There were no protests filed with the Commission. FINDINGS: 1. · · · ~ · The Lisburne Oil Pool is defined in Conservation Order 207. Oil bearing sands overlie the Lisburne oil pool in the L4-14 well. Insufficient information is available to delineate these oil bearing sands. Production testing is needed to assess the extent continuity and productivity of these oil bearing sands. Wellbore commingling of produced fluids from these sands with produced fluids from the Lisburne oil pool, will provide early testing and evaluation of these sands. Allocation of production from each pool may be accom- plished with the proper completion method, production logs and selective production testing. Conservation Ordel ~qo. 253 May 30, 1990 Page 2 CONCLUSION: I · Wellbore commingling of produced fluids from the oil bearing sands overlying the Lisburne oil pool with production from the Lisburne oil pool within the L4-14 wellbore will not promote waste. . Correlative rights are protected because Lisburne well L4-14 is within the boundaries of the Prudhoe Bay Unit (PBU) and therefore subject to the PBU Agreement and Operating Agreement. NOW, THEREFORE, IT IS ORDERED: · Commingling of produced fluids in the wellbore of L4-14 from the Lisburne oil pool and those oil bearing sands which overlie the Lisburne oil pool is permitted. · On its own motion or written request, the Commission may administratively amend this order. Chatterton Alaska Oil and Gas Conservation Commission 3001 Porcupine Drive Anchorage, Alaska 99501-3192 Subject: Commingling of Shallow Sands and' Lisburne Production in Well L4-14 Dear Mr. Chatterton: Pursuant to 20 AAC 25.215, paragraph (b), and on behalf of the Lisburne Owners, ARCO Alaska, Inc. requests approval to commingle production from a shallow sandstone interval with production from the Lisburne pool in Well L4-14. The testing period will last for six months or until 25 MBO have been recovered, at which time ownership, facility sharing, and allocation methods will be determii3ed by the Lisburne and Shallow Sand Owners. It is also proposed that the State of Alaska treat any production from the subject sands separately for royalty and production tax purposes. Attachment 1 is included which identifies how production will be allocated during this testing period. Several wells, including L4-2, 10, 18, and 30, have shown similar sandstone develoopment on mud and/or cased hole logs. At this time, productivity, continuity, and areal extent are unknown, and the Lisburne Owners wish to test the subject sand in Well L4-14 to resolve these uncertainties. This well is scheduled to be completed in early May. Current plans are for a selective single completion to be installed in the well, thereby allowing production allocation to be determined by production logs or selective production testing of the subject sands. The mud log and cased-hole gamma ray/CNL are included as Attachments 2 and 3. The sharing of Lisburne equipment by a non-LPA Unit Operation is pursuant to Section 53.01.03 of the Lisburne Special Supplemental Provisions to the Unit Operating Agreement. Production allocated to Well L4-14 will be further divided between the shallow sand intervals and the Lisburne based on either: a. the most recent biannual production log, or b. the most recent production test in which either the Lisburne or shallow sands were isolated. During the testing period, ARCO will conduct well testing operations of the shallow sands in Well L4-14 in accordance with Article 8 of the Prudhoe Bay Unit Operating Agreement for the benefit of ARCO, BP, Exxon, and the State of Alaska. During the testing period, any production from the shallow sands in Well L4-14 will be treated separately from LPA fluids for royalty and production tax purposes. At the end of the testing period (six months or 25 MBO), any production from the shallow sands will continue to be allocated based on the above procedure, but new ownerships will be determined at that time.
