IT APPEARING THAT:
I. By letter dated November 28, 1969, the Atlantic Richfield Company
requested an exception to Title II, Alaska Administrative Code, Section
2056(a) for the referenced well.
2. The request was to permit installation of specially designed slip
joint casing to be set in the permafrost section without circulating
cement on the permafrost and surface strings of casing.
3. Not~ce of the hearing on the request was published in the Anchorage
Daily News on December 3, 1969, pursuant to Title II, Alaska Administrative
Code, Section 2009, but no protest was received.
AND IT FURTHER APPEARING THAT the Committee has previously approved the use
of slip joint casing after public hearing by Conservation Order No. 78,
and the findings of that order are applicable to the referenced well.
AND IT FURTHER APPEARING THAT an exception to Title II, Alaska Administrative
Code, Section 2056(a) for the referenced well should be granted to minimize
the possibility of casi.ng failure.
NOW, THEREFORE, IT IS ORDERED THAT the Atlantic Richfield Company be
permitted to install slip joints in the permafrost casing without cementing
through the expected zone of subsidence, to fill the annulus between the
surface and permafrost casing strings only up to the expected zone of
subsidence and to use specially designed wellhead equipment in the Drill
Site No. I, 32-7-10-15 well for protection against possible subsidence.

Drill Site No. 1 Well No. 32-7-10-15
In compliance wi th Paragraph 2009 of the "Oil and Gas Con-
servation Regulations and Statutes'$ we wish a variance to
Paragraph 2056 in Sub-Chapter 2 - Drilling. In lieu of
cementi.ng surface casing to the surface, we wish to continue
tile procedure used in Well No. 32-8-10-15, i.e. cement 200'
around the shoe of the 20" casing, using 20" slip joints in
the casing string to compensate for any subsidence that may
result if the permafroSt is thawed and then stage cementing
the next casing string (13-3/8") from its setting depth
(2000') back 200' into the 20" casing string.
The above procedure has been explained in detail at the
hearing when the Permit to Drill Well No. 32-8-10-15 was
submitted and again duri.ng the Prudhoe Bay Field Rules
Hearings in November, 1969.
We are enclosing the Application for Permit to Drill, location
plat, and the $50 filing fee for the above referenced well.

Notice is hereby given that the Atlantic Richfield Company has
requested the Oil and Gas Conservation Committee to issue an order exempting
the referenced well from the cementing requirements of Title I!, Alaska
Administrative Code, Section 2056(a). Parties who may be aggrieved if the
requested order is issued are allowed ten (lO) days from the date of tt~is
publication in which to file a protest and request for hearing. Place of
filing is 3001 Porcupine Drive, Anchorage, Alaska. If such a protest is
timely filed, a hearing on the matter will be held at the above address at
9:30 a.m., December 16, 1969, at which time protestants and others may be
heard. If no such protest is timely filed, the Committee will consider the
issuance of the order without a hearing.
