October 14, 1980 IT APPEARING THAT: le Sohio Alaska Petroleum Company submitted an applicaton, dated September 22, 1980, requesting an exception to 20 AAC 25.035(c)2 for the subject well. 20 AAC 25.035 (c)2 requires the working pressure of any BOP and associated equipment to exceed the maximum surface pressure to which they may be subjected. · Sohio Alaska Petroleum Company states that, although the maximum eStimated surface pressure that could be encountered in the subject well is 8350 psi., it is not considered safe or practical to use an annular preven- ter to control pressures in excess of 5000 psi. · Sohio Alaska Petroleum Company reports that Draft Arctic O.C.S. Order No. 2, Section 5.1.1 states that the working pressure of a subsea annular preventer need not exceed 5000 psi. and, although the subject well is not a subsea configuration, the same requirements are applicable. · Sohio Alaska Petroleum Company states that using an annular preventer with a working pressure greater than 5000 psi. in conjunction with ram preventers with working pressures of 10,000 psi. is excessive. · Sohio Alaska Petroleum Company further states that using an annular preventer with a 5000 psi. working pressure along with ram preventers with a 10,000 psi. working pressure is a common practice and is accepted industry wide. · Notice of the application was published in the · Anchorage Daily News on September 30, 1980. Conservation .Order . 170 7. There were no protests to the application. FINDINGS: · The BOP configuration proposed for the subject well is in accordance with API RP 53, Section 2-C, which accepts as safe a 5000 psi. annular preventer in conjunction with 10,000 psi. ram preventers. · Sohio Alaska Petroleum Company will utilize two 10,000 psi. pipe ram preventers and a 10,000 psi. blind ram preventer in addition to the annular preventer which exceeds the requirements of 20 AAC 25.035(c)1. · Federal regulations have been changed so that the proposed BOP configuration for the subject well is acceptable as a safe practice. 0 Investigation by the Alaska Oil and Gas Conservation Commission indicates that the use of a 10,000 psi. working pressure annular preventer does not offer greater safety than a 5000 psi. working Pressure annu- lar preventer and, if tested frequently, the higher working pressure annular preventer could be less safe. CONCLUSION: The requested exception will not result in a drilling operation that is unsafe and, in fact, the exception could make the operation safer. NOW, THEREFORE, IT IS ORDERED THAT: The Sohio Alaska Petroleum Company is exempted from the requirements of 20 AAC 25.035(c)2 and may drill the Challenge Island #1 well using a 5000 psi. working pressure annular pre- venter in conjunction with the 10,000 psi. working pressure ram preventers. NOTICE OF PUBLIC HEARING STATE OF ALASKA Alaska Oil and Gas Conservation Commission Conservation File No. 170 Re: The application of Sohio Alaska Petroleum Company, dated September 22, 1980, for an order granting an exception to 20 AAC 25.035(c)2 of the regulations for the drilling of the Challenge Island #1 Well. Notice is hereby given that the Sohio Alaska Petroleum Company has requested the Alaska Oil and Gas Conservation Com- mission to issue an order granting an exception to the BOP equip- ment requirements of the referenced regulation for the Challenge Island 91, an exploratory well. The operator states that the use of an annular preventer with a rating greater than 5,000 psi would be excessive and that the use of a 5,000 psi annular pre- ventor in conjunction with 10,000 psi ram preventors is in accor- dance with API RP 53, Section 2-C. The operator further states that it is not considered a safe practice to attempt to control pressures in excess of 5,000 psi with an annular preventor. Parties who may be aggrieved if the referenced order is issued are allowed 10 days from the date of this publication in which to file a protest in writing, stating in detail the nature of the aggrievement, and a request for a hearing. The place of filing is the Alaska Oil and Gas Conservation Commission, 3001 Porcupine Drive, Anchorage, Alaska 99501. If such a protest is timely filed, a hearing on the matter will be held at the above address at 9:00 AM on October 14, 1980 at which time protestants and others may be heard. In our letter to you dated August 26, 1980, we stated that the estimated bottomhole pressure will be 9850 psi at 13,000 ft. TVDss in the Challenge Island #1 well. With a gas gradient of 0.116 psi/ft., the maximum possible surface pressure can be calculated to be 8350 psi. Regulation 20 AAC 25.035, Section (c), Paragraph 2 states: "The working pressure of any BOP and associated equipment must exceed the maximum surface pressure to which they may be subjected .... " Attached is a diagram of the stack arrangement for the blowout prevention equipment we are submitting to your department for approval to be used for this exploratory well. This configuration is in accordance with API RP 53, Section 2-C. The utilization of two pipe ram preventers exceeds the provisions stated in Regulation 20 AAC 25.035, Section (c), Paragraph 1. It is not considered safe or practical to use an annular preventer to attempt to control pressures in excess of 5000 psi. Draft Arctic O.C.S. Order No. 2, Section 5.1.1. states that the working pressure of a subsea annular preventer need not exceed 5000 psi. Although the case in hand is not a subsea configuration, we believe that using anything greater than a 5000 psi annular preventer along with 10,000 psi ram preventers which is practiced and accepted industry wide, would only be excessive.
