IT APPEARING THAT:

ARCO Alaska, Inc. and Sohio Alaska Petroleum Company,
operators of the Prudhoe Bay Unit, by letter dated
September 12, 1985, requested the Alaska Oil and Gas
Conservation Commission to amend Rules 6 and 11 of
Conservation Order No. 165 and Rule 6 of Conservation
Order No. 208 to allow administrative approval for
extensions and/or waivers of required pressure surveys,
~gas-oil contact monitoring and productivity profiles.

Notice of public hearing was published in the Anchorage
Times on September 23, 1985.
·
There were no protests to the request set forth in the
notice of public hearing.
FINDING:
Innovative well completion techniques for the Prudhoe
Oil Pool, both currently used and proposed, and maturing of
reservoir performance obviate the ability and need to obtain
conventional pressure and productivity profile surveys from these
types of wells.
CONCLUSIONS:
Innovative well completion techniques do not create
waste and may enhance ultimate recovery from the
Prudhoe Oil Pool.

The Alaska Oil and Gas Conservation Commission requires
flexibility to administratively approve variances to
previous orders to provide the ability to timely
respond to changing conditions.

NOW, THEREFORE, it is ordered that:
Rule 1. Rule 6(h) of Conservation Order No 165 is amended to
read:
By administrative approval the Commission may grant time
extensions and waive requirements of this rule and by
administrative order the Commission may require additional
pressure surveys or modify the key wells designated in (c)
of this rule and as amended in Rule 1 of Conservation Order
No. 208.
Rule 2. Rule ll(d) of Conservation Order No. 165 is amended to
read:
By administrative approval the Commission may waive the
requirements of (a), (b) and (c) and by administrative order
the Commission may specify additional surveys other than the
surveys submitted under (a), (b) and (c) of this rule.
Rule 3.. Rule 6 of Conservation Order No. 208, amending Rule
9(f) of Conservation Order No. 165 is amended to read:
By administrative approval the Commission may delay, modify
or waive the logging requirements of Rule 9 of Conservation
Order No. 165 and by administrative order, the Commission
may require additional wells to be logged.

Gentlemen:
The referenced application was received on April 23, 1993. The request is
limited to new wells drilled in the Prudhoe Oil Pool of the Prudhoe Bay
Field. Rule ll(a) C.O. 165 requires a production profile Survey in each
new well during the first six months the well is on production. A waiver
is requested because surveys in wells which are completed in a single
reservoir zone or with only one perforated interval provide no meaningful
data for surveillance of reservoir zone depletion.
The Alaska Oil and Gas Conservation Commission has reviewed the application
and relevant evidence and finds that waiving the requirement for
productivity profile surveys in the specified wells will not preclude
surveillance of zone depletion, will not cause waste nor jeopardize
correlative rights. Sufficient alternatives exist to accommodate future
surveillance requirements and the Commission may administratively order
additional surveys if the need arises. Rule 2, Conservation Order 213
allows the Commission to waive requirements of Conservation Order 165 Rule
11 by administrative order.
Therefore, the Commission authorizes waiver of Rule ll(a) Conservation
Order 165 for wells completed with a single perforated interval, or with
perforations in a single reservoir zone including highly deviated (greater
than 65 degrees) and horizontal wells in the Prudhoe Oil Pool, Prudhoe Bay
Field.

Gentlemen:
The referenced application was received on January 15, 1993. The request is
limited to new wells drilled in areas of the field influenced by waterflood operations
where GOC movement is not anticipated. The area of interest is defined as the
waterflood/EOR areas encompassed by the expanded Prudhoe Bay Miscible Gas
Project outlined in C.O. 290, excluding Drill Sites 4 and 11, including structurally Iow
areas west of S and M Pads, and an area east of R Pad adjacent to and influenced
by WF/EOR operations. The areas outlined are not expected to have significant
GOC movement or gas encroachment from the gravity drainage area.
The Alaska Oil and Gas Conservation Commission has reviewed the evidence
available and finds that waiving the requirement to run neutron logs in each new well
in the specified areas will not preclude monitoring capability, will not cause waste nor
jeopardize correlative rights. Sufficient alternatives exist to accommodate future
surveillance requirements if the need arises and the Commission has the capability
to administratively order additional logs if required.
Therefore, the Commission authorizes waiver of Rule 9(a) Conservation Order 165
in the areas as specified.

