which will be available
for leasing within the next 2 years. The nearest well to penetrate equivalent age
rocks in this area is over 100 miles away. In view of the close proximity of the
.Eagle Creek #1 well to unleased land, and in view of the significant petroleum
potential in the Western Arctic, this welt information is an important factor in
estimating the value of these lands.

Chevron U.S.A. Inc. respectfully requests that all data submitted to the State
of Alaska regarding the Chevron Eagle Creek #1 well, Section 26, T8S, R45W UBM,
be held confidential idefinitely. We make this request pursuant to Alaska
Statutes 31.05.035(c) (as amended by H.B. 815), which provides, in part:
"If the commissioner finds that the required reports and
information contain significant information relating to
the valuation of unleased land in the same vicinity, he shall
keep the reports and information confidential for a reasonable
time after the disposition of all affected unleased land,
unless the owner of the'well gives written permission to release
the reports and information at an earlier date."
~he Eagle Creek #1 well is located in Section 26, T8S, R45W UBM, and is approximately
2-1/2 miles from unleased land. There is a substantial amount of unleased land in the
vicinity of the well including unleased land in T7-10S, R43-47W. Additional unleased
lands'extend over seventy-five miles along trend. Portions of the unleased lands are
held by Arctic Slope Regional Corporation but the majority of the unleased lands are
available for future selection by the State of Alaska or Arctic Slope Regional
·
· Corporation. These open lands and others in the Western Arctic are generally considered
by government and industry as having significant petroleum potential. In view of the
close proximity of the Eagle Creek #1 well to unleased land, the well information is an
important factor in estimating the value of these lands. The importance of this well
information is further emphasized by the fact that no other drilling has been done in
the Western Arctic outside the NPRA, and the nearest Hell to penetrate equivalent age
rocks is over 100miles away.

06/09/78 I left the office at 12:00 PM to Troy Air Service, for flight
to Eagle Creek No. 1. I departed Anchorage at 2:10 1~4 arriving in Eagle
Creek at 5:15 PM. Purpose of trip to witness 5000 PSI test of BOP
equipmant for Chevron USA Inc. When I arrived on location at 7:15 PM, I
met Chuck Miser, Chevrcn Supervi~ on job. At 10:45 PM BOP %est started
mhd finished 6/10/78 at 1:45 AM. The following are the results.
The lower pipe rams, ~. valve an kill line and three, valves on mani-
fold w~re tested at one ~ to 5000 PSI. Next with lower., pipe rams
closed four valves on manifold were teste~ to 5000 PSI. The swaco
super~ke was tested last on manifold to 5000 PSI. The check valve was
disabled and the upper pipe rams, inside kill .and inside choke valve cn
stack was tested to 5000 PSI. The outside choke that was HCR-valve and
outs.~ kill valve was tested to 5000 PSI. The manual choke on manifold
was okay. The annular preven~ was tested to 3500 PSi. The test stem

to test upper and lower kelly I perf~ce tested the a~tor. The
master gauge had 3200 PSI, manifold 1500 PSI. With the annular preventer
two sets of piperams and HCR valve closed at one time with power off on
a~ator, final pressure was 1550 PSI, indicating accunulator was in
very good shape. The nitrogen back up had four bottles of 2500., 2200,
2200, 2200 PSI. There was a __~%~_rt and ball drill st~ safety valve on
the floor, okay.
6/10/78 The upper kelly and lower ]~lly was tested last separately to
5000 PSI, T~e location was exceptionally clean and free of debris. The
pit was open but well bern'ed. The well sign was on location with all
data okay. Chuck Miser was having ~11 sign put up when I left loca-
tian. The remote and master' ccntrols opera~ satisfactory.
IN SUMMAR~
I witnessed the BOP ~est .for Chevron USA Inc. in Eagle Creek No. 1 and
found all BOP equi~t and working components in very good shape.

We plan to change procedures for the type of drilling fluid below the
shoe of the 13 3/8" casing depth.
In lieu of using 75-120 pcf lignosulfonate mud from 5,000' to 12,000',
we plan to use a stiff foam drilling fluid. .
To the presently approved BOPE, we plan to add a 13 5/8"--5.000 psi Grant
Rotating BOP with an associated blooie line to the waste pit.
Chevron plans to have on location at all times a person familiar with foam
drilling.
Chevron &.Parker Drilling will hold "on site" Kick & well control
schools to familiarize the crews with foam drilling.

