IT APPEARING THAT:
I. Pan'American Petroleum Corporation submitted an application dated January
13, 1971, requesting the referenced order.
2. A notice of public hearing was published in the Anchorage Daily News on
January 23, 1971, pursuant to Title II, Alaska Administrative Code, Section
2009, and no protest was received.
3. Conservation Order No. 89 permitted commingling of production from the
MGS "A" Oil Pool and the MGS "E," "F" and "G" Oil Pools without downhole check
valves and permitted semiannual well tests of the "A" Pool and the commingled
pool group for Middle Ground Shoal 17595 Well No. 4.
4. Administrative Decision 44.9 permitted commingling of production from the
MGS "A" Oil Pool and the MGS "E," "F" and "G" Oil Pools in accordance with
Rule 6 of Conservation Order No. 44 for Middle Ground Shoal 17595 Well No. 7.
5. Pan American Petroleum Corporation has changed its corporate name to
Amoco Production Company.
AND IT FURTHER APPEARING THAT:
I. In the past, semiannual production tests of the MGS "A" Oil Pool and
the commingled "A," "E," "F" and "G" Oil Pools for Middle Ground Shoal 17595
Well Nos. 4 and 7 have been obtained by setting a plug in the commingled
production string to shut in the "E," "F" and "G" Oil Pools while testing
the "A" Oil Pool, then removing the plug to test the commingled "A," "E,"
"F" and "G" Oil Pools.
2. The above testing method is becoming increasingly difficult due to plug
setting and ret ri eval problems.

3. Continued testing by the above procedure may result in inability to
retrieve the plug, creating a risk of permanent damage to the well.
4. A spinner survey will measure the proportionate amount of fluid being
produced from each of the oil pools, and is a satisfactory method of al locat-
ing production from the oil pools in MGS 17595 Well Nos. 4 and 7.
NOW, THEREFORE, IT IS ORDERED THAT Amoco Production Company is permitted to
obtain semiannual production tests for their Middle Ground Shoal 17595 Well
Nos. 4 and 7 by measuring the proportionate amount of fluid being produced
from the commingled "A," "E," "F" and "G" Oil Pools by means of spinner surveys.

Notice is hereby given that the Pan American Petroleum Corporation has
petitioned the Alaska Oil and Gas Conservation Committee for an order granting
an exception to Conservation Order Nos. 89 and 44. Pursuant to Title 11, Alaska
Administrative Code, Section 2009, parties who may be aggrieved if the requested
order is issued are allowed ten days from the date of this publication in which
to file a protest and request for hearing. The place for filing is 3001 Porcupine
Drive, Anchorage, Alaska 99504. If such a protest is timely filed, a hearing on
the matter will be held at the above address at 9:30 a.m., February 3, 1971, at
which time protestants and others may be heard. If no such protest is timely
filed, the Committee will consider the issuance of the order without a hearing.

Dear Sir:
As set forth in our letter of December 10, 1970, File: FKK-645-WF,
semi-annual production test data for the "A" and the commingled "A-EFG"
zones is required for the above referenced wells. However, these tests
are becoming increasingly difficult to obtain successfully. Our letter
proposed an alternative method of testing these wells, using a spinner
survey in the commingled production string.
We respectfully request that an exception to Conservation Order
No. 89 and Administrative Decision 44.9 be granted to allow data obtained
from spinner surveys to be submitted in fulfillment of the production
test requirements for Well No's. 4 and 7.

Dear Sir:
In accordance with Conservation Order No. 89 and your adminis-
trative approval under the provisions of Rule 6 of Conservation Order No.
44, we are required to furnish you with semi-annual production test data
for the "A" zones and the commingled "A-EFG" zones of Middle Ground
Shoal 17595 Well No's. 4 and 7. This data was submitted for the first
half of 1970 by our letter of July 17, 1970, File: FKK-420-WF.
In the past, we have obtained this data by setting a plug in the com-
mingled production string to shut in the "EFG" zone while testing the "A"
zone. Following this, the plug has been removed and a commingled "A-
EFG" zone test obtained. This method of testing is becoming increasingly
difficult to complete successfully. It has been necessary to run a scraper
on wireline in Well No. 4 to allow the plug to be run and seated properly.
In tests of Well No. 7, it has been necessary to bail sand from the tubing
to reach the plug. Once latched onto it, jarring action is required for a
considerable length of time before the plug is able to be retrieved. We
have serious doubts that such an operation will continue to be successful
in the future. Should we be unable to retrieve a plug, extensive downtime
and expense would be required in order to pull the tubing, remove the plug,
and return the well to production.
An alternative method of testing these wells is the use of a contin-
uous spinner survey in the commingled production string. This type of

survey would measure the proportionate amount of fluid being produced
from each zone during actual commingled production. Readings would be
made in the total commingled flow stream above both zones and in the flow
stream from the "EFG" zone. This is an established survey technique
which is used industry-wide. The data will be obtained and interpreted by
one of the several service companies. This method would test the well
under actual commingled producing conditions, rather than testing only the
"A" zone alone. Most importantly, the risk of having to pull the tubing
from either of the wells to return it to production would be reduced. Down-
time and deferred production during the survey would also be minimal.
Therefore, we respectfully request approval to submit data obtained
from spinner surveys in Well No's. 4 and 7 to fulfill the semi-annual pro-
duction test requirements.

CONTINUOUS FLOWMETER
PRINCIPLE AND DESCRIPTION
The Schlumberger Continuous Flowmeter is a velocimeter of the spinner type. It measures the speed
relative to the tool of the central vein of the fluid column, While Ioggin~l, the tool is moved against the
flew o? fluid at a predetermined constant speed, this speed being continuously recorded in the left hand
track of the log. The velocity of the fluid column relative to the tool is recorded in the right hand track
of the log. Combining this parameter with the tool logging speed and the hole diameter permits rate of
flow to be calculated.
Large variations of viscosity of the fluid surrounding the tool may influence tool response and, in non mono-
phasic media, a fluid identification survey such as the Gradiomanometer log is recommended to permit
interpretation of the flowmeter log.
Special design of the moving element has reduced to a minimum the chance of spinner clogging due to debris
in the well. However the operating procedure Includes "zero flow" and multiple runs, as well as "fixed
point" recordings, ensuring that logs delivered represent accurately the normal flow profile. Rugged
and shock proof, the Continuous Flowmeter can be adapted either to up or down flow, production or injec-
tion problems. Special mounting of the spinner and its electromagnetic counting system ensure a practic-
ally frictionless rotation. Threshold of the instrument is therefore very Iow and is always overcome by the
rotation of the spinner imposed by the movement of the tool.
The Continuous Flowmeter has an O.D. of 1-11/16" common to all the Production Logging Tools. It can,
if desired, be fitted with a metering section of 2" in diameter. Both versions have a discrimination better
than 0.5 fps (revolution per second).

USE
The Continuous Flowmeter Tool is used for the recording of production or Injection flow profiles. The fol-
