IT APPEARING THAT:
I ·
ARCO Alaska, Inc. by letter dated April 5, 1983,
requested the Alaska Oil and Gas Conservation Commis-
sion to issue an order granting an exception to Rule
6(c) of Conservation Order No. 165 for Prudhoe Bay Unit
wells number DS 3-11, DS 16-11 and DS 17-5 and an
exception to Rule 6(d) of the same order for Prudhoe
Bay Unit wells number DS 16-10, DS 16-14 and DS 17-9.
The exception would permit the running of static bottom-
hole pressure surveys in lieu of transient pressure
surveys on the six wells.

Notice of public hearing was published in the Anchorage
Times on April 11, 1983.
3. There were no protests to the application.
FINDINGS:
·
The area of the Prudhoe Bay Field in which the six
wells are located has shown an unanticipated rate of
reservoir pressure decline.
·
Production from the area was cut back in September,
1982 to arrest pressure decline and the six wells have
been shut-in for some time.
·
A measure of the bottomhole pressure in a well that has
been shut-in for an adequate period of time will be
essentially the same whether measured by a static or a
transient survey method.
·
Prudhoe Bay Unit wells number DS 3-11, DS 16-11 and
DS 17-5 have been designated as key wells and as such
require a semi-annual bottomhole transient pressure
survey.

Prudhoe Bay Unit wells number DS 16-10, DS 16-14 and
DS 17-9 have been designated as the wells in three
different govermental sections that require annual
transient pressure surveys.
CONCLUSION:
·
The six referenced wells have been shut-in a sufficient
length of time so that a static bottomhole pressure
survey will provide adequate pressure information to
monitor the reservoir.
·
As long as the three key wells are shut-in for at least
a 10 day period prior to conducting the survey, a
semi-annual static bottomhole pressure survey will be
adequate in the future.
NOW THEREFORE, IT IS ORDERED THAT:

·
Prudhoe Bay Unit wells number DS 3-11, DS 16-11 and
DS 17-5, key wells, may be surveyed by a bottomhole
static pressure method for the two surveys required in
1983 and for the first survey required in 1984 provided
the wells are shut-in for at least a 10 day period
prior to the survey.
Prudhoe Bay Unit wells number DS 16-10, DS 16-14 and
DS 17-9 may be surveyed by a bottomhole static pressure
method in 1983 .provided each well is shut-in for at
least a 10 day period prior to the survey.

Enclosed are Sundry Notices requesting permission to run static
bottomhole pressure surveys on key wells 3-11, 16-11 and 17-5, and
section wells 16-10, 16-14 and 17-9, in lieu of the pressure
transient test prescribed in 'Conservation Order 165, Rules 6-c and
6-d. The six wells are shut-in for bottomhole pressure maintenance
and are being monitored until waterflood in June 1984. The static
bottomhole pressure surveys should provide an accurate measurement
of reservoir pressure.
We are requesting permission to run static surveys on the key

ARCO Alaska, Inc. requests permission to run a static bottomhole pressure survey
on key well 3-11 in lieu of a pressure transient test. Conservation Order 165,
Rule 6-c requires a semi-annual transient survey on key wells.
ARCO Alaska, Inc. prefers to continue monitoring reservoir pressure with a static
survey in the downstructure Flow Station 2 area at key well 3-11, until waterfloOd
in June, 1984. The static pressure survey should provide accurate reservoir
pressure data. We are requesting permission to run a static survey on the well to
fulfill requirements of Conservation Order 165, Rule 6-c for the first and second
half of 1983, along with the first half of 1984.

Enclosed are Sundry Notices requesting permission to run static
bottomhole pressure surveys on key wells 3-11, 16-11 and 17-5, and
section wells 16-10, 16-14 and 17-9, in lieu of the pressure
transient test prescribed in Conservation Order 165, Rules 6-c and
6-d. The six wells are shut-in for bottomhole pressure maintenance
and are being monitored until waterflood in June 1984. The static
bottomhole pressure surveys should provide an accurate measurement
of reservoir pressure.
We are requesting permission to run static surveys on the key
wells, DS 3-11, 16-11 and 17-5, 'to fulfill the requirements of
Conservation Order 165, Rule 6-c for the first and second half of
1983, along with the first half of 1984. On section wells 16-10,
16-14 and 17-9, we are requesting permission to run static surveys
to fulfill requirements of Conservation Order 165, Rule 6-d, for
1983.

NOTICE OF PUBLIC HEARING
STATE OF ALASKA
Alaska Oil and Gas Conservation Commission
Re: The application of ARCO ALASKA, INC., dated April 5, 1983,
requesting exceptions to Rules 6(c) and 6(d) of Conservation
Order No. 165 in order to run static bottomhole pres sure
surveys in lieu of bottomhole transient pressure surveys on
six specific wells.
Notice is hereby given that ARCO ALASKA, INC. has requested
the Alaska Oil and Gas Conservation Commission, to issue an order
granting exceptions to Rule 6(c) of Conservation Order No. 165
for the Prudhoe Bay Unit wells DS 3-11, DS 16-11, and DS 17-5,
designated as key wells, and granting exceptions to Rule 6(d) for
the Prudhoe Bay Unit wells DS 16-10, DS 16-14, and DS 17-9. The
exceptions are requested because the six wells are shut-in for
reservoir pressure maintenance and will be monitored until water-
flood begins in June of 1984.
Parties who may be aggrieved if the order is issued granting
the reference exception are allowed 10 days from the date of this
publication in which to file a protest, in writing, stating in
detail the nature of their aggrievement and their request for a
hearing. The place of filing is the Alaska Oil and Gas Conserva-
tion Commission, 3001 Porcupine Drive, Anchorage, Alaska 99501.
If such a protest is timely filed, a hearing on the matter will
be held at the above address at 9:00 AM on April 22, 1983 at
which time protestants and others may be heard. If no such
protest is timely filed, the Commission will consider the issu-
ance of the order without a hearing.
