IT APPEARING THAT:

Amoco Production Company, by letter dated July 31,
1981, requested the Alaska Oil and Gas Conservation
Commission to grant an exception to part of the surface
hole diverter system requirements in 20 AAC 25.035(b)(1)
for the drilling rig on the referenced well site, which
requires, among other things, the equivalent of a
six-inch line with at least two lines venting in differ-
ent directions.

Notice of Public Hearing was published in the Anchorage
Times on August 28, 1981.
3. There were no protests to the application.
FINDINGS:

20 AAC. 25.035(b)(1) is as follows:
(b) Surface Hole Diverter System:
(1) before drilling below the conductor
string, at least one remotely controlled annular pre-
venter and flow diverter system must be installed; the
annular preventer must permit the diversion of hydro-
carbons and other fluids; the low pressure, high capac-
ity diverter system must provide at least the equiva-
lent of a six-inch line with at least two lines venting
in different directions to insure safe downwind diver-
sion and must be designed to avoid freezeup; these
lines must be equipped with full-opening butterfly type
valves or other valves approved by the Commission; a
schematic diagram, list of equipment, and operational
procedure for the diverter system must be submitted for
approval with the application for a Permit to Drill
(Form 10-401); and
The drilling rig on the referenced well site will have
a diverter system that vents gas in the derrick at the
derrickman's position.

The diverter system as proposed has functioned safely
for more than 10 years on rigs on platforms in Cook
Inlet.
An exception, as requested, to 20 AAC 25.035(b)(1) for
the rig on the referenced well will not create an
unsafe drilling practice.
NOW, THEREFORE, it is ordered that:
The drilling rig to be used on the No Name Island No. 1 well
is exempted from the specific requirements of 20 AAC 25.035(b)(1)
which require the equivalent of a six-inch line with at least two
lines venting in different directions. A system with a minimum
six-inch diverter flowline to a degasser and vented by a minimum
six-inch line at the derrickman's position or the crown is
approved.

(Formerly Narwhal Well No. 1)

Attached in triplicate is a revised Permit to Drill (Form lO-401) for
the Beaufort Sea exploratory well, No Name Island Well No. 1. Our
original permit for this location referred to the well as "Cross Island
Well No. 1" (please see letter and permit dated March 5, 1980, File'
LAD-202-WF). We later decided to change the well's name to "Narwhal
Well No. 1" and proposed this in a letter and Form 10-403, Sundry
Notices and Reports on Wells, dated March 13, 1980, File' LAD-277-WF.
On July 22, 1980, we received the approved Forms 10-401 and 10-403 from
your office. Our company later decided not to drill this well as planned
in the 1980 winter drilling season, with spud on November l, 1980.
According to your Regulation 20 AAC 25.005, Section K states' "If
drilling is not commenced within. 24 months after the approval date, the
drilli'ng permit will expire." Thus, we assume our permit for Narwhal
Well No. 1 is still in effect, noting the July 11, 1980 approval date.

With this in mind, please consider the enclosed Form lO-401 as a proposal
for a name change from Narwhal Well No. 1 to No Name Island Well No. 1,
although we have not changed islands. The surface location has been ·
accurately established due to the recent drilling pad construction and
conductor pipe installation. The bottomhole location has also been
updated due to the most recent geologic interpretation of the Kekiktuk
Formation. Finally, the revised casing and cement programs enclosed are
designed to accommodate an annular injection program of waste fluids, an
operation not considered in previous casing designs.
No Name Island Well No. 1 is to be drilled from a surface location on No
Name Island 2471' FWL, 605' FSL, Section 23, T13N, R16E, Umiat Meridian.
The primary downhole objective is the Kekiktuk Formation at 100' FWL,
1525' FSL, Section 26, T13N, R16E, Umiat Meridian at an estimated depth
.of 10,352' subsea. Attached to the permit are several maps locating the
island and surface and bottomhole locations, a surveyor's plat showing
the surface location, and a detailed casing and cementing program.
Diagrams of our BOP equipment have been included also, and we plan to
run our surface hole diverter line in the derrick of the rig to allow
safe diversion of any surface gases encountered. We feel this is the
safest means of gas diversion for this island operation, and therefore
request an exception to the Commission's surface hole diverter regulation
(.20 AAC 25.035, Section B) requiring two.diverter lines be laid horizon-
tally in two different directions. Please refer to your letter dated
June 4, 1981, and our previous request for a blanket exception for our
Cook Inlet platforms dated July 7, 1981, File: LAD-754-447.1.

Surface Hole' Diverter Ssstem
With regard to your recent requesi~ for comments involving the Surface
Hole Diverter System Regulation (refer to your letter dated June 4,
1981, Regulation 20 AAC 25.035, Section B), Amoco is requesting an
exception to the section of this regulation which states'
"...the low pressure, high capacity diverter
system must provide at least the equivalent
of a six-inch line with at least two lines
venting in different directions to insure
safe 'downwind diversion..."
We request this exception for all four of our Cook Inlet platforms for
all present and future drilli.ng operations.
Our present system of diversion, as seen in Attachment I, vents gas in
the derrick above the rig floor at the crown on platforms Anna 'and
Dillon, and at the derrickman's position on Bruce and Baker. Historically,
this system has been rarely, yet successfully utilized to divert small
amounts of coal gas while drilling at these shallow depths. This gas is
low volume and 'tends to deplete quickly. This system has also been
inspected by your personnel in the recent paSt and was found to be~'~
satisfactory.

Furthermore, it is felt that diverter lines laid horizontally for
diversion of flow in two directions on an offhsore platform is far more
hazardous than our present system since there are many potential ignition
sources at or near the deck level that could easily ignite vented gas in
the event of a sudden wind change or similar occurrence. Also, our
system is functionally identical to the system seen in the API Recommended
Practices for Blowout Prevention Equipment Systems Bulletin (API RP 53),
Page 4, Figure 2.A.1; the API recommendations bei.ng widely accepted as
the standard of the industry.
