IT APPEARING THAT:
1. By a letter dated December 28, 1984, ARCO Alaska, Inc.
and Sohio Alaska Petroleum Company, operators of the Prudhoe Bay
Unit, requested amendments to Rules 6, 9, and 10 of Conservation
Order No. 165.
2. Notice of public hearing was published in the Anchorage
Times on January 15, 1985.
3. There were no protests to the request.
FINDINGS:
1. The Alaska Oil and Gas Conservation Commission has been
monitoring the Prudhoe Oil Pool for more than seven and one-half
years.
2. The injection of Beaufort Sea water into the Prudhoe
Oil Pool started in June, 1984. Many former producing wells have
been converted to water injection wells.
3. Methods in addition to those prescribed by Conservation
Order No. 165 will provide quality pressure data for purposes of
monitoring reservoir performance.
4. The key-well program for obtaining gas-oil contact
movement data is no longer necessary since the original goal of
the program has been accomplished.
5. Specific areas of high gas movement should be closely
monitored and more flexibility in selecting the areas to be
monitored is necessary.
6. With the injection of source water into the reservoir,
the influx of the aquifer becomes a moot issue and no longer
requires monitoring.
7. Flexibility in programs to monitor injected water
movement is necessary.

NOW, THEREFORE, IT IS ORDERED THAT:
Rule 1. Rule 6(c) Conservation Order No. 165 is amended to read:
One specific well on each producing pad or drill site
shall be designated as a key well. Semi-annual tran-
sient pressure surveys or static pressure surveys shall
be conducted on each key well and the following wells
are currently designated as key wells:

Rule 2. Rule 6(d) of Conservation Order No. 165 is amended to
read:
An annual transient pressure survey or static pressure
survey shall be conducted on at least one production or
injection well in each governmental section. The
surveys required in either (b)or (c) of this rule can be
used to fulfill this requirement.
Rule 3. Rule 6(e) of Conservation Order No. 165 is amended to
read:
Data from the surveys required in (a), (b), (c), and (d)
of this rule shall be filed with the Commission by the
last day of the month following the month in which each
survey is taken. Form 10-412, Reservoir Pressure
Report, shall be used to report the data from these
surveys. Data submitted shall rate, pressure, time,
depths, temperature and any well condition necessary for
complete analysis of each survey. The datum for the
pressure surveys is 8800 feet subsea. Transient
pressure surveys obtained by a shut-in buildup test, an
injection well pressure fall-off test, a multi-rate test

or an interference test are acceptable. Other quantita-
tive methods may be administratively approved by the
Commission.
Rule 4. Rule 9(b) of Conservation Order No. 165 is repealed and
reenacted to read:
A minimum of 40 repeat cased hole neutron log surveys
shall be run annually.
Rule 5. Rule 9(e) of Conservation Order No. 165 is repealed.
Rule 6. Rule 9(f) of Conservation Order No. 165 is amended to
read:
By administrative order, the Commission may require
additional wells to be logged.
Rule 7. Rule 10(a) of Conservation Order No. 165 is repealed and
reenacted to read:
The operators shall conduct an evaluation program to
determine the injected water movement monitoring
capability of various cased hole logs. A discussion of
progress made in cased hole evaluation techniques shall
be included as part of the annual waterflood surveil-
lance report submitted to the Commission by the first
of August each year.
Rule 8. 2. of Conservation Order No. 192 is amended to read:
The Alaska Oil and Gas Conservation Commission may
administratively approve alternate methods and time
periods in the enforcement of Rule 11 of Conservation
Order No. 165 provided that the data obtained is appro-
priate for monitoring the Prudhoe Oil Pool.

NOW, THEREFORE, IT IS ORDERED THAT Conservation Orders 165, 208
and 213 be amended to read as follows:
R~ULE 1. Conservation Order 165, Rule 6a, is amended to read:
Prior to regular production, a static bottomhole or
transient pressure survey shall be taken on each well.
RULE 2. Conservation Order 165, Rule 6b, is amended to read:
Within the first twelve (12) months following regular
production from a well, a static bottomhole or transient
pressure survey shall be taken on the well.
RULE 3. .Conservation Order 165, Rule 6e and 6g, are repealed.
RULE 4. Conservation Order 208, Rule 1, Rule 2 and Rule 3, are
repealed.

