There were no protests to the application. FINDINGS: lo The testing equipment for gas-oil ratio tests is automated in the Prudhoe Bay Field and gas-oil ratio tests are being taken every day. 0 ARCO Alaska, Inc. and Sohio Alaska Petroleum Company are the only operators in the Prudhoe Bay Field. 0 The Alaska Oil and Gas Conservation Commission is aware of the daily testing program and, by practice, has advance notice of gas-oil ratio tests. 0 Rule 7 of Conservation Order No. 145 reads as follows: "Between 90 and 120 days after substantial production starts and each six months thereafter a gas-oil ratio test shall be taken on each producing well. The test Conservation Ord~e~'r No. 185 Page 2 shall be of at least 12 hours duration and shall be made at the producing rate at which the operator ordinarily produces the well. The test results shall be reported on gas-oil ratio test form P-9 within fifteen days after completion of the survey. The Committee shall be notified at least five days prior to each test." CONCLUSION: The waiver of the advance notice requirement by the deletion of the last sentence of the rule will not affect the intent and purpose of the rule and the Commission may still request advance notice to monitor the gas-oil ratio test on a specific well. NOW THEREFORE, IT IS ORDERED THAT: Rule 7 of Conservation Order No. 145 is amended to read as follows: "Between 90 and 120 days after substantial production starts and each six months thereafter a gas-oil ratio test shall be taken on each producing well. The test shall be of at least 12 hours duration and shall be made at the producing rate at which the operator ordinarily produces the well- The test results shall be reported on gas-oil ratio test form 10'409 within fifteen days after completion of the survey." Notice is hereby given that ARCO ALASKA, INC. and SOHIO ALASKA PETROLEUM COMPANY, operators of the Prudhoe Bay Unit, have requested the Alaska Oil and Gas Conservation Commission to issue an order waiving the five day advance notice requirement of Rule 7, Gas-Oil Ratio Tests, of Conservation Order No. 145. The waiver of the advance notice provision is requested because advance notice is no longer necessary. One or more of the many producing wells is being tested each day so that the Commission is on permanent advance notice. Parties who may be aggrieved if the order is issued granting the referenced waiver are allowed 10 days from the date of this publication in which to file a protest in writing, stating in detail the nature of their aggrievement and their request for a hearing. The place of filing is the Alaska Oil and Gas Conser- vation Commission, 3001 Porcupine Drive, Anchorage, Alaska 99501. If such a protest is timely filed, a hearing on the matter will be held at the above address at 9:00 AM on September 28, 1982 at which time protestants and others may be heard. If no such protest is timely filed, the Commission will consider the issu- ance of the order without a hearing. Re: Waiver of Rule 7 of Conservation Order, 145, Prudhoe Bay Field Dear Commissioner Chatterton: Rule 7 of Conservation Order 145 (May 31, 1977) requires an initial gas/oil ratio test on each well 'between 90 and 120 days after .substantial production starts and every six months thereafter. An additional provision of this rule is that the Commission shall be notified at least five days prior to each test. At the time of production start-up, the Operators discussed the notification requirement with your predecessor and former Commission members. The parties concluded that advanced notification would notb_e_..~_r_~t~d~A~ to the. large number of wells within the Prudh°e Bay Unit and the automated nature of the testing equipment. At least one or more wells within the field is being tested during any.day; the automated nature of the testing equipment makes the actual witnessing of the well test, at the time they occur, difficult. Accordingly, subsequent practice by both Operators has been not to notify the Committee five days prior to each test, and to our knowledge this has not impeded the Commission's ability to monitor the gas/oil ratio tests in all other respects.. By this letter we would wish to formally'recognize this practice, which we would suggest could be accomplished by a waiver of the notification .re.~_~_~r~.s of Rule 7 by the Commission, with provision that the Commission could re-establish the notification requirements at any time, upon reasonable notice to the Operators.
