Reference is made to Conservation File No. 94, Emergency Order, dated
August 12, 1970.
Due to a repair part not being manufactured as scheduled, the damaged
compressor creating the emergency requiring the above Emergency Order has
not been repaired. The Engineering Report referred to in Union's application
for exception to Section 2158(b) dated August 3, 1970 and testimony
presented at a public hearing on August 27, 1970 present strong evidence
of the likelihood of well bore damage to shut in wells. Union therefore
respectfully requests an Emergency Order be issued allowing exception to
Section 2158(b) of the Oil and Gas Conservation Regulations to permit the
escape into the air of gas from the Trading Bay Unit State K-20 well after
being utilized for lifting oil for the period August 28, 1970 through
September 11, 1970 inclusive, or until the damaged compressor is again
operational, whichever first occurs.

Union Oil Company of California- Trading Bay Unit State K-20 Well
August 27, 1970
The Union Oil Company of California, as operator of the Trading Bay Unit,
requests the Alaska Oil and Gas Conservation Committee to allow exception
to Section 2158(b) of the Oil and Gas Conservation Regulations to permit
the escape into the air of gas from the Trading Bay Unit State K-20 well
after being utilized for lifting oil from the McArthur River Hemlock Oil
Pool. Due to the non-delivery of vital parts, one of the two compressors
on the King Salmon Platform is inoperative and the gas from the referenced
well is necessary to continue production and prevent possible well damage.
The Oil and Gas Conservation Committee hereby authorizes the flaring of
gas from the Trading Bay Unit State K-20 after it has been used in oil
lifting operations until the compressor is repaired or through September
il, 1970, whichever occurs first.

The Union Oil Company of California, as operator of the Trading Bay Unit,
petitioned the Alaska Oil and Gas Conservation Committee on August 12,1!19170,
for an emergency order allowing exception to Title 11, Alaska Administrative
Code, Section 2158(b), to permit the escape into the air of gas from the
Trading Bay Unit State K-20 well after use for artificial lifting of oil
from the McArthur River Hemlock Oil Pool. Nonavailability of a critical
repair part has prolonged the repair of one of the two compressors on the
King Salmon Platform and the resulting reduction in production may result
in well damage unless gas from the K-20 well is utilized.
An emergency order is hereby granted pursuant to Title 11, Alaska
Administrative Code, Section 2012, permitting the flaring of gas from the
Trading Bay Unit State K-20 well until damaged compressor is operational
or August 27, 1970, whichever occurs, first.

Reference is made to Conservation File No. 94, Emergency Order, dated
July 28, 1970.
Circumstances beyond the control of Union Oil Company of California, operator
of the Trading Bay Unit, and Atlantic Richfield Company, sub-operator of the
King Salmon Platform, have prevented the repair of the damaged compressor
creating the emergency requiring the above Emergency Order. A part necessary
for such repair was not available and had to be manufactured thus causi.ng an
unforeseeable delay in the repair. It is anticipated the compressor will not
be operationa] until approximately August 26, 1970. Unless gas from the
Trading Bay Unit State K-20 well can be utilized for gas lifting operations,
production from some wells will have to be curtailed and other wells will
have to be shut in. The Engineering Report referred to in Union's application
for exception to Section 2158(b) dated August 3, 1970 contains information
presenting strong evidence of the likelihood of well bore damage to wells
shut in for an extended period of time. Union therefore respectfully requests
an Emergency Order be issued allowing exception to Section 2158(b) of the Oil
and Gas Conservation Regulations to permit the escape into the air of gas from
Trading Bay Unit State K-20 well after being utilized for lifting oil for the
period August 13, 1970 through August 27, 1970 inclusive or until the damaged

Union Oil Company of California, as Unit Operator of the Trading Bay Unit,
hereby confirms its verbal request of July 28, 1970 for the Alaska Oil and
Gas Conservation Committee to issue an emergency order allowing exception
to Section 2158(b) of the Oil and Gas Conservation Regulations to permit the
escape into the air of gas from the Trading Bay Unit State K-20 well for the
period July 29, 1970 through August 12, 1970 inclusive.
A compressor on the .King Salmon Platform was damaged in operation on July 24,
1970 and is inoperative awaiting repairs. It is anticipated such repairs
will be completed on or before August 12, 1970. The remaining compressor
cannot provide sufficient gas in the interim to continue the current level
of gas lift operations which will cause the restriction of production in some
wells and the shutting in of others unless gas from the K-20 well is utilized.
The information contained in the Engineering Report submitted to you on
May 25, 1970 in support of a similar application for exception dated May 20,
1970 is still applicable and is incorporated herein by reference. Said report
presents strong evidence of the likelihood of well bore damage to wells shut
in for the period that will be required to repair compression facilities.
From the foregoing, it can be seen that an emergency requiring immediate
action exists. It is therefore respectfully requested that an emergency
order be issued effective July 29, 1970.

The Union Oil Company of California, as operator of the Trading Bay Unit,
petitioned the Alaska Oil and Gas Conservation Committee on july 28, 1970
for an emergency order allowing exception to Title 11, Alaska Administrative
Code, Section 2158(b), to permit the escape into the air of gas from the
Trading Bay Unit State K-20 well after use for~artificial lifting of oil
from the McArthur River HemlOck Oil Pool. There has been a mechanical
failure of one of the two compressors on the King Salmon Platform and the
resulting reduction i nproduction may.result in well damage unless gas
from the K-20 well is utilized.
