July 9, 1981 IT APPEARING THAT: lo Union Oil Company of California operator of the Kenai Unit, by letter dated June 18, 1981, requested the Alaska Oil and Gas Conservation Commission to amend Rule 2 of Conservation Order No. 82 which defines drilling units and sets out spacing requirements for all gas pools in the Kenai'Gas Field. 0 Notice of Public Hearing was published in the Anchorage Times on June 26, 1981. 3. There were no protests to the application. FINDINGS: lo o 0 0 Rule 2 of Conservation Order No. 82 is as follows: A drilling unit for each pool shall consist of any two adjacent governmental quarter sections within the same section. Not more than one completed well shall be allowed in any drilling unit. No pay open to the well bore will be less than 3,000 feet from the pay in the same pool in any other well capable of producing the re from. Six defined gas pools and one undefined gas pool are Present in the Kenai Gas Field. The known productive limits of all pools are included in the Kenai Unit, which is the affected area. The correlative rights of all owners in the Kenai Unit are protected, regardless of spacing requirements. Conservation Ord~ No. 175 Page 2 July 9, 1981 0 o 7o Bo Gas reservoirs in the Kenai Gas Field occur in both continuous sand beds and discontinuous sand beds. Evidence indicates that a closer spacing of wells will not harm continuous sand reservoirs and could lead to increased gas recovery from discontinuous sand reser- voirs. The establishment of drilling units is not necessary when spacing requirements are removed. The flexibility to vary well spacing will permit the best use of existing drill sites and may prevent the construction of addition drill sites. NOW, THEREFORE, IT IS ORDERED THAT: Rule 2 of Conservation Order No. 82 is hereby amended to read as follows: Rule 2, Well Spacin~ There shall be no restrictions as to well spacing except that no gas pay shall be opened in a well closer than 1,500 feet to the unit boundaries. Notice is hereby given that Union Oil Company of California has requested the Alaska Oil and Gas Conservation Commission to issue an order amending Rule 2 of Conservation Order No. 82. The request is to require no spacing requirements in the Kenai Unit (a 3000 foot minimum distance between pay Opened to the well bore in the same pool is nOw required in Conservation Order 82) and no pay may be opened to the well bore closer than 1500 feet to the unit boundaries (the statewide rule). The operator states that in the reservoirs occuring in the Kenai Unit correlative rights will not be affected, continuous reservoirs will not be affected. by closer spacing and discontinuous reservoirs will be aided by closer spacing since all pay sands will tend to be depleted. The operator further states that with the elimination of spacing requirements, additional roads and drilling pads will not be necessary. The operator further states that about 25 more wells and 32,000 HP of compression will be necessary during the remaining life of the field. Parties who may be aggrieved if the referenced order is issued are allowed 10 days from the date of this publication in which to file a protest in writing, stating in detail the nature of the aggrievement, and a request for a hearing. The place of filing is the Alaska Oil and Gas Conservation Commission, 3001 Porcupine Drive, Anchorage, Alaska 99501. Inc., and itself in the Kenai Unit, requests that the Alaska Oil and Gas Conservation Commission issue an order modifying Rule #2 (Well Spacing) of Conservation Order #82. Rule #2 presently states: "A Drilling unit for each pool shall consist of any two adjacent governmental quarter sections within the same section. Not more than one completed well shall be allowed in any drilling unit. No pay open to the well bore will be less than 3,000' from the pay in the same pool in any other well capable of producing therefrom.'' Union Oil Company of California, as Operator, of the Kenai Unit respect- fully request that Rule #2 be restated to read: "There shall be no spacing requirements within the Kenai Unit except that no hydrocarbon reservoir may be opened to the well bore closer than 1500' to the unit boundaries." The modification of spacing requirements in the Kenai Gas Field is both technically and practically sound. The optimum number and location of wells drilled in a gas reservoir (the spacing) is technically governed by the size and continuity of the reservoir, the type of recovery mechanism displacing the gas and the required production rate. In addition, when a non-unitized reservoir is produced by more than one lessee or from more than one lessor's acreage the spacing can be important in insuring Alaska Oil & Gas Conservation Commission Kenai Gas Field Page two June 18, 1981 that each owner recovers the proper share of the gas. In the Kenai Gas Field, all the reservoirs are unitized so that spacing requirements for the purpose of protecting the rights of individual lessees and lessors is not applicable. Thus the only justification for spacing requirements would be the possible effect on ultimate recovery. It is an accepted premise in the gas industry that reduced spacing will increase the ultimate gas recovery if there are significant reservoir discontinuities or water influx. If neither of these conditions exist, ultimate gas recovery is independent of spacing. The pressure and production history of the reservoirs in the Kenai Gas Field has shown the field to be unaffected by water influx. (See figures 1 thru 8 on attached Exhibit "A".) Pressure measurements taken annually in all the wells have shown the Sterling and Tyonek reservoirs to have good continuity (See figure 9 on attached Exhibit "A"). As the pressure data and attached cross sections (See figures 10 and 11 on Exhibit "A") indicate, the