IT APPEARING THAT:
1.
ARCO Alaska, Inc., by letter dated September 27, 1983,
requested the Alaska Oil and Gas Conservation Commis-
sion to grant an exception to Rule 6 of Conservation
Order No. 165 to substitute static pressure surveys
in lieu of transient pressure surveys for six specific
wells in the Flow Station 3 Injection Project. ARCO
Alaska, Inc. also requested an exception to Rule 11
of Conservation Order No. 165 to provide an extension
of the six month time limit for the running of initial
productivity profiles in certain wells in the same
project·
·
The Alaska Oil and Gas Conservation Commission, upon
its own motion, deemed it necessary to provide for
administrative flexibility in the enforcement of
pressure and productivity monitoring requirements
because of the situations that are arising in the
collection of the productivity and pressure data.
·
Notice of the public hearing was published in the
Anchorage Times on October 6, 1983.
4. There were no protests to the application.
FINDINGS:
·
The Flow Station 3 Injection Project experienced a fire
and major disruption of the surface facilities on ~]ay
26, 1983. As a result of the mishap, many of the
injection and producing wells have been shut-in and the
remaining wells have been subject to limited flow or
limited injection of water.

To obtain a meaningful productivity- profile, a well
must be surveyed while producing at a stablilzed rate.
·
To obtain a meaningful transient pressure survey, a
well must be surveyed immediately upon shut-in after a
period of stablized production.
o
A static pressure survey of a well shut-in for an
appropriate period of time will provide suitable data
for monitoring the reservoir pressure of the Prudhoe
Oil Pool.
·
Because of changing conditions, including an increased
number of wells, the gathering of productivity' and
pressure data from individual wells has become more
complex than originally envisioned.
·
Flexibility in authorizing different methods for
obtaining meaningful pressure data has become necessary
due to the status of wells at the time period when
surveying is required.
·
Flexibility in the time requirements for obtaining
productivity profiles has become necessary due to the
status of wells at the time period when surveying is
required.
CONCLUSION:
·
The substitution of static pressure surveys for transient
pressure surveys and delaying the productivity surveys
in wells that are currently shut-in will not impair the
monitoring of the Prudhoe Oil Pool in the Prudhoe Bay'
Field.
·
Since the status of wells is changing from time to time
and the number of wells is increasing, the Commission
needs administrative authority to provide flexibility
for the obtaining of adequate pressure and productivit~~
data by other methods and at other times than those
required in Conservation Order No. 165.
NOW, THEREFORE, IT IS ORDERED THAT:
·
ARCO Alaska, Inc. is hereby permitted to substitute a
static pressure survey for a transient pressure survey
and to delay the obtaining of a productivity survey

until during the first 45 days after returning to
production the following six Prudhoe Bay Unit wells:

The Alaska Oil and Gas Conservation Commission may
administratively approve alternate methods and time
periods in the enforcement of Rule 6 and Rule 11 of
Conservation Order No. 165 provided that the data
obtained is appropriate for monitoring the Prudhoe Oil
Pool.

On December 6, 1984 ARCO Alaska, Inc. requested pressure fall-off
surveys in Prudhoe Bay Unit water injection wells DS 3-13, DS
9-12, DS 9-14, DS 16-3, and DS 17-8 be accepted to satisfy
requirements of Conservation Order No. 165, Rule 6(d).
At a meeting with ARCO representatives, December 26, 1984, .data
were submitted which demonstrate that appropriate reservoir
pressure data for reservoir management can be obtained from a
.four hour minimum pressure fall-off survey in injection wells.
The Alaska Oil and Gas Conservation Commission hereby approves
the substitution of four hour minimum pressure fall-off surveys
in Prudhoe Bay Unit water injection wells DS 3-13, DS 9-12, DS
9-14, DS 16-3, and DS 17-8 to satisfy requirements of
Conservation Order No. 165, Rule 6(d). This action is taken
pursuant to Rule 2 of Conservation Order No. 192.

semi-annual transient pressure survey on key wells, and the above
mentionmd wells are in that category.
It is stated that the two wells are now water injection wells and
a 4 to 6 hour fall-off pressure survey will provide an accurate
reservoir pressure. The Commission is in agreement with these
facts.
By this letter, the Alaska Oil and Gas Conservation Commission
hereby waives the requirements .of Rule 6(c) of Conservation Order
No. 165 for the Prudhoe Bay Unit key wells DS 3-11 and DS 16-11
and will accept fall-off pressure surveys on the wells.. This

transient pressure semi-annually on the PBU X-7 well (a'key well)
and an annual transient pressure survey in each of the
governmental sections where the A-15, A-18, and E-7 wells are
located.
It is stated that all four Wells are shut-in, have been shut-in
for a period of time exceeding ten days, that transient pressure
surveys are impractical in this situation and static pressure
surveys will provide adequate pressure data for reservoir
monitoring. The Commission is in agreement with these facts.

