Approval is requested for the proposed P&A of PBU well C-32A. Well C-32 was unsuccessfully
sidetracked in September 1998 and has since been suspended. Well C-32A targeted the Zone 1 fluvial
deposits and would have been a horizontal completion. During drilling, the well encountered a shale
wedge, causing the well to be steered in attempts to avoid the shale. Further drilling penetrated sands
with anomalous gamma ray readings that were difficult to correlate. Finally, sand alternating shales were
drilled and the well was landed at a TD of 12,268'. Mechanically speaking, the window had been milled
and the well had been drilled to TD, but the pipe and bit became stuck while reaming shales. Once the
pipe was stuck, crude was circulated in an attempt to release the pipe. This proved to be unsuccessful.
The coil was chemical cut at 11,020', and further fishing attempts were also ineffective.
The original parent well, C-32, produced six million barrels of oil from the 14P/13P zones from August
1986 to August 1998. Additionally, perforations were added in a 27P oil lens to extend the life of the well.
At the time of the sidetrack, the parent well was suffering high gas rates and thus a GOR exceeding
marginal. A fault penetrating the well in Zone 2 was suspected to be the source of the gas, thus GSO
operations were not attempted because of the significant risk involving the fault.
The C-32B sidetrack is currently scheduled for Nabors rig 2ES, beginning around September 15,
2002, after the completion of the H-02A sidetrack. The pre-rig work for this sidetrack is planned to begin
as soon as the attached Application for Sundry is approved.
Scope

* Notify the field AOGCC representative with intent to plug and abandon *
1. Rig up slick line, drift and tag tubing to top of fish at - 9,573' MD.
2. PJU E-line. RIH and set EZSV cement retainer in the 4 %" tubing tail.
3. PJU coil tubing unit. RIH to cement retainer, plug and abandon, with 15.8ppg class 'G' cement, the
open hole and fish up into the tubing tail to the cement retainer. Use adequate cement volume to fill
the open hole, including the fish, pl.,qs., squeeze away approximately 10bbls. The estimated minimum
cement volume required is 47bbls. Pull out of retainer and circulate the tubing above the retainer
clean.
4. Drift and tag the top of the cement retainer to confirm clear to required cut depth of approximately
9,275'.
5. Fluid-pack the 4 %" tubing and 9 5~8" x 4 %" annulus to surface. Test the integrity of the cement plug
and the 9 5/8" casing to 3000psi for 30 minutes./' /
6. R/U E-line. RIH with Chemical cutter and cut the 4 W' tubing at -9,275' MD, in the middle of the joint
between the Seal assembly and the sliding sleeve.
7. Displace the well to clean seawater by circulating down the tubing through the tubing cut. Continue to
circulate until clean seawater returns to surface. Freeze protect top 2200' MD with diesel.
8. Test the 9 5~8" pack-off and tubing hanger seals to 5000psi for 30 minutes. Function all Lock Down
Screws, repair or replace as needed.

10. Set a BPV in the tubing hanger. Secure well.
11. If necessary, level the pad. Please provide total well preparation cost on the handover form.

Circulate out freeze protection and displace well to seawater. Set TWC.
Nipple down tree. Nipple up and test BOPE to 3,500psi.
Pull 4%" tubing from the cut at -9,275' MD and above.
MU 8 %" milling BHA. RIH and drift down to the remaining tubing stump. POOH.
P/U and RIH with 9 5/8" Baker bottom-trip anchor whip stock assembly. Orient whip stock, as desired,
and set on remaining tubing stump. Mill window in 9 5/8" casing at _+ 9,257' MD, plus an additional
-20' formation. Pull up into 9 5~8" casing and conduct an FIT to 12.5ppg EMW. POOH.
7. RIH with 8 %" Dir/GR assembly. Kick off and drill the 8 1/2" section into the top of the Sag River at
-9,670' MD.
8. Run and cement a 7", 26.0#, L-80 intermediate drilling liner.
9. RIH with a 6 1/8" DirlGRIReslDen/Neu assembly to the landing collar.
10. Test the 9 5/8" casing X 7" liner from the landing collar to surface to 3000psi for 30 minutes.
11. Drill out the 7" liner shoe, plus -20 new formation. Conduct an FIT to 10.0ppg EMW.
12. Drill to TD of approximately 12,265' MD in Zone lA, according to the directional proposal. POOH.
13. Run and cement a 4 %", 12.6#, L-80 production liner. POOH.
14. R/U and RIH with Halliburton 2 %" dpc perforating guns. Perforate per Halliburton recommendation.
POOH.
15. Run a 4 1/2", 12.6#, L-80 completion, stinging into the 4 1/2" liner tie back.
16. Set packer and test the tubing and annulus to 3000psi for 30 minutes.
17. Nipple down the BOPE. Nipple up and test the tree to 5000 psi.
18. Freeze protect the well to -2200' and secure the well.
19. Rig down and move off.
Post-Rig Work: 1. MIRU slickline. Pull the ball and rod / RHC plug from landing nipple below the production
packer. Install gas lift valves.
2. Install well house and instrumentation.