RULE 5. Conservation Order 213, Rule 1, is amended to read:
By administrative approval the Commission may grant time
extensions and waive requirements of this order, and by
administrative 'order the Commission may require additional
pressure surveys in Rule 3 of this order.
BE IT FURTHER ORDERED THAT:
RULE 6. A minimum of 95 and 87 static bottomhole or transient
pressure surveys shall be run annually in the Western Operating
Area and Eastern Operating Area, respectiVely. These surveys are
needed to effectively monitor reservoir pressure in the Prudhoe
0il Pool. The surveys required in Rules 1 and 2 of this order
may be used to fulfill the minimum requirements.
RULE 7. Data from the'surveys required in Rules 1, 2 and 6 of
this order shall be filed with the Commission by the last day of
the month following the month in which each survey is taken.
Form 10-412, Reservoir Pressure Report, shall be used to report
the data from these surveys. Data submitted shall include rate,
pressure, time, depths, temperature and any well cohditi~n
necessary for complete analysis of each survey. The datum for
the pressure surveys is 8800 feet subsea. Transient pressure

ARCO Alaska, Inc. and Standard Alaska Production Company,
operators of the Prudhoe Bay Unit, by letter of September 26,
1986, have requested changes to Pressure Survey rules contained
in Conservation Orders 165, 208 and' 213. The objective of the
proposed changes is to establish operator flexibility with regard
to monitoring reservoir pressure in a manner which will allow the
technical value of all surveys to be maximized.
A person who may be harmed if the requested order is issued
may file a written protest with the Alaska oil and Gas Conserva-
tion Commission, 3001 Porcupine Drive, Anchorage, Alaska 99501
and request a hearing on the matter. If the protest is filed
timely and raises a substantial and material issue crucial to t~
Commission's determination, a hearing on the matter will be held
at the above address at 9:00 a.m. on November 6, 1986, in con-
formance with 20 AAC 25.540. If a hearing is to be held,
interested parties may confirm this by calling the Commission's
office, (907) 279-1433, after October 20, 1986. If no
p~otest is filed, the Commission will consider the issuance of
'the order without a hearing.

The operators of the Prudhoe Bay Unit, Standard Alaska Production Company
and Arco Alaska, Inc., request changes to Rule 6 of Conservation Order
No. 165. The proposed amendments were discussed with you at our meeting
of August 12, 1986. The objective is to establish operator flexibility
with regard to monitoring reservoir pressure in a manner which will allow
the technical value of all surveys to be maximized.
Rule 6
Proposed amendments to Rule 5 are provided in Attachment I. A discussion
of these changes follows:
(a) We request that the term "initial sUstained production" be replaced
by "regular production", consistent with the definition of "regular"
which was recently officially introduced. In addition, we request that
the initial pressure survey requirement can be fulfilled by a pressure
transient survey should a pressure transient survey be required for
technical reasons.

(b) We request that a pressure static or transient survey may be used to
fulfill the follow-up survey requirement since the primary objective of
the follow-up survey is to determine reservoir pressure. During the
first nine years of production at Prudhoe Bay, a sizeable pressure
build-up data base has been established. Routine pressure build-up
surveys are no longer required to determine the production
characteristics of select areas of the reservoir. In addition, a time
limit of twelve months is requested in place of the current six-month
limit. An extension of this time limit will provide the operators with
additional flexibility regarding repeat pressure survey timing, thus
allowing timing to be optimized based on varying increased voidage rates
associated with new wells.
(c) & (d) Key well and governmental pressure survey requirements limit
flexibility with regards to pressure survey site optimization. Pressure
surveillance will be distributed in all areas of the field, however, with
waterflood underway, the focus of pressure surveillance is now on the
waterflood and gravity drainage/waterflood interaction areas, k "minimum
number of surveys" requirement would allow application of surveys to
areas which require the maximum technical evaluation from a reservoir
management perspective. The operators would inform the Commission of the
planned distribution of the required pressure surveys by December 1 of
the year preceding the year during which the pressure surveys will be run.
(e) Included as per Conservation Order No. 208, Rule 3 (amending Rule
6(e), Conservation Order No. 165).
(f), (g), & (h)'These sections have been included and/or modified to be
consistent with the changes outlined above and Conservation Order No.
213, Rule i (amending Rule 6(h), Conservation Order No. 165).
As noted, the primary purpose of the requested amendments is to afford
the operators greater flexibility in fulfilling the Prudhoe Bay Unit's
surveillance needs and reporting requirements. It does not represent an
attempt to reduce the number of pressure surveys required, but does
represent', an attempt to accomplish a more prudent distribution of

