Anna Well No. 27RD, an injector which was shut-in in July 1992 due to tubing-to-casing communication and an inability to pump in to the formation, is being reta'ined for potential future utility as an injector if the injectivity issues can be understood and economically resolved. Please note that this information has been reported to the AOGCC (Mr. Jack Hartz) yearly on an annual shut-in well report. However, in the event that this report is not sufficient as a response to the sundry or has not been reaching you, we are additionally notifying you through this submittal. Attached for informational purposes are copies of the annual shut-in reports for 2002, 2003, and 2004 mentioned above, a copy of the sundry, and a schematic. Chevron will monitor and record daily injection rates and tubing and casing pressures on the well and provide a report to the AOGCC on a monthly basis. A temperature survey will be run every two years to insure that fluids continue to be contained within the completion interval. Please call me at (907)263-7675 if you have any questions. Make 10 minute stop @ 9,500'. POOH '@ 60' per minute, making 2 minute stops @ every 1,000'. Disengage batteries. Check information. Looks good. 8/12 PS - TAG - MIT - RIH w/2.80" gauge ring. Tag fill at 9,536' KB. Put gauges on tool string. Plug in clock at 13:33. Hang in lubricator for 30 minutes. RIH w/Tandem survey gauges. Make 2 minute stops every 1,000' and 10 minute stops at 9,500'. POOH, making 2 minute stops every 1,000'. Close swab. Remove gauges. Have Pollard download data. Good data. 9/1-4 TAG - Ran full bore scratcher to 8,128' Unable to get down with slip stop. Ran 2.867" gauge ring to 190'. Ran 2.75" gauge ring to fill @ 9,547'. Located heavy scale in tubing. Ran 2.843" broach and 2.85" gauge ring to 8,125'. Encountered heavy scale the entire length Of tubing string. This note evaluates Unocal's request and recommends approval of it. The record indicates that the original well was originally completed in 1967. The well was plugged back and sidetracked in 1977 and completed as an injector. It last passed a standard MIT in February 1992, not long before it was shut-in following the August Mt. Spurr eruption. The well has not been injected into since. In August 1998, Unocal performed a CTU cleanout and a temperature survey to demonstrate there were no anomalies present. That temperature survey shows a smooth temperature increase curve until the completion interval where a significant cooling is noted. In early 2002, Unocal proposed to return the well to injection service and take advantage of the ability to obtain a waiver to inject into the well while providing additional monitoring information. As noted in the file note from that time, performing periodic temperature logs while reporting monthly rate and pressure data is an acceptable method to demonstrate continued integrity. For various reasons, Unocal never returned the well to service. A requirement of that sundry (302-010) was to perform another temperature survey within 60 days of returning the well to service. Since no water has been injected into the well, Unocal has not been able perform the subsequent survey and has submitted a sundry requesting a time extension. Although Unocal has not resumed injection into the well, they have included the well on the monthly monitoring reports. No specific pressure information is entered in the report. Unocal was contacted, and the recent readings were tubing x IA = 0 and 13-3/8" annulus = 200 psi. These pressures are similar to what is being reported in other wells on the platform. Area Injection Order 6 allows injection into the Northern Granite Point field. The BHL of well 27 is located in the covered area. The portion of aquifers beneath Cook Inlet described by a 1/4 mile area beyond and lying directly below the Granite Point Field are exempted for Class II injection activities by 40 CFR 147.102(b)(2)(B) and 20 AAC 25.440(c). Granting Unocal's request will not endanger any fresh.water. I recommend that Unocal's request for a time extension be granted. At this time, Unocal has not stated when they might attempt to return the well to service by addressing addition of injection capacity. Unocal should continue to provide the monthly monitoring information and prior to the end of 3rd quarter 2003 provide the Commission with an action plan for this well. This requirement will be in 'addition to the regulatory requirement to provide an annual report on SI wells. Given Unocal's present action in the Inlet to SD two other platforms, it is probably unlikely that this well will be returned to service any time soon. Both wells cannot pass the standard annulus pressure test due to tubing leaks. Granting variances for such wells is not unusual, a procedure has been established on the North Slope where