The Alaska Department of Environmental Conservation (ADEC) has received correspondence

This correspondence describes our review procedures, puts forward the Department's findings,
and takes action upon the closure requests.
The sites have been reviewed in accordance with the ADEC Interim Site Assessment Guidance
for ~-, '

Re,lotions. i8 A~C 60. is currently under review, and r. Ns third draft contains a chapter on
Inactive Reserve Pit closures. The closure criteria in this proposed re~malation parallels the cloma-e
criteria in the 1991 Guidance Document. Closure under the 1991 Guidance Document should
constitute closure under the proposed Solid Waste Regulations. The review procedures include
an evaluation of the risk screening assessment reouired in the 1991 Guidance Document. and is
stmmmr/zed in our previous correspondence (.~anu~, 12. 1995). Briefly. the significance of risk
to local receptors is evaluated throueh study of ~ontaminant release, exposure criteria, and
consequence criteria. -

inactive drilling waste site assessment documents listed below bv the ADEC Solid Waste, Water
Quality., and Contaminated Site Staff. and (2) site visits by AI~EC. ,~KDNR. and ADF&G staff
during July of 1995 along with the resultant recommende~ remedial actions by the Det)arunent
undertaken at a certain number of these sites.

October 25. :' 995. This decision is supported bv ADNR and ADF&G' the agencies a~ee with

required under the 1991 Guidance. certain remote sites exhibited metal concentrations and
hydrocarbons in the reserve mt surface waters and down gradient waters in excess of the Alaska
Drinking Water Stanaards and Alaska Water Quali~' Criteria {AWQC). While there is a basis
;'or concern for those sites where exceedances occurred, there is also negligible risk. and any
corrective action warranted at these remote sites would not be required, realizin~ that the imoact
~.~f the corrective action would be much greater than the benefits received. Th~se sites, for' the
most ~arr. have revegetated and any corrective measures would immct ~e established plant
s~cies ar these ideations. These sites are 'Closed As Is'. There are certain sites where corrective
action is warranted, and 'Conditional Closure' is granted, pr>vialed the corrective action
stiouiations are :ompieted to the Department's satisfaction.

Numerous Inactive Sites
The Alaska Department of Environmental Consen, afion (ADEC) has received and completed
its review of your August 9. 1993 letter, with enclosures, recmesting approval for closure of
BP Exploration (Alaska} Inc. Drilling Waste Disposal Facilities on the North Slope. These
sites have been reviewed in accordance with the ADEC Interim Site. Assessment Guidance
for Inactive Drilling Waste Sites. June 1991. This correspondence describes our review
procedures, puts fom'ard the department's findings, and takes action on the requests.
Currently, the second draft of Alaska's new Solid Waste Regulations, 18.AAC 60, are under
review, and this second draft contains a chapter on Inactive Reserve Pit closures. The
closure criteria in th.is proposed re~lation parallels the closure criteria in the 1991 Guidance
Document. Closure under the 1991 Guidance Document should constitute closure under the
proposed Solid Waste Regulations if they are adopted as current drafted.
The Review Procedure
The qualitative risk screening procedure required in the above referenced document
determines whether a site presents negligible levels of risk. or if it is a significant risk
generator. A decision scheme is then employed to establish (1) whether or not there is a

basis of concern, and 1'2') whether o.- .".at a waste site is likely to r)resent sttnificant risk to
human or environmental receptors.