There were no protests to the request set forth in the
notice of public hearing.
FINDING:
Innovative well completion techniques for the Prudhoe
Oil Pool, both currently used and proposed, and maturing of
reservoir performance obviate the ability and need to obtain
conventional pressure and productivity profile surveys from these
types of wells.
CONCLUSIONS:

Innovative well completion techniques do not create
waste and may enhance ultimate recovery from the
Prudhoe Oil Pool.
·
The Alaska Oil and Gas Conservation Commission requires
flexibility to administratively approve variances to
previous orders to provide the ability to timely
respond to changing conditions.

or waive the logging requirements of Rule 9 of Conservation

allowing the Alaska Oil and Gas Conservation Commission
to administratively approve variances to Conservation Order
No. 165, Rules 6 and 11, and Conservation Order No. 208,
Rule 6.
Notice is hereby given that ARCO Alaska, Inc. and Sohio
Alaska Petroleum Company, as operators of the Prudhoe Bay Unit,
have requested the Alaska Oil and Gas Conservation Commission to
issue an order to revise Conservation Order No. 165, Rules 6 and
11 and Conservation Order No. 208, Rule 6. These revisions would
allow the Alaska Oil and Gas Conservation Commission to adminis-
tratively approve time period extensions and/or waivers to the
pressure survey, gas-oil contact monitoring and productivity
profile requirements for individual wells. Completion technique
employed, unusual producing characteristics or well bore mechan-
ical problems may cause delays in obtaining required data. These
revisions would enable the Commission to deal with individual
well problems in a timely fashion.
Parties who may be aggrieved if the referenced order is
issued are allowed 10 days from the date of this publication in
which to file a protest in writing, stating in detail the nature
of their aggrievement, and their request for a hearing. The
place of filing is the Alaska Oil and Gas Conservation Commis-
sion, 3001 Porcupine Drive, Anchorage, Alaska 99501. If such a
protest is timely filed, a hearing on the matter will be held at
the above address at 9:00 AM on October 7, 1985 at which time
protestants and others may be heard. If no such protest is
timely filed, the Commission will consider the issuance of the
order, without a hearing.

Notice is hereby given that ARCO Alaska, Inc. and Sohio
Alaska Petroleum Company have requested the Alaska Oil and Gas
Conservation Commission to amend Rules 6, 9, and 10 of Conser-
vation Order No. 165, dated June 6, 1980. The amendments are
requested because operational experience now requires a greater
flexibility in data gathering.
Parties who may be aggrieved if the referenced order is
issued granting the referenced request are allowed 10 days from
the date of this publication in which to file a written protest
stating in detail the nature of their aggrievement and their
request for a hearing. The place of filing is the Alaska Oil and
Gas Conservation Commission, 3001 Porcupine Drive, Anchorage,
Alaska 99501. If such a protest is timely filed, a hearing on
the matter will be held at the above address at 9:00 AM on
January 29, 1985 at which time protestants and others may be
heard. If no such protest is timely filed, the Commission will
consider the issuance of the order without a hearing.

Amendment to Rules 6, 9, and 10, Conservation Order Number 165
Dear Mr. Chatterton:
The operators of the Prudhoe Bay Unit, Sohio Alaska Petroleum Company and A}~Co
Alaska, Inc. respectfully request several amendments to Rules 6, 9, and 10 of
Conservation Order #165. As described herein, these proposed amendments reflect the
overall desire to further streamline and enhance surveillance operations and reporting
within the Prudhoe Bay Unit. We feel it is timely that these changes be adopted in view
of our production experience to date, as well as the operational changes brought about by
the startup of Beaufort Sea water injection in June 1984.
Rule 6
~'?e request that Rules 6 c, d, and e be amended to read as shown in Attachment I.
The primary purpose of these proposed amendments is to allow the Operators more
flexibility in performing pressure surveys in wells that are necessarily shut-in for
varying lengths of time due to facility shutdowns, reservoir management
considerations, high water production or low productivity. ?he rule changes allow a
wider array of pressure measurements to be applied towards fulfilling our routine
surveillance requirements. Specifically, inclusion of injection well pressure fall-off
tests, now possible with waterflood startup, and static measurements will afford
better reservoir pressure information.
The proposed change to Rule 6e also deletes specification of a 24-hour well shut-in
time for pressure buildup tests. Doing so will provide the flexibility to minimize
unnecessarily long shut-in times for many wells in the field and, as such, enhance
production capacity. Also, some Iow-productivity wells may require more than a
24-hour shut-in time, emphasizing the need to evaluate each well independently. The
appropriate shut-in time for each well will be determined using guidelines which are
based on industry practice and experience. This request follows thorough study
within the Unit and is made with confidence that the quality of future p_ressure data