Field. A waiver is requested because the wells are single zone completed conventional
and horizontal high angle wells where production profile data is not meaningful or

By your letter dated December 14, 1992, you requested waiver of Neutron logging
requirements for the above referenced Prudhoe Oil Pool wells. Acquisition of
Neutron log data for the purpose of monitoring gas-oil contact movement, is
required of all Prudhoe Oil Pool wells prior to sustained production by Rule 9(a)
of Conservation Order (C.O.) 1165.
We note that with the exception of injector 4-14A, all the subject wells are located
on the downdi.p periphery of waterflood/EOR project areas where no gas-°il
contact m. ove~nent issues exist.
Injector 4-1.4A will not experience a period of sustained production unless it is
subsequently converted to a producer. The requirements of rule 9(a), C.O. 165
will not pertain to 4-14A until that time. The Commission is presently unwilling
to waive the requirements of C.O. 165 rule 9(a) for well 4-14A.
The Cmmnission approves your request to waive Neutron logging requirements of
Rule 9(a) of C.O. 165 for PBU wells 12-6A, 12-10A, 12-14st, 16-28, 16-29A, 16-
30, 16-31, 17-15, 17-16, 17-19, 17-20 and 17-21.

We have received your correspondence dated July 3, 1991 requesting a
productivity profile waiver for Prudhoe Bay Unit (PBU) DS 11-22.
This well has exhibited production problems since completion and
further evaluation is needed to determine the scope of remedial work
required to solve the problems. Evaluation and subsequent workover
will extend beyond the time limit for a productivity profile required by
Rule 11(a) of Conservation Order No. 165.
The Commission hereby allows the initial productivity profile required
by Rule 11, Conservation Order 165 for PBU DS 11-22 to be run within
60 days following the completion of remedial work required to correct
initial production problems.

tion behavior of wells E-25 and E-28 and do not believe the value
of the information obtained by surveys would ~justify the costs
and risk involved at this time. Therefore, the Commission

were requested for DS 4-18, 4-21, 4-24 and 4-27.
These wells are currently on a rotating production schedule.
They are produced for 7 or 8 days, and are shut in for 20 or 21
days. A static pressure survey is proposed to be taken at the
end of a shut in period in these wells to satisfy the pressure

The operators of the Prudhoe Bay Unit, BP Exploration, Inc. and ARCO
Alaska, Inc., request a waiver to the above referenced conservation
order for specific circumstances as defined in this letter. We consider
that this change will result in more efficient productivity logging in the
field through increased operator flexibility to eliminate logs which will
not provide useful information, and this change will reduce paperwork
associated with individual well waiver requests.
Conservation Order 165, Rule 11 (a) states: "A spinner flow meter or
tracer survey shall be run in each new well during the first six months
the well is on production." We request a waiver to this requirement for
wells with specific types of completions under Conservation Order 213,
Rule 2, which provides authority to grant administrative waivers to
C.O. 165, Rule 11. The primary purpose of Rule 11 was to provide
information to assess the effectiveness of well completions to drain the
reservoir and to provide baseline surveys for comparison to later logs.
Past experience indicates that these initial productivity profiles do not
yield significant additional information for this purpose in new wells
completed 1) with a single perforated interval, or 2) with perforations in
a single reservoir zone. Wells in this second category would include
nearly all highly deviated wells, those that exceed 65 degrees from
vertical and in many cases are nearly horizontal within a single zone.
Individual waivers to this requirement are currently requested for new
wells with these types of completions.

