IT APPEARING THAT:
1. The Pan American Petroleum Corporation submitted a request dated August
14, 1967 for an order extending the Middle Ground Shoal Field Rules established
by Conservation Order ~44 to include other areas of the Middle Ground Shoal
Field, hereinafter described.
2. The area requested for inclUsion is underlain by the same geologic feature
which is productive of oil and gas within the area now subject to Conservation
Order #44 and one well has been drilled to and completed in an oil pool which
appears to be MGS Oil Pool G, as defined in Conservation Order #44.
3. The area requested for inclusion has similar structural, stratigraphic, and
reservoir relationships and indicates that at least one accumulation of oil is
common to the area defined in Conservation Order #44.
4. NOtice of hearing on the petition was published in the Ancho'rage Daily News
on August 22, 1967, pursuant to Section 2012 of the Alaska Oil and Gas Conserva-
tion Regulations, but no protest for hearing was received.
AND IT FURTHER APPEARING that the hereinafter described area should be included
in the general area to be covered by most of the rules set forth in Conservation
Order #44.

produced from MGS Oil Pool "BCD". ..

approval by the Alaska Conservation Committee of the captioned Application.
Shell is the operator for the only other affected parties. A copy of Shell's
letter indicating no objection is a part of this Application.
The waterfl, ogding program for the "EFG" interval on Lease 17595 needs to be
supplemented by additional water injection capacity which can be efficiently
provided by 17595 Well No. 4 located in the sW/4 NW/4 of Section 31-T9N-R12W.
Injection Well 17595 No. 12 "G" has a 4,000 barrel per day injection rate,
and No. 14 "G" can accommodate 2,000 BWPD for a total of 6,000 BWPD. Since
No. 12 is a lease line well, the effective "G" zone injection on Lease 17595 is
only 4,000 BWPD. In terms of the anticipated gain from the waterflood, it is
desirable that about 60 to 70% of available water be injected into the "G" zone.
This would be an injection rate in the range of 12,000'barrels per day. The "EFG"
section in Well No~ 4 is expected to provide a high injection capacity, at least
6,000 barrels per day. This would bring the total injection into the "G" zone to
12,000 barrels per day which, together with 6,000 into the "BCDEF", and 2,000
into the "A", would account for the full injection capacity of the system.

Well No. 4 is currently on artificial lift by gas lifting. The "A" .z6ne, Which is
now commingled with the "EFG", will be squeezed with'cement prior.to installing
the injection tubing and commencing water injection operations. The well contains
adequate casing which has been cemented but will be tested further before using it
as an injection well. Ail injection operations ~will be carried on in accordance with
the provisions of Conservation Order No. 44..Producing wells completed in the
"EFG" on Lease 17595' have reservoir' withdrawals approaching'the reservoir
volume of injected water. The desired reservoir pressure increase from water-
flooding has not been realized. At presenttwo wells; 17595 No. 12 and No. 14,
provide the only water injection into the' "G" zone. While the injection capacity
of the two wells is substantial, additional' injection into the "G" zone on Lease 17595
is needed to insure a positive withdrawal balance and provide, maximum oil recovery
· from the' "EFG" producing interval, Well No. 4, when converted to injection, will.
provide .this needed additional injection.
MGS ·17595· Well No. 6 located in the SW/4 NW/4 Section 31,T9N-R12W, is presently

as to provide more efficient lift of the oilproduced from the commingled "A" and
"BCD" intervals in this well.
Since the 7" prodUcing casing in this well imposes physical limitations on downhole
producing equipment, Applicant proposes a. single 3½." tubing completion With a
packer located above and a packer located below the MGS Pool "A". The Packers
will Provide positive control for the. commingled .production of MGS Oil Pools "A"
and "BCD" in this well. In case of extended shut down of production, the two
prodUCing iniervals will be segregated. MGS Pools "A" and "BCD" will not be -
produCed in MGS 17595 Well No. 4, a twin well at the same location with Well No. 6.

Commingling the "A" and "BCD" producing intervals in WellN°. 6.will provide
more efficient utilization of gas lift gas and' gas lift equipment available On MGS
Platform "B", whiCh Will result in more efficient oil recovery, thereby preventing
waste.