Rule 9
¥~e request that Rule 9 covering Gas-Oil Contact monitoring be amended to read as
shown in Attachment II. In effect, these amendments replace the GOC key well
monitoring program of semiannual surveys on 20 designated wells with 40 annual
surveys to be run on undesignated wells to be selected by the Operators (Rule 9b).
The wells would be selected on the basis of current surveillance data, field
performance, well data, and previous logging results. ¥'~hile the existing rules have
served a useful purpose, we believe that the proposed approach will prove to be more
effective and efficient in the coming years. The amendments will enable us to
optimize the gas monitoring program and enhance the quality of meaningful
surveillance information.
'l~he existing key well program was adopted as a change to Rule 9 on June 6, 1980, as the
means of developing a general understanding of the gas movement occurring in the
Sadlerochit Reservoir. A substantial data base has since been acquired over the past four
years and as a result, gas movements are now well understood. As such, the original goal
of the key well program has been accomplished.
Identifying specific areas of gas influx and associated gas producing mechanisms have
become the primary objectives of the GOC monitoring program. To better monitor areas
of high gas movement efficiently, more flexibility is desirable in selecting the wells to be
surveyed. By allowing the Operators to select the wells for future surveys, coverage of
critical areas will be optimized. Data collected to date indicates that GOC movement is
generally small over a six-month period, and thus less frequent surveys would have been as
effective in monitoring gas movements. By reducing the number of repeat logging surveys
in key wells and increasing the areal coverage of surveys by logging other wells, more
valuable data on areal gas movement will be obtained.
Ten of the original key wells have become unsuitable for gas monitoring use and have been
replaced by approval of the Commission since 1982. It is anticipated that in the near
future, several more key wells will have to be replaced for reasons including vertical gas
movement down to the perforations because of coning or channeling, water injection well
conversions, the elimination of free gas in waterflood areas, and mechanical recompletion
such as straddle packs. Approval of these proposed amendments to Rule 9 will alleviate
the formal procedure to replace key wells, and result in a more efficient and effective gas
monitoring program as the field matures.

Rule 10
We request Rule 10 be amended to read as shown in Attachment Iii. ?he requested
changes eliminate reference to a possible key well cased hole oil-water contact
monitoring program and specify that the discussion of cased hole water monitoring
logs be presented as part of the PBU annual waterflood surveillance report rather
than as a separate submission. In the most recent Oil-~ater Contact Monitoring
Report, submitted June 30, 1984, major limitations in existing cased hole water
monitoring tools were identified. Furthermore, future water movement will be
influenced more by waterflood operations than by influx from the aquifer. Thus, as
waterflood will be the dominant water movement mechanism, diminishing amounts of
useful information could be expected from a key well oil-water contact monitoring
program.
As noted earlier, the primary purpose of the above requested amendments is to afford the
operators greater flexibility in fulfilling the Prudhoe Bay Unit's surveillance needs and

"An annual transient pressure survey or a static pressure survey shall
be conducted on one well in each governmental section from which oil is
being produced. The surveys required in either (b) or (c) of this rule
can be used to fulfill this requirement."
Rule 6e
"... Transient surveys obtained by a shut-in buildup test, an injection
well pressure fall off survey, multi-rate tests, interference tests, or
other quantitative methods will be acceptable."

Prior to initial sustained production, a cased or open-hole neutron log shall be
run in each well.
(b)
A minimum of 40 repeat cased hole neutron log surveys shall De run fieldwide
annually.
(e)
An annual report shall be submitted to the Commission by July 1 of each year
which shall include a summary of the wells surveyed, an analysis of the
surveys, and an analysis of the gas-oil contact behavior.
(d)
The neutron logs run on any well and those required in (a) and (b) of this rule
shall be filed with the Commission by the last day of the month following the
month in which the logs were run.
(e)
By administrative order, the Commission may require additional wells to be
logged.
