Union Oil Company of California requested the referenced extension by letter dated June 16, 1972. 2. A notice of the request was published in the Anchorage Daily News on June 20, 1972, pursuant to Title II, Alaska Administrative Code, Section 2009. 3. A public hearing was held in the Division of Oil and Gas building on June 30, 1972, at which time the applicant presented testimony. FINDINGS: I. Gas well gas is used to lift oil from the oil pools in the McArthur River Field during periods when casinghead gas cannot be utilized for this purpose because compressors are down for maintenance or repair. 2. Gas well gas is commingled with casinghead gas in the well bore and the two types of gas cannot be separated at the wellhead, and a portion escapes into the air when compressors are down. 3. Compressors frequently require a period in excess of five days for maintenance or repair, but seldom more than 15 days per calendar quarter. 4. Because of a lack of compressor capacity on the platforms, some of the gas well gas, after being used to lift oil, cannot be compressed and transported to shore and into the gas-gathering system now under construc- tion. Conservation Order No. 95-A Page 2 July 19, 1972 CONCLUS IONS Use of gas well gas and its subsequent escape into the air for not to exceed 15 days per calendar quarter is reasonably necessary when any compressor which utilizes casinghead gas is inoperative. Reference is made to that application of June ~6, ~972, and we wi~J calJ upon our expert witness, Mr. Ken Zerda in support of such application, testify with additional support data and information. Mr. Zerda has a masters In engineering and mining degree from the University of Berkley, received in 1965. He was employed by Union 011 Company of California in 1955. Mr. Zerda has held various positions wlth the company as Petroleum Engineer Drilling Foreman, Production Engineer, Reservior Engineer in 1965. He has a MS Petroleum Engineering from the University of California in Los Angeles. University of Southern Ca~ifornia, I am sorry. He was engineering supervisor at Ga~aton Ca~lfornia with Union In 1965. He was district engineer for Union In Oklahoma City in 1967; as the NBA In Oklahoma City in 1970. He was transferred to Alaska as district engineer In December of ~970 and is presently district engineer of the Alaska District for Unlon 01~ Company. He lsa regesterd Petroleum Engineer ~n California, Oklahoma and Texas. Mr. Zerda. MR. ZERDA: This testimony (interrupted by Mr. Burrell) MR. BURRELL: Excuse me Mr. Zerda, without objection we accept your qua~ifications. MR. ZERDA: Thank you sir. My name ~s Ken Zerda (interrupted by Mr. Marshal ~) MR. MARSHALL: P~ease rise and~'r~.l.~e your right hand. ~n the matter now at hearing do you swear to te~ the truth, the who~e truth and nothing but the truth so he~p you God? MR. ZERDA: ~ do. This testimony is in addition to testimony already w~th th~s Committee and amplifies that testimony. On a~ the Trading Bay Unit P~atforms the gas ~lft compressor that we currently use, compress the ~ift gas through a processing contlnous recircu~ation. Gas ~s compressed from a separator pressure of 50 to 90 pounds through a gas ~lft pressure which varies from ~00-1300 pounds. When we ,,~ a gas ~lft compressor or when a compressor package ls down for any reason, then gas we~ gas is used to supplement the ~lft gas. This gas we~l gas is available at ~00-~200 pounds and returns to the surface at separator pressure. Where we use separate compressors for gas transportation, these compressors we currently have are at fu~ capacity; therefore, most of the gas we~ gas that we use for ~ift must be flared. There is no additional capacity to take this gas to shore. In some cases, the same compressors which compresses gas for lift ls also used for the transportation of this gas to shore. In that case, all or a portion of the capacity to transport solution gas to shore, as well as the gas lift gas, is lost when the compressor ls down. It too has to be flared. That very simply then is why gas has to be flared when we loose a compressor and have to use gas lift gas to continue producing the wells on these platforms. That concludes my testimony. MR. RODGES: To be Included In the record we wish to submit our additional comments dated June 30, 1972. This is the setting for Mr. Zerda's testimony. MR. BURRELL: I note that the letter of application dated June 16 w~th Exhibits ~ through 9 MR. RODGES: ~ am sorry ~ did not hear you.. MR. MARSHALL: ~ see no problem. We won't call them hearing exhib~ts. MR. BURRELL: Okay, we'i~ cal~ that Exhibit ~0, the letter of June 30. Do you have any further testimony or should we proceed to ask questions? MR. RODGES: We have no further ±estimony at this point. MR. GILBRETH: Mr. Zerda, speaking of the eventuality where a compressor would go down, as ! understand what you ±old us, If a compressor goes down a certain portion of your gas --if it is in the high stages--a certain portion of the gas stlll could be compressed and go ±o shore from your ~owes± stages, is this not righ±? MR. ZERDA: That would depend on just how the compressors were set up. For instance, on the Dolly Varden you have two separate reciprocal compressors, and they have a Iow stage to shore, a 250 pound stage to shore, and they have