On Sept. 22, 1998 a report was submitted to AOGCC describing the fish left
in the well. Opportunities for further use of this wellbore are still being
evaluated but not yet resolved. We are therefore asking that C-32a be placed
on suspended status pending development of a plan for future utilization of the
well.

Tie-in with flag. Correct by - 8ft. Drill 11114 - 11150. Ream shales at 11150. Found Kavik at
11105' MD (8926' TVD). Drill up and level off at 11240' MD (8923' TVD) to find top but unable
to find clean sands after large GR spike at 11280' MD. Build more angle and drill to 11324', GR
character has changed. Make wiper trip to window. Tie-in to RA tag with +2.5 ft correction. Drill
11324 - 11393' GR not falling off. PUH and check GR readings at 10975 - 10985'. OK. Continue

further 200 - 300 ft MD in polygon to delineate top of Kavild ratty sand. Geologist seeing oil in

CTD. Ream shales at 11360, 11390, 11420 and 11530 ft. Back ream to 11100 ft. Ream
shales again to 11560 ft. Back ream to 11100 ft. Change to new FIoPro with 5% lubetex.
Ream to TD. Orient TF. Drill 96-98 deg incl. Hole from 11563 -11604 ft. Drill out top of Kavik
shale at 11604 ft [ 8891' TVDSS]. Drill horizontal hole from 11604 - 11750 ft BKB. Short trip to
window. Tie-in with RA tag. Add 9ft. Ream in hole. Drill from 11757 to 11808'. Difficult sliding.
Backream up 50ft. Drill on to 11853'. Make wiper trip to window. Saw 10k o/pull at 11560'
otherwise fairly clean. Tie-in to RA tag. Add 3.5 ft. Ream in slowly. Saw ledges at 11265, 11345
and 11357. Drill from 11856 to stall at 11860 and saw pattern change. Shale at 11850 (88878'
TVD) ROP falling. Drill to 11878'. Orient TF to nose up and avoid shale, but saw GR fall off at
11860, so Orient TF back to continue drilling ahead towards 85 deg incl. New target depth is
8910 - 8915ft TVD or stay in 60 - 70 APl sand.
09/13/98 6 12117'
Drill horizontal hole from 11940 - 11988 ft. POOH for bit and motor. M/U BHA #6 with 1.5 deg
motor. Change out Sperry MWD and orientor. RIH. Correct depth at flag. [-7 ft CTD]. RIH.
Drill from
11988 - 12117 ft. Short trip to window. Tie-in to RA tag. Add 7ft. Ream down. Hang up at
11490, 11536, 11540. Backream to top of shales at 11280. Ream in and HU 11515. Backream
to 11300. O/pull 8k thru 11350'. Found flakes of mineral scale on shaker. Decide to PUH and jet
7" liner above window. Tie-in to RA tag, Add 7ft. Large pieces (2.5" x 2" x ~,~") of corrosion
scale returned. RIH and hang up at 10260, 10340 and 10346'. Orient TF but still unable to get
past 10346. Pressure increased as we pull up through shales and we are pumping off pipe
weight due to hydraulics. Bit appears balled. Polymer has fisheye lumps on shakers with white
clay mixture. POOH. Saw o/pull coming through SSD and GLM's 2 & 4. Bit had chipped cutters
and worn/missing back reamer buttons. White clay residue seen in flow courses but no other
bailing seen. Likely lost clay ball coming through completion. RIH with same motor and M58 bit.
09/14/98 7 12268'
RIH with BHA #7. Circulate and clean window area. Lost MWD signal. Lost 400 psi pump
press. POOH for BHA. Rig off clock at 08:00 hrs. Found leaking CT connector at surface.
Change out CTC, MWD and bit. RIH with BHA #8. Tied-in with RA tag. RIH and reamed
shales at 10350, 10745, 10780,
11360 and 11525 ft. Reamed to TD in 3 ~ hrs. Orient TF to 90L and drill from 12117 - 12157
at -3 to -4k dn wt.', backream 50 ft, drill on to 12179, pump 20bbl pill with 1/2gall lubetex.
Backream 30ft. Drill on to 12185. Make wiper trip to 11800 (above deepest shales). Drill down at
-3k to -4k from 12185 - 12200, inc rate and stalled. Got weight back here and drill to 12223.
Backream up 70ft. Drill smooth to 12268. Stacking here. Make short trip to window. 8k o/pulls at
11560' pulling 5k bobbles through shales. Stuck pipe at 11264. Call out crude. Pump 5 bbls rig
diesel while waiting. No movement. Pump 20bbls crude and got free after soak then pull to 80k.
Pulling with erratic bobbles up to 2.d stuck point at 11174.
Work pipe. Appear to lose MWD signal strength. Able to orient. Circulate crude out of mud while
trouble shooting MWD. Stby to pump 2nd batch of crude.