The first step in this screening criteria is establishing 2 basis or' concern:
"If the waste site has released contaminants or there are mechanism for r~otential releases and
there are receptors nearbv, then. there may be cause for concern, and the waste site should
be studied further." and "If there is no release of contamination or no mechanisms for
potential releases and there are no recer~tors ne~.rbv, then there is not a basis for concern and
the v.'asre sire should be considere~i ciosed."
The criteria that are measured at a waste site to satisf;' the above logical arguments are:
Evidence of release of chemica! contamination a: the waste sire in excess of Alaska
Water Quality Standards r',.-)r ene er more target zompounds, er
Mechanism for potential release, and
Proximitv of the waste site to biological receptors.
If either of the first two criteria and the last criteria are met. there is a basis for concern, and
before proceeding with Step 2. a corrective action plan shall be prepared for the site which
shall identi~, alternative ways to correct or mitigate the basis of concern, prevent its
recurrence, and select a preferred approach. Corrective action alternatives shall be described
at a conceptual level, and the selection of a preferred approach shall be based on balancing
protectiveness with implementabiiity and cost-effectiveness. -
The second step determines whether contamination at a waste sire present'a risk' to receptors
that is significmat. If risk is found not to be significant, it is considered to be "ne~litible."
The finding or~..s, ignificant risk is based on the i'ikelihood of exposure and the iketh&ct of
adverse cons'~'~uences of exposure:
"For risk to be considered significant, the receptors must be vulnerable to exposure, and the
consequences of exposure must be 'adverse' to human or animal health or the enviromnem."
and. conversely, "If exposure is untikelv or the conseauences of exr)osure are not 'adverse.'

If risk at a waste site is sig~iciant, then corrective action should be taken. The criteria that

Exposure Criteria:
Receptor exposure is considered to be likelv when:
Contaminant release mechanisms are judge~,3 s!gnificant, or
Containment migration is judged significant, or
One or more contaminants are envirorumentally persistent.
If exposure is found to be unlikely, a findin~ of ne2ii_ible risk is made on the basis of
absence of a iiketv exposure item and the action ¢ian is evaluated under the Impact:Benefit
Evaluation step. The purpose of this stet) is to dete,,'-rnine whether the benefits of taking a
corrective action would be greater than the impacts of taking such a corrective action.

Consequence Criteria: Adverse consequences of exposure to contaminants from reserve pits
are considered to be likely when:
{a.} The duration or frequency of exposure is sufficient to cause adverse health and
environmental effects. This is evaluated bv reviewing human and wildlife use patterns at a
given waste site. waste site accessibility, and ground and surface water uses. and either;
(b) The quantity or concentration of one or more contaminants exceeds oeninent
federal or state water quality criteria or standards protectin~ health and/or the environment.
Measured contaminant concentrations in the water will be compared with health and
environmental standards and criteria for each tar-,,et contaminant, to identifx' exceedances.
When only human populations are at risk,, health'criteria are used. When ~)nlv populations at
risk are nonhuman ~e.g.. fish. wildlife, xegetation), environmental criteria an~i standards are
used. or:
(c) One or more contaminants exhibit high acute toxicit3'. The NIOSH toxicity, rating
system {NIOSH 1974'~ will be used to identify contaminants hi~klv toxic to mammals. This

information will be used to determine whether a target comvound exhibits acute high
toxicitv. - -
If the duration and freauencv of exposure is insufficient to cause adverse effects, there is no
need to evaiuate the other two conseauence criteria, and a findin~ of negligible risk is made.
If the duration and frequency term is sufficient, but neither of th~ other two consequence
criteria are met. a finding of negligible risk is made. The action plan is then evaluated under
the Imvact...'Benefit Evaluation stev.
If the duration and freauencv of exposure is dete.,"mined to be sufficient to cause adverse
effeb, ts and eider or' the other two consecmenc: :riteria are satisfied, then a finding is made
that adverse consequences are likely, and the risk at a waste site is said to be significant. If
the scr:emng indicates that risk is significant, then the responsible para, shall vroceed with

FULL SITE CLOSURE:
The approval granted by this letter is for the inactive drilling waste sites only. as required
under 18 AAC 60.500 ('d). Closure for the pad as a whole must be coordinated between the
owner:operator and the appropriate state tADNR. ADF&G. AOGCC). or federal (BLM)
agency. Additionally, should any contamination from historic spills be found on the pad
outside the drilling waste site I'reserve pit area), notification needs to be made to the
ADEC.'PCRO Contaminated Sites Section (271-4399).