AlaSka. Oil & Gas Conservation Committee Order N..~o,~. provided that semi-annual
· production tests may be made by utilizing spinner surveys to measure the ,,~'(~ ~

applied to production testing required at Well No. 6. Upon initial completion,
a 24 hour production test will be obtained on the "BCD" and a 24 hour production

test will be obtained on the "A" and "BCD" zones commingled and the tests will
be filed with the Committee. Thereafter semi-annual production tests utilizing
spinner surveys will be taken and filed with the Committee.
The Chakachatna and SAS companies are the owners of all leases and wells within
the area covered by Conservation Orders No. 4__4. and No. ~which would be
affected by the Committee's order herein and are also the owners of all leases
and wells within one-half mile from the outer boundary of said area. The parties
above named are therefore the only affected parties other than the State of
Alaska, as Lessor, and are the only parties entitled to certified notice of the
filing of this Application in accordance with Section 2154 of the Oil & Gas Con-
servation Regulations. A copy of this Application has been sent by certified
mail to each of said affected parties concurrent with the filing of this Application.
We'respectfully request that this Applic'ation be considered by the Committee
as provided in Section 2009 of the Oil. & Gas Conservation Regulations, that
proper notice be given and that an order be entered, without hearing unless
supported by proper protest and request, granting Applicant's request contained
in this Application.

The area described in Paragraph I is underlain by a portion of the
same geological feature which is productive of o£1 and gas within the area now
subject to Conservation Order No0 ~o One well, ADL 187~6 Well No. 1, has
been dmilled to and completed as a well capable of producing oil in paying
quantities in an oil pool which is in the same fo~ation in which MGS Oil Pool
G~ as defined in Conservation Order No° ~, is located° A second well, ADL
18746 Well Noo 2, is now being completed as a well capable of p~oducing oil
in paying quantities in the same poolo Each of these wells encountered the
formations in which wells within the a~ea subject to Conservation Order Noo
~ encountered MGS Oil Pool Ag B~ C~ D~ Es -and Fo Neither well has been
completed in those for~nations~ but ther~ is a possibility that some of these
formations may also prove productive within the a~ea described in Pamag~aph Io
Attached hereto and marked as Exhibit "B" is a Log C~oss Section,
showing the log of ADL 17595 Well No0 4 (whiCh is the well upon which the pool
definitions contained in Conservation Order Noo ~ ar~ based), the log of ADL
18756 Well No° A-43=11 and the log of ADL 18746 Well Noo 1, showing the
correlation between the formations encountered in these three wells, and also
indicating the existence of a geological ~nomaiy between ADL !87~6 Well No° 1
and the other two wells°

Because of the anomaly indicated by Exhibit "B" it is probable that
both ADL 18746 Well No~ 1 and Well Noo 2 have encountered production in a pool
which is separated from MGS Oil. Pool G, but these wells are producing from the
same formation with similar reservoir characteristics and all of the available
evidence (including the evidence considered by the Committee at the hearing
pursuant to which Conservation Order No° 4~ was issued, which Applicant requests
be made a part of the record in this matter) indicates that the formations under
the area described in Paragraph I, even though they may contain separate pools,
should be developed under the same Rules as apply to the pools located in these
same formations and which are being developed under Conservation Order Noo 4~o

It is possible that some of the pools now subject to Conservation
Order Noo 44 will be found to extend into the South Middle Ground Shoal Unit
Ar~a0 I~ is also possible that pools encountered in wells drilled on the South
Middle Ground Shoal Unit Area may extend into the area now subject to Conservation
Order Noo 4b0 It is almost certain that one or both of these two possibilities
will ultimately be found .to be ~the fact, but until further drilling has taken
place it is impossible to. determine the southern limits of the oil pools now
subject to Conservation Order No° 4~ or the northern limits of the oil pools
which have been or may be encountered in wells drilled upon the South Middle
Ground Shoal Unit Area0 It is therefore desirable that all of the South Middle
Ground Shoal Unit Area be developed under the same Field Rules as the area which
is now being develbped under Conservation Order No° ~4o

The extension to that part of the South Middle Ground Shoal Unit Area~
not already subject to Conservation Order Noo ~, of the Field Rules established
by said Order will tend to assure the orderly development of all pools in the
Middle Ground Shoal Field and cannot in any way reduce the ultimate recovery
of oil or gas from any of said pools° Development and operation of the entire
area under the same Field Rules will prevent waste~ protect correlative rights
and avoid the drilling of unnecessary wel!s~0