ocns~~ four miles from the rig in anticipation of breakup.
I flew to the location with Chuck Mizer, Chevron drilling fo~, and on
arrival at Parker Rig %128 met tool.pusher Jesse Curl. Nippling up ~as in
pzogz~ss, but (me corner of the subs~cture had sunk 9 % inches causing
th~ mast to be out of plumb by. 21 inches at the rotary.. There was scme
indecisic~ as to which probl~, to tackle first, BOPE bests or the substructureS.
Wednesday, April 12, 1978 - Tests began at 10:30 PM but an ~iate leak-
6ff ~ .~ s~ue ~ was spent detexmining test fluid was leaking by
the pin and test plug into. the test joint. During this ~ I toured the
locaticn which was well organized, reserve pit ~11 built, rig in good rep/~ ~r
and well sign in place. A~u~,mllator pressure was 3000 psig and N2 backup
bottles ~ 2000, 2000, 2000, and 235.0 psig. Testing was a~lished
with mud dump and clear water. Shoe on 16" was set at 1484'.
Tests resumed at 11:00 PM with the pipe rams, both w/ng valves in the choke
!!ne and both wing valves in the kill line testing to 2000 psig. ~ valves
and fourteen flanges in the choke, manifold tested to 2000 psig. The Swaco
superchd~ %~s actuated both fully opened and ft~!!y closed and the manual
adjustable ~ was free moving. The blind rams tested to 2000 .psig and the
annular preventer tested to 1400 psig. Tests of the kelly system we=e
delayed since the rotary table had, 'not been set in place and tests ~
suspended at 11:55 PM.
Thursday, .APril ..13~, 1978- 'Tests resumed at 9:15 AM with kelly cock and lc~er
~lly Valv~ '~ti~ to 2000 psig. Both ball and dart type floor valves were
in place before the draw works. Tests w~re concluded at 9:30 ~{ and a fie]/~
inspection report was prepared ~ith a copy given to Chuck Mizer, a copy
mailed to Bill Sauer and the orig/nal attached to this report.
I departed Eagle ~ at 8:15 PM, arriving in Anchorage at 11:40 PM.

Lost Circulation and Blowout Considerations:
A. Potential Problems
1. Adeguacy of pressure information is poor to nonexistent.

The Chevron Nimiuk Point well approximately 150 miles to the south was
drilled with mud weights 10 to 12 pcf greater than hydrostatic with no
difficulties.
Other wells surrounding the Eagle Creek proposal are at least 150 to
200 miles distant. No correlations can be drawn.

Zones of potentially abnormal pressure are the lower Cretaceous, Fortress
Mountain and Torok formations. Programmed mud weights are more than
adequate to safely drill these horizons.
B. Lost Circulation Considerations:
No information is available on potential lost circulation problems. The drilling
rig will be equipped with mud pit level indicators and drillingmud return
indicators, to better detect any losses in mud. Also, lost circulation materials
will be kept at the rig at all times.
C. Precautions:
The hole is to be kept full at all times. Any kicks should be handled by our
normal procedures. Drilling'crews should be made aware of these methods prior
to spudding. Kick and BOP drills will be practiced at regular intervals and
noted on the tour~sheets. Care must be exercised at all times, and especially
while tripping the drill pipe. Scheduled mud weights will adequately control
pressures expected in this area.

through stage collar near 700' with sufficient Arcticset cement to
reach the surface. If no cement returns, recement from surface. Use
float shoe, float collar and stage collar.
Water required: 1.18 cu.
Gel required: 1.3 lbs/cu.
Slurry Weight: 102 + pcf
Note: Class "G" cement premixed with 2.1% gel, by weight of water:

psi casing head. Spool from 16" - 2000 psi to 20" - 2000 psi.

and test to 2000 psi. Test 16" casing to 1500 psi prior to drill-
ing out shoe. Division of Oil and Gas and/or ~S to witness test.
13. Drill ahead in 12 1/4" hole to dull bit near 5000'. Condition
hole for logs. Take a one-half gallon mud sample prior to pull-
ing drill pipe for logs.
14. Run logs per Formation Evaluation Program from effective depth
to shoe of 16" casing.
15. Open 12 1/4" hole to 17 1/2" from effective depth to shoe of
16" casing.
16. Cement 13 3/8", 72#, N-80 buttress casing at 5000' + with
sufficient Class "G" cement premixed with 2.1% gel,--by weight
of water to lap into the 16" casing at 1500'. Pump approx-
imately 430 cu. ft. of Arctic Pak insulation material through
FO cementer near 700'. Use differential fill float shoe
and collar.
Note: Class "G', cement premixed with 2.1% gel, by weight
of water., properties are noted in Step 11.
17. Cut off 16" casing at cellar floor. Weld on 13 5/8" - 5000
psi. casing head. Install 13 5/8" i0,000 psi. Class "IV"
BOPE as per attached design sheet. Test.BOP~ to 5000 psi. and
casing~ to 4000 psi. prior to drilling out shoe. Division of
Oil and Gas and/or USGS to witness test.
18. Drill ahead in 12 1/4" hole to dull bit near 12,000;. Depth
may be shallower, depending on hole conditions. Condition hole
for logs. Take a one-half gallon mud sample prier re> !,ulling
drill pipe for logs.