mechanical integrity is usually demonstrated by setting a tailpipe plug and simultaneously testing the tubing and annulus. With integrity successfully demonstrated and a monthly report of the daily injection rate and pressure such wells are returned to service. For these wells, Unocal proposes to demonstrate that the injected water is confined to the intended zone by running a temperature log after the wells have been returned to injection and comparing the new log with baseline logs previously obtained. Comparison. of the logs is an acceptable method for demonstrating mechanical integrity. Unocal prefers to use the temperature logs in lieu of setting a plug due to the risk of not being able to retrieve the plug when the pressure tests are completed. AN-27 RD was drilled as a service well in 1977 and was in service until the end of 1991. It last passed the standard MIT .in 1992. A baseline temperature survey was performed in mid 1998. Winton has reviewed the file and assessed the well. for MIT Part II and has concluded that mechanical integrity is indicated. I concur with his assessment. AN-46 was drilled as a service well in 1982 and also was in water injection service until the end of 1991. It last passed a standard MIT in 1991. A baseline temperature survey was performed in early 1998. Blair performed the odginal MIT Part II assessment and concluded that mechanical integrity was indicated. Unocal's proposal to retum the wells to injection service is reasonable. The methodology they propose for demonstrating the continued integrity of the wells is acceptable and should satisfactorily that the water is being injected in to and confined within the intended zone(s). I recommend that sundries 302-010 and 302-099 be approved. The tubing was pulled and two existing packers were milled out. A single packer was run and set at 8065'. A single string of 3-1/2 inch tubing was run and set in the packer. Permit No. 68-37, Redrill Platform Anna Wednesday, April 13,~ 1977 - I left .platform Baker at 12:10 ~ where I had WitneSsed a BOP test. I Went to' platform Anna to witness another BOP test. These tests were for Amoco. Barney Canson was the supervisor for Amoco on platform Anna. Tests begin at 5:30 PM. The'.lower pipe rams tested to 3000 psi OK. The upper pipe rams and inside kill valve and inside choke valve tested to 3000 psi OK. The annular preventer tested to'15.00 psi OK. The manifold was tested next to 300.0 psi. There were 12'va. lves that Were tested and 26 flanges. All were tlaliburton Iow torque 'wing Valves. one valve was leaking on manifold, it was repaired but .sttlll, !eaked. Barney Canson informed me it would be repl.a.'ced~, and wOU.lld g'.i..v.e us.a', call. The blind rams were tested to 3000 psi OK. The upper and lower kelly was also tested~to 3000 psi. They have two'manually operated chokes on manifold and a )waco super .choke that Was also tested ~o 3000 psi. They also have a positive choke on. 'manifold'," There was also a 'ball...valve and dart valve .on the floor in good shape. " Thursday, April. 14, 1977 - Their accumulator, ma:stet gauge had 2400 psi. Also attached are a ~ Form 10-403, notice of intention to abandon Granite Point 18742 Well ' No. 27, a plat of the field, a sketch of the existing wellbore, a BOP sketch, and a draft in the amount of $100 to cover the filing fee. Well No. 27 was drilled in 1968, was completed as a producing oil well in 1969, and was converted to water injection status in 1971. During a repair in 1974, it was determined that the 7" liner had parted at a depth of 8384'. Repair attempts were unsuccessful as it appeared we were outside the liner. New hole was drilled from 8384' to 8455' while attempting the clean-out. The open hole TO is now 90' above the upper perforation in the original cased hole. The well has been shut-in since that time. Amoco proposes to abandon the existing wellbore by setting a permanent bridge plug at 7300', or 97' above the top of the 7" liner. A cement plug in the liner does not appear necessary since the presently existing wellbore is not exposed to any producing formation. The well will then be sidetracked by drilling 8-1/2" hole from a kick-off point at 7045' to a new target location 2150' FSL, 1000' FEL, Section 1, T10N, R12W, S.M., RECEIVED MAR :1. 8 18'/7 ,.'DIvllll fl. -2- at the top of the C-8 zone at 9570' ~MD, 8965' TVD. In order to fully penetrate the C-8, the well will be drilled to a total depth of 10,000' TMD. A 7" liner will be run from TD to 6750' and will be cemented in its entirety. The well will be selectively perforated and will be production tested for a short time prior to eventual completion as a water injection well. Since this is the fourth well completed in the southeast quarter of Section 1, we hereby request administrative approval for the above loca- tion.