Circulate crude out of mud. Pump 2nd batch of crude. Check orienter. Work pipe. Now bit stuck,
work free, pump max. rate for 15 mins. Work pipe 90k/-20k. Order HP pump to disconnect.
Recover crude from well. Pump disconnect ball. Hold safety meeting. Pressure up and shear
release disconnect at 6500 psi. Pull 90k. Still stuck. Order more crude. Pump 25 bbls crude,
soak with 15 bbls out. Work CT 90k/-15k. Decide to swap to new mud. Recover crude. Found
cement blockages in Pits. Clean I pit and empty 2 more. Work pipe in new mud. Lost 20k
weight, PU 5ft, then stuck again. Pump max rate. Work pipe 90k/-20k. No movement. Baker
tools on location. Hold safety meeting. Pull test rig weight cell against CT weight cell to check
for error. Pull 30k. Set slips w/3000psi on Koomey. Insert manual slips and dog collar. Slackoff
chain tension. Strip injector up. Make drainage cut. Zero pressure. Cut CT at 4ft above rig floor
and dress ends. MU Baker 2.75" Overshot with 2.375" packoff. MU TIW valve and XO w/
2.875" 8R box. Hold safety meeting with Atlas. Rig up riser and chemical cutting equipment.
09/16/98 9 12268'
RIH with Atlas 1.75" OD chemical cutter. Start pumping 1.25 BPM down CT while running
horizontal section to push cutter along. Pump pressure increased when cutter guide nose
landed on CT connector shoulder. Pick up 200 ft and RIH again with pump to ensure correct
depth. Same depth and pressure response. Shut down pump. Pick up cutter 3 ft above
connector. Fire chemical cutter at 11,020 ft. Attempted to pull chemical cutter but it was in a
friction bind. Reverse circulate at 1 bpm to help force cutter out of cut point in CT. Pulled free.
POOH. Held Safety meeting with crews. R/D Atlas equipment. Pulled CT up 6 ft with no
overpull. CT is free. Set slips and R/D Baker overshot. M/U DS internal connector. Pull test.
POOH with CT. Internal connector mandrel broke while bending onto reel. Secured each end
of CT with pipe clamps and chains. Aligned ends of CT and welded on 2 ½" sleeve over ends.
POOH with CT. No overpull in open hole. Displace CT with Nitrogen. Secure end of CT on
reel. Swap reels. Stab CT. Change packoff. Install CTC; pull test. Pig CT with wiper plug.
Pedorm weekly BOPE test.
09/17/98 10 12268'
Perform weekly BOPE test. Fax test forms to AOGCC. M/U Baker fishing BHA with Sperry
orientor. RIH with fishing BHA #1. Sat down on whipstock with muleshoe. Orient and fell thru.
Work tight shales while RIH. Land on fish at 11,110 ft. Orient 4 times before latching fish with
overshot. Jar down a total of 36 times and jar up 10 times with no movement of fish. Pump
7/8" steel ball to disconnect. POOH to change jars and BHA. Cut 150' of coil. MU fishing BHA
#2 with GS hyd spear. RIH. Slight wt loss through shales. Latch fish. Jar down 15 times, up
10, and down 20 more. Good jar action. Fish did not move. POOH. LD fishing BHA #2. Call
for drillpipe.
09/18/98 11 12268'
RIH with fishing BHA #3. Perform BOP drill. Latch fish at 11,110' CTM. Jar down and fish fell
free. Work fish. PU, unable to pull free. Push fish down to 11,226'. Pump off and circ at full
pump to clean hole. RIH. Latch fish at 11226'. Work to 11189'. Stopped. Jar down to free.
Work fish up and down. Push to 11,361'. PUH clean to 11,162'. No further progress. Attempt
to pump spear off fish. Can't POOH. RIH to 11,361' and drop ball to disconnect. Sheared ball
at 4200 psi. PUH to 11,158' and stopped. Cycle pipe and worked to 11,117' (90k up). Lost
movement down. Jar down and up - no go. Spot 10 bbls crude. Continue jarring. Call for
Atlas and chemical cutter.