Standard Alaska Production ComPany is requesting administrative aPProval,
as outlined in COnservation order lqo. 213, Rule 2, to waive required
productivity profiles for high angle wells F-23 and G-23. The high angle
deviation of these wellbores prevents conventional wireline conveyed
logging tools from reaching the producing intervals.
We also request your approval to waive the productivity profile
requirement for Well B-28, and to extend the productivity profile time
period for Well B-26 until after a programmed gas shut-off workover is
completed.
Well B-28 is producing from a 25 ft., homogeneous, single zone interval
and a productivity profile would not provide useful information in this
particular cicumstance. Well B-26 is currently producing with high
gas/oil ratios and has a near future gas shut-off workover planned to
return the well to solution gas/oil ratio production. For this case, we
feel that a post workover productivity profile will be more meaningful
than one influenced by gas jetting form perforations that will shortly be
shut-off.

There was no protest to the proposed changes filed with
the Commission.
NOW, THEREFORE, IT IS ORDERED THAT Conservation Orders 165, 208
and 213 be amended to read as follows:
RULE 1. Conservation Order 165, Rule 6a, is amended to read:
Prior to regular production, a static bottomhole or
transient pressure survey shall be taken on each well.
RULE 2. Conservation Order 165, Rule 6b, is amended to read:
Within the first twelve (12) months following regular
production from a well, a static bottomhole or transient
pressure survey shall be taken on the well.
RULE 3. Conservation Order 165, Rule 6e and 6g, are repealed.
RULE 4. Conservation Order 208, Rule 1, Rule 2 and Rule 3, are
repealed.

RULE 5. Conservation Order 213, Rule 1, is amended to read:
By administrative approval the Commission may grant time
extensions and waive requirements of this order, and by
administrative order the Commission may require additional
pressure surveys in Rule 3 of this order.
BE IT FURTHER ORDERED THAT:
RULE 6. A minimum of 95 and 87 static bottomhole or transient
pressure surveys shall be run annually in the Western Operating
Area and Eastern Operating Area, respectively. These surveys are
needed to effectively monitor reservoir pressure in the Prudhoe
Oil Pool. The surveys required in Rules 1 and 2 of this order
may be used to fulfill the minimum requirements.
RULE 7. Data from the surveys required in Rules 1, 2 and 6 of
thi's' order shall be filed with the Commission by the last day of
the month following the month in which each survey is taken.
Form 10-412, Reservoir Pressure Report, shall be used to report
the data from these surveys. Data submitted shall include rate,
pressure, time, depths, temperature and any well condition
necessary for complete analysis of each survey. The datum for
the pressure surveys is 8800 feet subsea. Transient pressure
surveys obtained by a shut in buildup test, an injection well
pressure fall-off test, a multi-rate test or an interference test
are acceptable. Other quantitative methods may be administra-
tively approved by the Commission.
RULE 8. Results and data from any special reservoir pressure
monitoring techniques, tests, or surveys shall also be submitted
as prescribed in Rule 7 of this order.

ARCO Alaska, Inc. and Standard Alaska Production Company,
operators of the Prudhoe Bay Unit, by letter of September 26,
1986, have requested changes to Pressure Survey rules contained
in Conservation Orders 165, 208 and 213. The objective of the
proposed changes is to establish operator flexibility with regard
to monitoring reservoir pressure in a manner which will allow the
technical value of all surveys to be maximized.
A person who may be harmed if the requested order is issued
may file a written protest with the Alaska oil and Gas Conserva-
tion Commission, 3001 Porcupine Drive, Anchorage, Alaska 99501
and request a hearing on the matter. If the protest is filed
timely and raises a substantial and material issue crucial to the
Commission's determination, a hearing on the matter will be held
at the 'above address at 9:00 a.m. on November 6, 1986, in con-
formance with 20 AAC 25.540. If a hearing is to be held,
interested parties may confirm this by calling the Commission'S

Amendment to Rule 6, Conservation Order Number 165
The operators of the Prudhoe Bay Unit, Standard Alaska Production Company
and Arco Alaska, Inc., request changes to Rule 6 of Conservation Order
'No. 165. The proposed amendments were discussed with you at our meeting
of August 12, 1986. The objective is to establish operator flexibility
with regard to monitoring reservoir pressure in a manner which will allow
the technical value of all surveys to be maximized.
Rule 6
Proposed amendments to Rule 6 are provided in Attachment I. A discussion
of these changes follows:
(a) We request that the term "initial sustained production" be replaced
by "regular production", consistent with the definition of "regular"
which was recently officially introduced. In addition, we request that
the initial pressure survey requirement can be fulfilled by a pressure
transient survey should a pressure transient survey be required for
technical reasons.

