This memo will remain at the from of the subject well ~e.
Our adopted conventions for assigning APl numbers, permit numbers and well names did not
specifically address expired or cancelled permits. This omission'has caused some inconsistencies i
the treatment of these kinds of applications for permit to ddll. Operators have asked us to adopt
formal procedures for this class of permit application in order to prevent future database disparities.
If a permit expires or is cancelled by an operator, the permit number of the subject permit will remai~
unchanged. The APl number and in some instances the well name reflect the number of preexistin
reddils and or muitilaterals in a well. In order to prevent confusing a cancelled or expired permit wilt
an active well or multilateral these case sensitive well identifiers will be changed for expired and
cancelled applications for permits to drill.
The AP! number for this cancelled or expired permit is modified so the eleven and twelfth digits is 9:
The well name for a cancelled or expired permit is modified with an appended xx.
These procedures are an addendum to the APl numbering methods described in AOGCC staff
memorandum "Multi-lateral (wetlbore segment) Drilling Permit Procedures, revised December 29,
1995.
AOGCC database has been changed to reflect these changes to this permit.

Requested annular disposal of cement washdown water from Colville Delta exploratory
wells'
Dear Mr. MeKay:
The Commission has received your request for'authorization for disposal of cement washdown
water from certain Colville Delta exploratory wells in the aunuli of wells currently being drilled in
the Kupamk River Unit The washdown water would be generated by driUing operations at the
following exploratory wells during the 1996 season: Bergschrund #2, Bergschrund #2.A, Alpine #3,
Nanuk #1, Neve #1, Neve #lA, and Temptation #1. Disposal would take place into the annuli of
wells being drilled by Parker Rig #245, for which ~nnular disposal has already beeu authorized.
We understand that cement washdown water is produced as a result of blending and mixing cement
used in &filing wells. It therefore appears that the cement washdown water you propose for
annular disposal is a nonhazardous waste associated with the act of dri!llng an oil or ~ well for
exploratory purposes, within the meaning of AS 31.05.030(e)(2).
Ordinarily annular disposal is permitted in well annuli located on the same drill pad as the well .
geueratiug the waste in question. You have explained that the Colville Delta exploratory wells will
not have annuli available for disposal operations.
The Commission authorizes AKCO Alaska, Inc., to dispose of cemeut washdown water from the
above-listed Colville Ddta exploratory wells in the ,nnuli of wells curruntly being drilled within
the Kuparuk River unit by Parker Rig #245, subject to the existing terms and conditions governing
annular disposal in the later wells. This authorization is for the 1996 drilling season odly.

Annular Disposal of Cement Washdown Water
Coiville Delta Exploratory Wells

ARCO hereby requests a waiver to the AOGCC Regulations (20 AAC 25.080.)
covering Annular Disposal of Drilling Waste recently adopted by the Commission on
January 31, 1996. This waiver is requested to cover ARCO's Colville Delta exploratory
wells currently being drilled during the 1996 winter drilling season.
Cement washdown water is an integral part of any cement job. Cement is used as a
means of pressure control in the wells being drilled. Each casing string, sidetrack
piug, ~&A plug, and other cement plugs mixed for use in drilling wells produce a
relatively small amount of cement washdown water as a result of the cement blending
and mixing operation. We are requesting the Commission determine under 20 AAC
25.080. that this washdown water is a waste associated with the act of drilling a well
and permitted for annular disposal.
Secondly, ARCO requests permission to transport cement washdown water from the
Colville exploratory operations to approved disposal annuli in the Kuparuk River Unit.
This waiver is required since cement washdown water is not exempt, and thus cannot
be disposed of in Class 2 injection wells in the Kuparuk River Unit. It is also required
because the Colviile Delta exploratory wells do not have annuli available for annular
disposal operations.
Normally, the amount of cement washdown water generated for any individual cement
job is less than 250 bbls, although it an vary widely depending upon the operation.

The destination of the waste would be the permitted annuli of the wells currently being
drilled within the KRU by Parker Rig ¢245. The cement washdown water would be
pumped into the permitted annulus that Parker Rig 245 was connected to at that time.
Again, the permitted well would be within the Kuparuk River Unit.

The permit to re-ddll does not exempt you from obtaining additional permits required by law
from other governmental agencies, and does not authorize conducting re-drilling operations
until all other required permitting determinations are made.
Blowout prevention eqUipment (BOPE) must be tested in accordance with 20 AAC 25.035.
Sufficient notice (approximately 24 hours) must be given to allow a representative of the

ARCO Alaska, Inc. submitted an application dated February 5, 1996 requesting exception to
the well spacing provisions of Title 20 AAC 25.055 (3) to allow drilling the ARCO Neve No.
1 A, delineation oil well to a location within 500 feet of a quarter section line in the Colville
Delta vicinity of the North Slope.
2. Notice of opportunity for public heating was published in the Anchorage Daily News on
February 9, 1996 pursuant to 20 AAC 25.540.