Install 5 s,4" Baker overshot with pack-off on CT. M/U safety valve and XO. R/U Atlas E-Line
unit with Lubricator. Held Safety Meeting. Pick up chemical cutter and RIH. Tie-in. Tag CTC
at 9,398' CBL. PU and fire cutter at 9,376' CBL. POOH. RD Atlas. MU DS spoolable internal
connector. Pull test. Start POOH with coil. Connector broke going over gooseneck. Secure
ends, pull across pipe shed, align, weld 2-1/2" sleeve over ends. POOH. Blow down coil with
N2.
09/20/98 13 12268'
Displace FIoPro in CT with Nitrogen. Pull end of CT to reel and secure reel for crane pick. R/U
Halco wireline and RIH with Baker 3 5/8" overshot. Sat down at 9379 ft. Unable to overshot
end of CT. POOH. RIH with LIB and found coil stub highside. Build 1-3/4" OD guide for
overshot. RIH, jar down on fish. Slight friction bite - no more. POOH and check tools. Marks
show guide was inside fish. RIH and beat down 30 times and got about 3'. Shear off. POOH.
Overshot planted. RD slickline. Install and test 2-7/8" pipe rams. RU to run drill pipe.
Changed out reel during slickline operation.
09/21/98 14 12268'
RU to run 2-7/8" PAC drill pipe. Hold safety meeting. TIH with fishing BHA #4 (GS spear, HDC,
bumper sub, DC's and DP). Park above fish and reverse circ two BU. Check wts: 80K up, 60K
down. Tag and latch fish. Jar down 10 times and fish came loose. Circulate to clean well.
Spot 20 bbls 7% lubetex pill. PU at 95K and moved fish 10' before getting overpull. PU in 5K
increments to 125K. Slack-off clean at each step. Gained 10' more. PU to 130K. Jars went
off. Could not slack-off. Jar down 3 times. Fish came free. PU to 125K. Jars went off and lost
fish. TIH. Tag TOF at 9573' in 7" casing. PU and got 10K friction bite, then lost it. Slack-off
30K on fish. PU. Same result. Pump dry job. TOH laying down singles.
09/22/98 15 12268'
TOH with drillpipe fishing BHA laying down sinlges. Circ MeOH at 1800' to freeze protect.
TOH. LD fishing tools. GS spear shows no apparent damage/wear. Off load drill pipe, collars,
and liner. Draine and clean pits. Pull CT to floor and stab. Change 2-7/8" pipe rams to 2-3/8".
Prepare to ND BOPE and move off well.