(b) We request that a pressure static or transient survey may be used to
fulfill the follow-up survey requirement since the primary objective of
the follow-up survey is to determine reservoir pressure. During the
first nine years of production at Prudhoe Bay, a sizeable pressure
build-up data base has been established. Routine pressure build-up
surveys are no longer required to determine the production
characteristics of select areas of the reservoir. In addition, a time
limit of twelve months is requested in place of the current six-month
limit. An extension of this time limit will provide the operators with
additional flexibility regarding repeat pressure survey timing, thus
allowing timing to be optimized based on varying increased voidage rates
associated with new wells.
(c) & (d) Key well and governmental pressure survey requirements limit
flexibility with regards to pressure survey site optimization. Pressure
surveillance will be distributed in all areas of the field, however, with
waterflood underway, the focus of pressure surveillance is now on the
waterflood and gravity drainage/waterflood interaction areas. A "minimum
number of surveys" requirement would allow application of surveys to
areas which require the maximum technical evaluation from a reservoir
management perspective. The operators would inform the Commission of the
planned distribution of the required pressure surveys by December 1 of
the year preceding the year during which the pressure surveys will be run.
(e) Included as per Conservation 0rder No. 208, Rule 3 (amending Rule
6(e), Conservation Order No. 165).
(f), (g), & (h) These sections have been included and/or modified to be
consistent with the changes outlined above and Conservation Order No.
213, Rule 1 (amending Rule 6(h), Conservation Order No. 165).
As noted, the primary purpose of the requested amendments is to afford
the operators greater flexibility in fulfilling the Prudhoe Bay Unit's
surveillance needs and reporting requirements. It does not represent an
attempt to reduce the number of pressure surveys required, but does
represent an attempt to accomplish a more prudent distribution of

Rule 6 Pressure Surveys

Request for Conservation Order Change
Dear Mr. Chatterton:
ARCO Alaska, Inc. and SOHIO Alaska Petroleum Company, as Operators of the
Prudhoe Bay Unit, request changes in Conservation Order No. 165, Rules 6 and
11, and Order No. 208, Rule 6 to allow AOGCC administrative approval of time
period extensions and/or waivers to the pressure survey, gas-oil contact
monitoring and productivity profile requirements for individual wells. The
completion technique employed, unusual producing characteristics or wellbore
mechanical problems can cause delays in obtaining the required data or make
it impossible to gather meaningful information.
The Prudhoe Bay Unit is presently evaluating the use of high-angle com-
pletions, horizontal wellboresand other nonstandard completion techniques
to improve recovery in various areas of the field. High angle and horizon-
tal wellbores in particular will preclude the running of productivity
profiles (Order No. 165, Rule.il) and possibly neutron logs (Order No. 165,
Rule 9) with current logging technology.
High gas-oil ratio wells present problems in terms of obtaining meaningfql
transient pressure data as required by Order No. 165 Rule 6(b). Under these
circumstances, the static pressure measurement obtained under Rule 6(a)
Order 165 and the pressure data acquired from nearby wells to fulfill
government section and key well requirements give adequate reservoir pres-
sure monitoring data.
Wellbore mechanical problems may also delay or preclude gathering pressure
and/or productivity profile data as required in Order No. 165r Rule 6 and
11. Wellbore restrictions, fill or other mechanical conditions can block
the passage of wireline tools, influence the producing character of the
well, or distort the data obtained. ~Conditions such as these have caused
problems in the past in obtaining meaningful information.
To increase the flexibility of the Operators and the Commission to deal with
individual well problems in a timely fashion, we request Conservation Order