Beluga formation contains sands which are discontinuous. In a reservoir composed of discontinuous sands close spacing is necessary in order to adequately deplete all the sands. In the other reservoirs well spacing will not affect recovery. Therefore there'is no technical basis for spacing regulations in the Kenai Gas Field. The gas sales contracts will require maintaining the deliverability from the Kenai Gas Field for the remaining life of the field. As the gas is produced, the reservoir pressures, continue to decline. Each tubing string is limited to a certain size since most of the wells are completed as dual producers, As a result, many wells have already reached their critical flow. To maintain the required deliverability, additional wells and compression are needed. Approximately 25 wells and 32,000 HP of compression will be added during the remaining life of the field in order to maintain deliverability. It is planned to centralize major compression at two or three of the existing sites with tie-ins to the remaining sites. If present spacing regulations are maintained it will not be possible to drill the necessary wells from the existing pads. This will necessitate the construction of additional gravel pads and roads and the installation of additional compression. The construction of additional gravel pads and roads in an area which has been declared a wetlands is neither ecologically nor economically desirable. In support of our application and in accordance with 20 AAC 25.055(B) we have attached Exhibit "B" which sets out the names of all owners and of all operators of governmental quarter sections who would be affected by this request for modification of Rule #2 of Conservation Order #82. Additionally.we have attached our geological report, Exhibit "C" along with maps (C1-C3) showing the property for which said modification is sought, all completed and drilling wells on the property and all adjoining properties and wells. The axis of this structure trends N-S, somewhat pJralleling the present day coast- line, and migrates to the east with depth due to the thinning of the Tyonek Formation in this direction. The western flank of this structure is typically steeper than the eastern flank from dipmeter control (10- 20¼ vs. 5-6¼), and is interpreted to steepen with depth. No faulting has been interpreted to exist in the field area. STRATIGRAPHY The sediments of the Kenai Gas Field area are comprised of +14,500' of fluvial, fluvial-alluvial, and braided stream deposits of Tertiary age overlain by several hundred feet of recent glacial alluvium. The main producing intervals in the Kenai Gas Field are the Sterling Formation (Pliocene), the Beluga Formation (U. Miocene), and the "D" zone of the Tyonek Formation (L.-M. Miocene). Underlying the Tyonek Formation are the Hemlock Formation (U. Olicocene) and the West Foreland Formation. (Eocene-Oligocene), both of which have tested no commercial quantities of hydrocarbons in the Kenai Gas Field to date. Underlying these formations is possibly a thin veneer of Cretaceous sediments underlain by an undetermined thickness of Upper or Middle Jurassic sediments. Both of these intervals have not been penetrated in this area. The Sterling. Formation is made up of a thick sequence of massive sand- stones and conglomeratic sandstones with interbedded claystones and thin c6~ls. This formation is over 3500' thick in the Kenai Gas Field area wi~ the lower +1100' containing the producing intervals. The producing intervals are highly continuous and individual units can be correlated for"S~veral miles. Porosities in. this formation are generally over 30% wmth..~p,~meabilities averaging 1.2 darcies. The Beluga Formation unconformably underlies the Sterling Formation and consists of interstratified beds of claystone, sandstone, and siltstone 'i~With rare amounts of iignitic to subbituminous coal. This formation is ~2500' thick in the Kenai Gas Field area with producible horizons inter- spersed throughout the formation. The producing sandstone intervals are generally thin to medium bedded and are usually discontinuous over rela- tively short distances. Porosities range from 14-19% with permeabil- ities ranging up to a hundred millidarcies in the producing zones. The Tyonek Formation unconformably underlies the Beluga Formation and consists of massively bedded fine to conglomeratic sandstones and thick coals with siltstone, claystone, and shale interbeds. This formation is ~5500' thick in the Kenai Gas Field with the producing interval consist- ing of several sandstone units midway in the section at the "D" zone level. Inc., and itself in the Kenai Unit, requests that the Alaska Oil and Gas Conservation Commission issue an order eliminating Rule #2 (Well Spacing) of Conservation Order #82, except that a 1500 foot minimum distance from the unit boundaries be maintained. Rule #2 states: "A drilling unit for each pool shall consist of any two adjacent governmental quarter sections within the same section. Not more than one completed well shall be allowed in any drilling unit. No pay open to the well bore will be less than 3,000' from the pay in the same pool in any other well capable of producing therefrom." The elimination of spacing requirements in the Kenai Gas Field is both technically and practically sound. The optimum number and location of wells drilled in a gas reservoir (the spacing) is technically governed by the size and continuity of the reservoir, the type of recovery mechanism displacing the gas and the required production rate. In addition, when a non-unitized reservoir is produced by more than one lessee or from more than one lessor's acreage the spacing can be important in insuring that each owner recovers the proper share of the gas. In the Kenai Gas Field, all the reservoirs are unitized so