(CPAI) has made a letter application for a variance to the requirements at 20 AAC 25.285(c)(2)(B). CPAI is requesting to only employ 1 set of pipe rams rather than the required 2 sets required for operations requiring a BOP stack rated equal to or greater than APl 5K. This document analyzes CPAI's request and recommends approving it. CPAI is conducting a 21 well workover program in Kuparuk Field. According to the regulations, when the Maximum Anticipated Surface Pressure (MASP) requires a BOP stack rating equal to or greater than APl 5K, 2 sets of pipe rams must be employed [20 AAC 25.035(e)(3), 25.005(c)(4)(A) and 25.285(c)(2)(B)]. The reason for CPAI's request is only 2 of the 21 wells being worked over have calculated MASPs greater than 3000 psi and due to the nature of the production fluids it is highly unlikely that a full gas column could develop. Using the specifications of 25.005(c)(4)(A) the calculated MASP of 2F-08 is 3097 psi and of 1R-14 is 3625 psi. Since the fluid column in the well would be mostly liquid (water and oil initially), the hydrostatic weight of the column would depress the surface pressure to below 3000 psi. Prior to removing the wellhead assembly, CPAI would kill the well using fluid of sufficient density to overbalance the formation as required by 20 AAC 25.035. In addition, 1R-14 is equipped with a "standing valve", which is essentially a check valve, in the packer upper packer assembly. When sufficiently heavy fluid column is placed above the standing valve, it will close isolating the formation from the wellbore. 20 AAC 25.285(h) allows the Commission to approve a variance from the requirements of this section if the variance provides at least an equally effective means of ensuring well control. Employing a single set of pipe rams in conjunction with the fluid practices of 20 AAC 25.033 will provide an equally effective means of well control. I recommend approval of CPAI's request to employ 1 set of pipe rams while working over KRU wells 1R-14 and 2F-08. Most of the planned workover wells have a BHP that, less a gas gradient to surface, are under 3000 psi Maximum Anticipated Surface Pressure (MASP). Two of these wells have a BHP high enough to push the MASP over 3000 psi: 1R-14; 4283 psi @ 6581' TVD; Form GOR: 200-600 2F-08; 3687 psi @ 5903' TVD; Form GOR: 2600-5800 ConocoPhillips Alaska, Inc. proposes that the requirement for four preventers (when 5M psi equipment is required) be waived for these two wells. Please note that 1 R-14 is a well with a tbg leak above the top packer. There is a standing valve set below the top packer. With the standing valve in place, the well CMITs to 3000 psi but will not pass a drawdown test. We plan to load the well with Kill-Weight fluid for the workover and do not anticipate having significant fluid losses due to the pressure-testing plug. The upper packer & standing valve will not be disturbed during the workover. 2F-08 has a packer that has apparently fallen downhole with no way to isolate the formation mechanically. We plan to load the well with Kill-Weight Fluid with contingency plans for pumping LCM if fluid losses are high. We plan to pull the tbg, packer, and run a single completion with a packer. Both wells have relatively Iow Form. GORs so it should be noted that a gas gradient to surface is nigh to impossible (to result in a MASP of over 3000 psi). Pull GLV's at 1909', 3434', 4733', and 5812' and run DVs. RIH with Standing Valve and set in Camco 'D' nipple. Pressure test tubing to 4500 psi to ensure DVs are set. RIH and pull SV. 4. RDMO Slickline. If less than 50 feet of rathole is discovered during the pre-frac wireline operations, a CTU cleanout may be required. Consult with Operations Engineering to determine if the CTU is necessary. 5. MIRU fracture equipment. Install "Tree Saver". . . Carry out all quality control procedures (Onsite Operations Engineering). The specific procedures will depend on the vendor selected. Check Carbo-Lite for fines due to excessive handling. Obtain a sample of the Carbo-Lite and the gelled water with breaker and from the pad and slurry stages. Record the proppant weight before and after the treatment. Pump fracture treatment per the attached schedule. Record the 5, 10, and 15 minute pressures following the ISIP. Expected wellhead treating pressure: WHTPE = 3400 psig Fracture Gradient = 0.70 psi/ft Tubing Friction -- 300 psi/1000 (6000' TVD) ft (5876' MD) @25 BPM * If treating pressure during the job exceeds 5000 psi, reduce rate to a minimum of 15 BPM. If pressure exceeds 6500 psi, shut down job and confer with Engineering. 8. Rig down frac equipment. Follow attached flowback schedule. , After well has completed flowback, obtain 24 hour well test.