June 30, 1983 through March 23, 1984, the date on which the
static pressure survey was taken. The application further
states that an accurate pressure was o.btained due to 267 daYs
of shut-in time.

tivity profile for the Prudhoe Bay Unit No. DS 13-2A well.
This profile is required by Rule 11 of Conservation Order
No. 165, within six months after production commences.
The application states that there ts a channel in the cement
outside the production casing and ~mtil this channel ~.s
repaired, the productivity profile would provide little useful
information. It further states that the well is to be repaired
in the third quarter of 1984 and that a productivity profile
would be made within. 45 days after the well is returned to
sustained production.

sient pressure survey for key wells in the reservoir.pressure
surveillance program.
The application states that Prudhoe Bay Unit wells numbered. A-5,
E-l, H-8, N-7, and Q-3 have been shut-in either because of low
productivity or reservoir management and request that a ~static
bottomhole pressure survey on each well be substituted for the
transient pressure survey.
The Commission has examined the evidence available and concludes
that the static bottomhole pressure surveys will provide the data
necessary for use in the reservoir'pressure surveillance program.
Therefore, by this letter, the Alaska Oil and Gas ComServation

ARCO Alaska,. Inc.'s application requests substitution of static
'bottomho!e'pressure surveys for the tranS~ent surveys required in
Rule 6(e) and (d) of CO 165. These static pressure measurements
Were taken during the scheduled F$2 shutdown (March 12-19) after
a shat-in of approximately seven days. Pursuant to CO 188 and
192 it has been determined that static bottomhole pressure
surveys serve the intent and purpose of'Rule 6 of CO 165 and may
be substituted for the transient survey.~
The Alaska Oil and Gas'Conservation Commission hereby authorizes
substitution of static bottomhote pressure surveys for transient
surveys in PBU wells DS 3-10, DS' 3-15, DS 3.-18, DS 4-1, DS 4-5,

ARCO Alaska, Inc. requests administrative approval from the Alaska Oil &
Gas Conservation Commission to substitute a minimum 4-hour pressure
fall-off survey on Prudhoe Bay Unit water injection wells 3-11 and 16-11
for 24-hour pressure transient surveys as required in Conservation Order
No. 165, Rule 6C for the second half of the year 1984:
Wells 3-11 and 16-11 are designated as key wells for pressure
surveillance for the unit. Both wells have been converted to water
injection. It is felt a minimum 4 to 6 hour pressure fall-off survey
will provide an accurate reservoir pressure while avoiding the freeze-up
problems which a longer test may cause. Also, previous falloff tests
run across the field have illustrated that a 4-6 hour test is sufficient
for determining average reservoir pressure.

ARCO Alaska, Inc. requests administrative approval from the Alaska Oil &
Gas Conservation Commission to substitute static pressure surveys on the
following key wells for transient pressure surveys as required in
Conservation Order No. 165, Rule 6C for the second half of the year
1984:
Prudhoe Bay Unit Wells 1-4, 4-5, 11-2, 13-3
Two of the wells, 4-5 and 11-2, have been shut-in over a month and a
static pressure survey will be run on them before the end of the year
which will give an accurate reservoir pressure. Well 1-4 had a static
pressure survey run on 10/22/84 after 6 days of being shut-in. Well
13-3 was also shut-in for 6 days before a static pressure was run on
9/17/84. Both surveys gave an accurate reservoir pressure.

Sohio Alaska Petroleum Company, operator of the western half of the
Prudhoe Bay Unit, hereby requests an exception to Rule 6C of Conservation
Order No. 165 for wells A-23, B-9 and Y-8. These three wells have been
selected to fulfill the State requirement that a transient pressure
survey be run annually in each producing governmental section.
Ail three of these wells are shut-in, making transient pressure surveys
impractical. Because the length of shut-in time for each of these wells
exceeds 10 days, static bottom-hole pressure surveys will yield essen-
tially the same reservoir pressures, as transient pressure surveys,

Alaska Oil and Gas Conservation Commission
Re: The application of ARCO ALASKA, INC., dated September 27,
1983, requesting exceptions to Rule 6(b) and Rule il(a) of
Conservation Order No. 165 for several wells in the Flow
Station 3 Injection Project and the motion of the Commission
to provide for administrative relief of Rule 6 and Rule 11
in the Prudhoe Bay Field.
Notice is hereby given that ARCO Alaska, Inc. has requested
the Alaska Oil and Gas Conservation Commission to issue an order
granting exceptions to Rule 6(b) and Rule 11(a) of Conservation
Order No. 165 for several wells in the Flow Station 3 Injection
Project. The exceptions are requested because a major upset of
the project on May 26, 1983 required many wells to be shut-in,
water injection to be highly restricted and operations involving
pressure testing and productivity profiles to be modified. It
has also become apparent that with seven years of production
history in the Prudhoe Bay Field, the Commission needs adminis-
trative flexibility to deal with the problems pertaining to the
collection of productivity and reservoir pressure data.
Parties who may be aggrieved if the order is issued granting
the referenced request are allowed 10 days from the date of this
publication in which to file a protest, in writing, stating in
detail the nature of their aggrievement and their request for a
hearing. The place of filing is the Alaska Oil and Gas Conserva-
tion Commission, 3001 Porcupine Drive, Anchorage, Alaska 99501.
If such a protest is timely filed, a hearing on the matter will
be held at the above address at 1:30 PM on October 19, 1983 at
which time protestants and others may be heard. If no such
protest is timely filed, the Commission will consider the issu-
ance of the order without a hearing.

RE: Flow Station 3 Injection Project
Initial Surveillance
Dear Mr. Chatterton:
Since the May 26, 1983 mishap in the Flow Station 3 Injection Project
miscible injectant facility, our efforts have been focused on main-
taining reservoir pressure within the project area using the limited
water injection volumes currently available and limiting withdrawal. As
a result, the majority of the project wells have been shut in. This
mode of operation is expected to continue through the remainder of the
year, thereby necessitating, for some wells, an extension of time to
meet initial surveillance requirements as stated in Conservation Order
No. 165, Rules 6 and 11.
Attached is a list of the affected wells. We request that static
pressure surveys be substituted.in lieu of transient pressure surveys to
satisfy Rule 6, and that an extension of the six-month time limit be
granted for Rule 11. We propose to do the required initial productivity
profiles on the affected wells within 45 days of when the wells are
returned to production. Static surveys will be performed in the near
future on those wells with no survey.