that spacing requirements for the purpose of protecting the rights of individual lessees and lessors is not applicable. Thus the only justification for spacing requirements would be the possible effect on ultimate recovery. It is an accepted premise in the gas industry that reduced spacing will increase the ultimate gas recovery if there are significant reservoir discontinuities or water influx. If neither of these conditions exist, ultimate gas recovery is independent of spacing. The pressure and production history of the reservoirs in the Kenai Gas Field has shown the field to be unaffected by water influx. (See figures 1 thru 8 on sttached Exhibit "A") Pressure measurements taken annually in all the wells has shown the Sterling and Tyonek reservoirs to have good continuity (See figure 9 on attached Exhibit "A"). As the pressure data and attached~ cross sections (See figures 10 & 11 on Exhibit "A") indicate, the Beluga formation contains sands which are discontinuous. In a reservoir composed of discontinuous sands close spacing is necessary in order to adequately deplete all the sands. In the other reservoirs well spacing will not affect recovery. Therefore there is no technical basis for spacing regulations in the Kenai Gas Field. The gas sales contracts will require maintaining the deliverability from the Kenai Gas Field for the remaining life of the field. As the gas is produced, the reservoir pressure will continue to decline requiring additional wells and compression to maintain deliverability. Approximately 25 wells and 32,000 HHP of compression will be added during the remaining life of the field in order to maintain deliverability. It is planned to centralize major compression at two or three of the existing sites with tie-ins to the remaining sites. If spacing regulations are maintained it will not be possible to drill the necessary wells from the existing pads. This. will necessitate the construction of additional gravel pads and roads and the installation of additional compression. The construction of additional gravel pads and roads in an area which has been declared a wetlands is neither ecologically nor economically desirable. In support of our application and in accordance with 20 AAC 25.055(B) we have attached Exhibit "B" which sets out the names of all owners and of all operators of governmental quarter sections who would be effected by this request for elimination of Rule #2 of Conservation Order #82. Additionally we have attached our geological report, Exhibit "C" along with maps (C1 - C3) showing the property for which said exception is sought, all completed and drilling wells on the property and all adjoining properties and wells. Also, in accordance with 20 AAC 25.055(B) we submit herewith a copy of the registered notice of our application for exception sent to all owners and to all oPerators noted in Exhibit "B". EXHIBIT C GEOLOGY STRUCTURE The Kenai Gas Field structure is a somewhat symmetrical, simple anti- cline approximately five miles wide and eight miles long. The axis of thi's structure trends N-S, somewhat paralleling the present day coast- line, and migrates to the east with depth due to the thinning of the Tyonek Formation in this direction. The western flank of this structure is typically steeper than the eastern flank from dipmeter control (10- 20° vs. 5-6°), and is interpreted to steepen with depth. No faulting has been interpreted to exist in the field area. STRATIGRAPHY The sediments of the Kenai Gas Field area are comprised of +14,500' of fluvial, fluvial-alluvial, and braided stream deposits of T~rtiary age overlain by several hundred feet of recent glacial alluvium. The main producing intervals in the Kenai Gas Field are the Sterling Formation (Pliocene), the Beluga Formation (U. Miocene), and the Tyonek Formation (L.-M. Miocene). Underlying the Tyonek Formation are the Hemlock Formation (U. Olicocene) and the West Foreland Formation (Eocene- Oligocene), both of which have tested no commercial quantities of hydro- carbons in the Kenai Gas Field to date. Underlying these formations is possibly a thin veneer of Cretaceous sediments underlain by an undeter- mined thickness of Upper or Middle Jurassic sediments. Both of these intervals have not been penetrated in this area. The Sterling Formation is made up of a thick sequence of massive sand- stones and conglomeratic sandstones with interbedded claystones and thin coals. This formation is over 3500' thick in the Kenai Gas Field area with the lower +1100' containing the producing intervals. The producing intervals are hi-ghly continuous and individual units can be correlated for several miles. Porosities in this formation are generally over 30% with permeabilities averaging 1.2 darcies. The Beluga Formation unconformably underlies the Sterling Formation and consists of interstratified beds of claystone, sandstone, and siltstone with rare amounts of lignitic to subbituminous coal. This formation is +2500' thick in the Kenai Gas Field area with producible horizons inter- s-persed throughout the formation. The producing sandstone intervals are generally thin to medium bedded and are usually discontinuous over rela- tively short distances. Porosities range from 14-19% with permeabil- ities ranging up to a hundred millidarcies in the producing zones. The Tyonek Formation unconformably underlies the Beluga Formation and consists of massively bedded fine to conglomeratic sandstones and thick coals with siltstone, claystone, and shale interbeds. This formation is +5500' thick in the Kenai Gas Field with the producing interval consist- ing of several sandstone units in the upper portion and midway in the section at the "D" zone level. Porosities in the Tyonek Formation range from 16-24% with permeabilities ranging up to several hundred milli- darcies.
