No protests were filed with the Commission. FINDINGS: 1. The Trading Bay Field was discovered in 1965. 2. Production from the field began in 1967. 3~ The Trading Bay Oil Pools as defined in CO 93 and CO 101 may be considered mature producing reservoirs. 4~ Alternative completion techniques have been used elsewhere in mature fields to improve recovery. CONCLUSION: Alternative well completion techniques do not create waste and may enhance ultimate recovery from the Trading Bay Oil Pools. The revision would allow alternative completion methods for wells drilled in the Trading Bay Field. A person who may be harmed if the requested order is issued, may file a written protest prior to 4:00 pm December 26, 1990 with the Alaska Oil and GAs Conservation Commission, 3001 Porcu- pine Drive, Anchorage, Alaska 99501, and request a hearing on the matter. If the protest is timely filed, and raises a substantial and material issues crucial to the Commission's determination, a hearing on the matter will be held at the above address at 9:00 am January 10, 1991 in conformance with 20 AAC 25.540. If a hearing is to be held, interested parties may confirm this by calling the Commission's office, (907) 279-1433, after Decem- ber 26, 1990. Box 190247 Anchorage, Alaska 99519-0247 Telephone (907) 276-7600 UNOCAL December 3, 1990 Mr. David Johnston Alaska Oil and Gas Conservation Commission 3001 Porcupine Drive Anchorage, Alaska 99501 TRADING BAY FIELD STATE OF ALASKA REQUEST TO REVISE CONSERVATION ORDER NO. 93 RULE 6(b) Dear Mr. JohnSton: Union Oil Company of California (Unocal) for itself and its Working Interest partner, Marathon, request a revision to Conservation Order No. 93, Rule 6(b) to allow Unocal to gravel pack a liner in open hole, by adding the following wording at the end of the last sentence on line six of said rule: ..."If a liner is run it may be completed in one of two ways. The annular space behind the liner may be filled with cement. In this case the cement shall fill to at least 100 feet above the casing shoe, or the top of the liner shall be squeezed with sufficient cement to provide at least 100 feet of cement between the liner and casing annulus. Cement must cover all potentially productive intervals behind the liner. The second completion method which facilitates conventional sand control operations is to hang the liner in the open hole interval below the intermediate casing. In this case the intermediate casing shall be set at, or near, the top of the completion zone. The liner will be run across the completion interval and the liner top will contain a mechanical pack off.
