IT APPEARING THAT:

ARCO Alaska, Inc. submitted an application, dated
June 28, 1984, requesting an exception of Rule 3 of
Conservation Order No. 145 for the Prudhoe Bay Unit No.
DS 15-17 well. The referenced Rule 3 requires
production casing or liner to be landed through the
completion zone and cement to cover and extend to at
lease 500 feet above the hydrocarbon-bearing formations
which are potentially productive.

ARCO Alaska, Inc. proposes to run a slotted liner
through the lower most section of the Sadlerochit
Formation with no cement behind the slotted liner. The
regular seven inch liner above the slotted section will
be cemented to at least 500 feet above the
hydrocarbon-bearing zone.

Notice of the application was published in the
Anchorage Times on July 2, 1984.
4. There were no protests to the application.
FINDINGS:
1.

Completions using a slotted liner are common in many
oil-producing areas.
There already have been open hole completions and
gravel-packed completions in the Sadlerochit Formation
in the Prudhoe Bay Field.
CONCLUSION:
The requested exception will not create waste and will
add to the knowledge of completion techniques for the Prudhoe Oil
Pool.

NOW THEREFORE, IT IS ORDERED THAT:
ARCO Alaska, Inc. is exempted from the requirements of
Rule 3 of Conservation Order No. 145 and may complete the Prudhoe
Bay Unit No. DS 15-17 well with an uncemented slotted liner in
the lower-most section of the Sadlerochit Formation.

Re: The application of ARCO ALASKA, INC. for an exception to
Rule 3(f) of Conservation Order No. 145 to use a slotted
liner in the Prudhoe Bay Unit No. DS 15-17 well.
Notice is hereby given that ARCO Alaska, Inc. has requested
the Alaska Oil and Gas Conservation Commission to issue an order
to grant the use of a slotted liner in the completion of the
Prudhoe Bay Unit No. DS 15-17 well. Rule 3(f) of Conservation
Order No. 145 requires all hydrocarbon-bearing zones be covered
by cement which is not practical when a slotted liner is used.
In support of this request, ARCO Alaska, Inc. states that the use
of a slotted liner will provide additional information on
completion techniques in the Sadlerochit Formation and should
result in increased production in low potential wells.
Parties who may be aggrieved if the order is issued granting
the referenced request are allowed 10 days from the date of this
publication in which to file a protest, in writing, stating in
detail the nature of their aggrievement and their request for a
hearing. The place of filing is the Alaska Oil and Gas
Conservation Commission, 3001 Porcupine Drive, Anchorage, Alaska
99501-3192. If such a protest is timely filed, a hearing on the
matter will be held at the above address at 9:00 AM on July 13,
1984 at which time protestants and others may be heard. If no
such protest is timely filed, the Commission will consider the
issuance of the order without a hearing.

SUBJECT: DS 15-17 Well
Dear Mr. Chatterton:
ARCO Alaska, Inc., requests an exception to Rule 3(f) of
Conservation Order No. 145 and Prudhoe Bay Field Rules to be able
to complete the subject well using a slotted liner.
The use of a slotted liner is proposed to provide additional
information on completion techniques in the Sadlerochit
formation. Such a completion technique should allow increased
production in low potential wells.
We have filed the application for Permit to Drill DS 15-17, the
required $100 filing fee, and a Sundry Notice changing the
completion to a slotted liner. Attachments to the application
included a plat detailing the section and plan views of the
proposed well course, a sketch and description of the BOP
equipment, and a sketch of the surface hole diverter.
We anticipate being ready to run this completion on July 18,
1984. Your earliest approval would be appreciated.

Drill Site 15 Objectives
ARCO Proposed Revised Development Plan
(June 18, 1984)
Study results indicate that drilling and completion techniques will signifi-
cantly impact upstructure Zone 1 recovery. The prime objective of the
revised development plan is to improve Zone 1 productivity enough to achieve
an adequate, sustainable oil rate from a small interval as low in the
formation as possible. This will provide maximum GOC standoff and increase
the probability of completing.under a competent shale.
ARCO proposes to evaluate several different drilling/completion techniques
at Drill Site 15. The performance of these wells will be closely monitored
for the next six to eight months. Based on these results, "conventional"
Prudhoe Bay practices can be modified to optimize completions on upcoming
wells at Drill Site 18 and in other upstructure areas. Further, we see this
6-8 Well program as a logical progression leading to the possible drilling
of a horizontal hole in the near future.
The six well program will provide critical completion experience and compar-
ative results for use in the future. Specific areas to be evaluated are:

Productivity improvements in conventionally drilled and completed wells
perforated with large casing guns, shot underbalanced or overbalanced
through a salt pill.

Productivity improvements when drilling with a clean, saturated,
sized-salt brine, then not allowing cement filtrate to contact the
formation. Slotted liner will be run with combination solid liner
multi-formation packers cemented above the open-hole area.

Productivity improvements due to Item (2) above, used in a high angle
well (i.e. 80° through Zone 1).

HIGH ANGLE UPSTRUCTURE WELL
GENERAL IZED PROCEDURE

1. Set 20" conductor to 80'.
2. NU diverter system.
3. Drill 17-1/2" hole to 13-3/8" casing point.
4. Run, set and cement 13-3/8", 72#, L-80, BTC casing.
5. ND diverter. NU BOPE.
6. Directionally drill {2.5°/100'} 12-1/4" hole ~ 500-+ to top of Sadlerochit (8400'-+TVD)
using dispersed Lignosulfonate mud below the K-lO shale. Drop multishot survey.
7. Run, set and cement 9-5/8", 47#, L-80, BTC casing.
8. Drill out 9-5/8" shoe & perform leakoff test. Displace well to 10.2 ppg Bridgesal
system.
9. Directionally drill {3.5°/100') 8-1/2" hole f/50°- 80° to Zone 2/Zone 1 interface. MWD
wi th GR will be used.
10. Drill 8-1/2" hole ~ 80° to 150'MD below the base of the Sadlerochit. Drop multishot
survey.
11. Run drill pipe conveyed open hole logs. Make conditioning trip.
12. Run 7", 29#, L-80, BTC liner with slotted {.030"+) pipe across Zone 1.
13. Cement 7" above Zone I using an external casing packer (ECP) set @ Zone 2/Zone 1
interface and a liner hanger packer.
14. Clean out well to landing collar.
15. Run CBL. Squeeze as necessary.
16. Clean out well to TD.
17. RIH with test packer and tbg. Set packer ~ 500-+. Displace tbg to diesel and nitrogen
through by-pass.
18. Clean up and flow test well.
19. Kill well with a Bridgesal pill. POOH with test string. LDDP.
20. Run completion assembly (per Operations Engineering and flow test results).
21. ND BOPE. NU tree.
22. I4IRU SL unit. Pull GLM dummy above packer. Displace tubing to crude and annulus to
9.6 ppg NaC1 with a diesel cap. Replace GLM dummy.
23. Secure well. Release rig.