a high stage for gas lift. If you lose one of those compressors then you have lost essentially part of your transport to shore and you have lost part of your gas lift. As such then you are using gas lift gas to lift your wells. There is no additional capacity to take it to shore, nor is there any additional capacity to take the casing- head gas which you are lifting at that time to shore. So in essence you are flaring both the lift gas and the cas inghead gas. MR. GILBRETH: Is this situation the same on all the platforms. MR. ZERDA: No it is not. It is a little different on a~l p~atforms. MR. GILBRETH: Some of the platforms, as ! have understood the hook-ups, if the high pressure stage-the high stages were out, it might stll~ be possible to move some of the iow pressure gas to the shore, is this right? Some of it? MR. ZERDA: That is correct. MR. G ILBRETH: In the cases where it would be possible to move if to shore is the dry gas that is being used for gas ~ft--not the commingled but if you were to say it were, to go to shore wou~d it be necessary to f~are cas inghead gas on the p I atform? MR. ZERDA: That is right too. Once--then there is the system you can't distinguish the gases. MR. GILBRETH: Right. If the compressors go out, do you use dry gas or use gas from gas wells for gas lift? Is this gas also then used for fuel? Or do you take the commi.ngled or casinghead gas then for fuel? Part of your platform facilities, as I understand it, utilize casinghead gas for fuel and when a compressor i:s down. !~ it still possible to do this or aretthey completely out of the system? MR. ZERDA: We are currently using both casinghead gas and gas wei~ gas for fuel. Now just how the system would operate if we lost the compressor I would emagine it would be completely on gas ~lft gas--I mean on gas well gas for fuel. MR. GILBRETH: You are using it for fue~ and gas lift? MR. ZERDA: And it depends on the platform too, on the Grayling for instance the bulk of fuel gas right now is gas well gas. MR. GILBRETH: I think that ls all I have for now. MR. BURRELL: Do you have any questions Mr. Marshall? MR. MARSHALL: No I don't have any questions. MR. BURRELL: Is there any further testimony? MR. RODGES: I think this concludes our written and oral testimony unless it is the desire of the Committee to leave the record open for additional questions or other information. MR. BURRELL: No, unless you have some additiona~ information. MR. RODGES: No sir, not at this time. MR. BURRELL: I just have one question which is mainly of a procedural nature-- It appears as though th~s lsa permanent situation. You are asking for only a one year~'.;extenslon. Do you anticipate making It permanent after having some experience with It? MR. RODGES: To--I am not at this time, but I think it's relatively probably the mechanics and engineer~ng of it and that same question I turn over to Mr. Zerda--that mechanical ly they fee~ that there was a reason for thei r request of another years extension. You have asked for an extension till 7:00 a.m., Ju~y ~, ~973 presumably the situation that resulted in the past~bs'justificatton of one year extension wi~ be a continued justification and you wll~ want It extended beyond that date. ~n other words-probably made permanent, is that correct? As additional information and support for such request, we offer the following brief summary of platform compression problems related to Conservation Order 95. On all Trading Bay Unit platforms gas lift compressors compress lift gas (continuous recirculation) from separator pressure (50-90 psi) to gas lift pressure (1100-1300 psi). When a gas lift compressor (or compressor package) is down, gas well gas is used to supplement lift gas. Gas well gas is available at 1100- 1200 psi and returns to the surface at separator pressure. Where sep- arate compressors are used for gas transportation, they are approximately at capacity; therefore, most of the gas well gas used for lift must be flared. In some cases, the same compressor which compresses gas for lift is also used for transportation. In support of this request, reference is made to information and testimony previously submitted in connection with Conservation Order No. 95, under which said Rule was promulgated. In further support and to bring up to date the previous information and testimony, the enclosed Exhibits 1 through 3 are tabulations of occurrences when gas well gas was utilized for lift purpose pursuant to Conservation Order No. 95 on the Dolly Varden, Grayling and King Salmon Platforms respec- tively. Exhibits 4 through 6 are plats of the cumulative hours per month that the gas wells were utilized for lift purposes on each of the platforms. Exhibits 7 through 9 show this same information with the hours cumulated by quarters. From these exhibits it is apparent that operation under Section 2158 (b)(3) of the Oil and Gas Conservation Regulations would have required four special exceptions from the Conservation Committee; whereas operation under Conservation Order No. 95 required only one special exception from the Committee. Further, Rule 7, while reducing consid- erably the administrative burden that would have been imposed by Regulation 2158(b)(3), did not authorize on a cumulated basis the use of more gas than is allowed by the regulation.