3. No protests to the application were received.
The Neve No. lA delineation oil well as proposed will be drilled as a deviated hole with a
surface location 465' from the north line and 2440' from the west line of Section 14, T1 IN,
R4E, Umiat Meridian (UM) and a bottom-hole location 1358' from the south line and 205'
from the east line of Section 15, T1 IN, R4E, UM.
Offset owners Anadarko Petroleum Corporation, Amerada Hess Corporation, Union Texas
Petroleum Alaska Corporation, Artic Slope Regional Corporation, Kuukpik Corporation and
the State of Alaska have been duly notified.
3. An exception to the well spacing provisions of Title 20 AAC 25.055 (3) is necessary to allow
the drilling of this well.
CONCLUSION:
Granting a spacing exception to allow drilling of the ARCO Neve No. lA well will not result in
waste nor jeopardize correlative rights.

Dear Bob,
ARCO Alaska Inc. has revised the target and total depth of the planned Neve #lA Sidetrack
and is submitting a revised Application for Permit to Drill form 401. As per your request
ARCO is submitting the following information concerning the Neve #IA Application for
Permit to Drill and the spacing exception that is required for this bottom hole location. The
Neve #lA well will be a sidetrack drilled out from the Neve #1 wellbore after the original
well is plugged back. The Neve #lA well has the following planned locations:

A spacing exception was approved for the original target location in the SW 1/4 of Section
14. The new target.is still in the SW 1/4 of Section 14 but the well will reach total depth in
Section 15. As shown above, the target is located 30' FWL of Section 14 but the well will
reach total depth 205' FEL of Section 15. There is a section line between the target and total
depth of this well, but there is not a lease line. Since there is not a property ownership
change between the location shown on the present spacing e. xception and the planned total
depth location, ARCO requests that a new spacing excepnon not be required. In a new
spacing exception applicaton, the same parties would be notified again who have already
reviewed and approved the location shown on the present spacing exception. The present
lease holders are also working interest participants in the well.
Attached to this letter is the revised Application for Permit to Drill 401 which shows the new
target and total depth. Please replace the old 401 form with the corrected one.

ARCO Nave #lA (Sidetrack)

ARCO Alaska, inc. hereby applies for a Permit to Drill an onshore exploratory well,
the ARCO Nave #1A (Sidetrack), on State lands near the mouth of the Colville River.
ARCO will act as operator for itself, Union Texas Petroleum, and Anadarko
Petroleum Corporation in evaluating acreage previously leased by ARCO. The
productive interval in this well lies within $00' of a quarter section line. A spacing
exception has been applied for.
The proposed sidetrack will be drilled from the same surface location as the Nave #I
well. This sidetrack will be drilled immediately after plugging back the original well.
The bottom hole location is approximately 3/4 mile southwest of the ARCO Neve #1
well. The same rig, Pool 6, will be used to drill the sidetrack. Attached to this
application letter are Form 401, property ownership map, anticipated mud weights
and formation pressures, directional plan, and drilling proceedure. All other
information concerning this well such as rig equipment, t~ormation pressures, mud
and cement programs are the same as in the Nave #1.
All waste drilling mud and cuttings generated during the drilling of Alpine gib will
be hauled to the Kuparuk River Field or Pmdhoe Bay Field for temporary, storage
and eventual processing by ball mill which will grind the cuttings prior to their being
injected down an approved disposal well.
H25 has not been encountered in this region in any stratum shallower than .the
Lisburne Formation. Therefore, ARCO has not included an H2S cor~tingency plan
with this Application and requests an exemption from the H2S requirements.
However, all drilling mud, cores and produced fluids exiting the wellbore will be
monitored for detectable levels of H2S. ARCO also requests an exception on 20
AAC 25.033(e,2,D) shale density requirement. The shale density technique does not
work well in Alaska due to the variable composition of the shales, and the chemical
used in the shale density column is listed as an exceptional health hazard.
The Commission is requested to review this application for Permit To Drill as soon as
possible to allow approval in a short time period. This is a sidetrack drilling
operation from the original wellbore. Drilling operations on the sidetrack will be
ready to begin this week. Your prompt attention to this matter is greatly appreciated.

Production Hole
Mud weight should be 9.8-10,0 lb/gal pnor to drilling the C-30/K5 interval at
2360'. This interval in offset wells contains gas that is thought to be slightly
pressured at 9.6 lb/gal.
Normal drilling precautions should be taken throughout the hole.

Application for Permit to Ddll
January 14, 1996
Neve #1A will be a sidtrack well drilled from below surface casing in the Neve #1
well. The sidetrack will be drilled by the same rig (Pool 6) immediately after plugging
back the original well. '
Formation pressures, rig information, mud and cement programs are all the same as
shown in the Neve #1 Permit
1 ) Dress off cement plug with 8-1/2" bit.
2) Test BOP if required.
3)
Make up 8-1/2" bit and bottom hole assembly with steerable mud motor and
MWD/LWD (GR-Res). Drilll 8-1/2" hole to kickof point at :!:1900'. Orient
motor and sidetrack out of original hole. Drill 8-1/2" hole to TD as per
directional plan.
4) If LWD Icg results are favorable, run and cement 7" casing.
5)
Nipple down BOP, nipple up tubing head, nipple up and test lower Xmas
Tree.
6) Run cased hole logs if required.
7) Pressure test 7" casing to 3000 psi.
8) Freeze protect 9-5/8" x 7" annulus.
9)
Install tubing hanger and back pressure valve. Continue with well test
operations or shutdown operations.
10) Clean and abandon location and access road.
