This memo will remain at the front of the subject well file.
Our adopted conventions for assigning APl numbers, permit numbers and well names did not
specifically address expired or cancelled permits. This omission has caused some inconsistencies in
the treatment of these kinds of applications for permit to drill. Operators have asked us to adopt formal
procedures for this class of permit application in order to prevent future database disparities.
If a permit expires or is cancelled by an operator, the permit number of the subject permit will remain
unchanged. The APl number and in some instances the well name reflect the number of preexisting
redrills and or multilaterals in a well. In order to prevent confusing a cancelled or expired permit with
an active well or multilateral these case sensitive well identifiers will be changed for expired and
cancelled applications for permits to drill.
The APl number for this.cancelled or expired permit is modified so the eleven and twelfth digits is 95. '
The well name for a cancelled or expired permit is modified with an appended xx.
These procedures are an addendum to the APl numbering methods described in AOGCC staff
memorandum "Multi-lateral (wellbore segment) Drilling Permit Procedures, revised December 29,
1995.
AOGCC database has been changed to reflect these changes to this permit.

Please cancel the existing Permit to Ddll # 200-088 for Forest Oil's West McArthur River Unit ~3RD
well. As we discussed on the phone recently, the odginal wellbore experienced a non-recoverable
intermediate casing collapse. The odginal wellbore, West McArthur River Unit ~k3ST was plugged
and abandoned as per AOGCC regulations. The wellhead was recently cutoff with an AOGCC
witness. The completion report for this P&A operation will soon be following.

Dear Mr. White:
Enclosed is the approved application for permit to drill the above referenced well. The permit is
approved subject to full compliance with 20 AAC 25.055. Approval to perforate and produce is
contingent upon issuance of a conservation order approving a spacing exception. Forcenergy,
Inc. will assume the liability of any protest to the spacing exception that' may occur.
The permit to redrill does not exempt you from obtaining additional permits required by law
from other governmental agencies, and does not authorize conducting drilling operations until all '
other required permitting determinations are made.
Blowout prevention equipment (BOPE) must be tested in accordance with 20 AAC 25 035.
Sufficient notice (approximately 24 hours) must be given to allow a representative of the
Commission to witness a test of BOPE installed prior to drilling new hole. Notice may be given
by contacting the Commission at 279-1433.

This is a follow-up acknowledgment to our phone conversation yesterday:
Anticipated Surface Pressure - Using a full column of methane gas from our TD, the ASP is as follows:
(9763 it x 0.45) - (0.115 x 9763 it) = 3271 psi
Drilling Hazards-
· H2S - There has been no history of H2S at West McArthur River Field and since there is no waterflood
program, there is no reason to suspect a problem in the future.
· Shallow Gas - There has been no history of shallow gas at West McArthur River Field. In addition, we are
kicking off at 12,000 MD (7,788 TVD), which prevents any exposure to shallow gas, if it were to exist.
· Lost Circulation - We have no reason to suspect potential lost circulation problems in this well. We will not
be cutting any significant faults with this 6 %" hole section.
WMRU #3ST Abandonment Plu.q - Once we set our 5 %" retainer at 14,561' we will pump 12 bbl of cement
(500 it). When the down-squeeze locks up, we will un-sting and lay the remainder of cement on top of the
retainer. There will be a minimum of 100 it of cement on top of the retainer.

In addition to Tom's request for a hazard section, we have two other
items.
1. Surface pressure for BOP requirements is to be determined from
bottom hole pressure based on a methane gas gradient to surface. For
this well that would result in a surface pressure of approximately 3400
psig to be used for determining BOP test pressure requirements. Please
review the November 7, 1999 regulation% 20 AAC 25.005(c)(4)(A).
2. At step 5 of the abandonment proceedure, "13 cu ft (100 linear feet)
cement" is planned to be pumped below the retainer and the same amount
will be put on top of the retainer. This is a small volume to handle
and not enough (13 cu fi) to reach the top of perfs. Why don't you pump
a volume of cement below the retainer sufficient to reach the effective
depth?

Application for Permit to Drill (Form 10-401)
West McArthur River Unit #3RD
A Permit to Drill is requested to re-drill West McArthur River Unit #3ST to change the
location of the 5 ~h" production liner. The new well will be named West McArthur
River Unit #3Rr~.
It is proposed to abandon the current perforations with the down squeeze method. This
will be accomplished with a retainer set 20 feet above the 5 ~" Model D packer in the
existing 5 ~/~" liner. A whip-stock will be set in the 7 5/8" drilling liner at 12,000'
MD and a new 5 ~" liner will be mn in 6 ~A" hole to our new TD of 14,866' MD.
This new target is in the fault block with West McArthur River Unit #5.

This interval will be drilled with a diesel based invert oil mud. Clean active mud and
fill with oil based mud. Condition oil based mud while drilling cemem, float collar, and
shoe. Oil based mud's viscosity and properties will stabilize as fluid temperatures
increase. Utilize all solids control equipmem. Maimain low shear rate viscosity to
ensure good hole cleaning.
WEST MCARTHUR RIVER UNIT #3RD
PRESSURE INFORMATION
The following presents data used for calculation of anticipated surface pressures (ASP)
during drilling of the West McArthur River Unit #3st. The pore pressure gradient
information was obtained from the original bottom hole pressure surveys and RFT
surveys on West McArthur River Unit #1,#2A and #3. The fracture gradient
information was obtained from formation integrity tests below casing points on the
West McArthur River Unit # 1, #2A and #3.
WMRU g2A, P= 4304 psi 9567' TVD from DST (as per 407 Comp Report, Il/93)
WMRU gl, P= 4362 psi @ 9724' TVD from RFT (as per 407 Comp Report, 2/92)
WMRU #3, P = 3680 psi @ 9400 from static BHP survey 7/2/95
The most conservative (highest) formation pressure gradient of 8.65 ppg or .45
psi/ft was used in these calculations.
Procedure for Calculating Anticipated Surface Pressure
ASP is determined as the lesser of 1) surface pressure at breakdown of the formation at
the casing seat with a gas gradient to the surface, or 2) formation pore pressure at the
next casing point less 2/3 the casing hydrostatic column of a 9.0 ppg mud and the
remainder, a gas gradient to the surface. It is assumed that full evacuation of the casing
is highly unlikely in a developed field with a normal gradient, low GOR (235 cuft /
bbl) and no known gas cap.

DRILLING FLUID SYSTEM DESCRIPTION

Continental Emsco F-1300 triplex mud pumps 7" x 12, 1300 HP with (2) C-E
pulsation dampeners, Model M822, each pump equipped with (2) 752 GE
traction motors, cooled with ambient air. Each pump charged by a 5 x 6
Mission Magnum I with 50 HP AC motor.
Mud Tank System (1035 bbls Total Volume)
Tank #1 (shaker tank) appx. 270 bbls. Three compartments which include desander,
desilter suction compartment and cutting trap compartment equipped with shale
shakers, degasser, poor boy degasser, and mud guns in top skidded section.
Tank #2 (volume tank) appx. 460 bbls. One compartment equipped with
desander, desilter, mud cleaner, mud guns and mud agitators in top skidded ~i%