Nipple down BOP stack. N/U tree cap and pressure test with 3500 psi. The tubing was freeze
protected to 1800 ft. FIoPro was left in open hole and in tubing Move rig off well. Released rig
at 09:00 Hrs, 09/22/98. Total time on well was 15 days and one hour. Install bogie tires in
cellar due to soft roads. Move Nordic #1 rig to J-15a.
Note: The well was not completed. The drilling BHA and fishing BHA's were left in the well.
Top of the fish is at 9573 feet in 7" liner. The bottom of the fish is in the 3.75" open hole at
11406 Ft.

Well C-32a Fishing Operation
The ooil drilling unit, DSINordic 1, was released from C-32a at 09:00
ho,urn today. This letter and accompanying data are being submitted
to ~nform you of the current status of operations on C-32a and to ask
for clarification on what further may be needed by AOGCC at this time.
The sidetrack, C-32a, had reached a depth of 12,268' MD when the
BHA became stuck on a wiper trip at 11,117' MD. Fishing operations
were successful in moving the fish downhole some 240 ft and back to
the original stuck point numerous times but with no progress above
11,117'. Failure of a fishing neck o,n 9/21198 left the top of the fishing
assembly at a d,epth of 9,573' MD, reside the 7" liner. The position of
the fish and fishing assembly are indicated on the attached schematic.
A detailed description of equipment currently in the hole is also
attached.
Current plans are to drill and complete the sidetrack of J-15a, organize
new fishing equipment, and return to continue fishing operations on C-
32a in about 10-14 days.
C-32a was left with overbalance drilling fluid to approx. 1700 ff and
$0% MeOH freeze protection to surface, The full tree remains in place
and the flowline is connected and freeze protected, The well is stable
with zero surface pressure,

The permit to redrill does not exempt you from obtaining additional permits required by law from
other governmental agencies, and does not authorize conducting drilling operations until all other
required permitting determinations are made.
Blowout prevention equipment (BOPE) must be tested in accordance with 20 AAC 25 035.
Sufficient notice (approximately 24 hours) must be given to allow a representative of the
Commission to witness a test of BOPE installed prior to drilling new hole. Notice may be given
by contacting the Commission petroleum field inspector on the North Slope pager at 659-3607.

C-32A Sidetrack
Summary of Operations:
C-32 is a poor cycle performer with fault related high GOR. The sidetrack, C-32A, will target
Zone 1(14P-13P) reserves.
This sidetrack will be conducted in two phases.
Phase 1: Lay abandonment cement and set whipstock: Planned for 8119/98.
C-32 will be tested for tubing integrity, drifted for the whipstock and a Kinley caliper will be
run to evaluate liner and tubing condition.
Existing perforations will be abandoned with approx. 20 bbls cement. Abandonment
cement will be downsqueezed past a mechanical whipstock set at approx. 10,087'.
Abandonment cement will be pressure tested to 1500 psi with AOGCC witness. This
procedure is described in more detail in the Form 10-403.
Phase 2: Mill Window and Drill Directional Hole: Planned for 911198.
Directional drilling coil tubing equipment will be rigged up and utilized to mill the
window and drill the directional hole as per attached plan.
Mud Program: - Phase 1: Seawater
- Phase 2: FIo-Pro (8.8 - 8.9 ppg)
Casing Program:
- 2 7/8", 6.16#, L-80, ST-L liner will be run from TD to approx. 9,373' MD and cemented with
approx. 25 bbls. cement. The well will then be perforated with coil tubing conveyed guns.
Well Control: - BOP diagram is attached.
- Pipe rams, blind rams and the CT pack off will be pressure tested to 400 psi and to 4000 psi.
- The annular preventer will be tested to 400 psi and 2000 psi.
Directional - See attachments.
- Kick Off: 10,087' MD (8,706' TVD ss)
- TD: 12,480' MD (8,919' TVD ss)
- Magnetic and inclination surveys will be taken every 30 ft. No gyro will be run.
