IT APPEARING THAT:
I ·
ARCO Alaska, Inc. (AAI) and BP Exploration (Alaska) Inc.
(BPX) operators of the Prudhoe Bay Unit, by letter dated
August 2, 1991, requested the Alaska Oil and Gas Conservation
Commission to amend Conservation Order No. 195, Rule 1, and
Conservation Orders 223 and 224 to consolidate reporting
requirements for the Prudhoe Bay Field, Prudhoe Oil Pool.
Notice of public hearing was published in the Anchorage Times
and the Anchorage Daily News on August 21, 1991.
3. No protests were filed with the Commission·
FINDINGS:
I ·
The Commission established reporting requirements for the
Prudhoe Oil Pool waterflood project in correspondence dated
March 20, 1981.
·
Conservation Order 186 as amended by CO 223 establishes
reporting requirements for the Flow Station 3 Injection Project
(FS3IP).

Conservation Order 195, RUle 1 establishes reporting requirements
for the Prudhoe Bay Miscible Gas Project (PBMGP).
.
CO 165 Rule 9(c) establishes reporting requirements for gas-oil
contact monitoring.

CO 165 Rule 10, as amended by CO 208 Rule 7 and CO 224
establishes reporting requirements for off-water contact
monitoring.
Internal corporate and technical reporting for the operators is
scheduled for the first quarter of each calendar year.
The FS3IP and the PBMGP areas receive injectant from the
Central Gas Facility.
The PBMGP consists of four areas 1) Flow Station 2 Miscible
Region (MR, 2) Eastern Peripheral Wedge Zone MR, 3) Western
Peripheral Wedge Zone MR, and 4) Northwest Fault Block MR.
The FS3IP is surrounded by and contiguous with the Eastern
Peripheral Wedge Zone MR.

Individual well monthly production volumes (oil, water, and gas)
and injection volumes (water, gas, and gas liquids) are filed with
the Commission monthly on forms 10-405 and 10-406 respectively.
Individual well pressure survey results are reported on form
10-412.
10. Fullscale waterflood began in 1984.

Initial efforts to monitor oil-water contact movement were
predicated on evaluation of aquifer water influx in the reservoir.
Aquifer water influx is restricted by existence of a heavy oil
tar-mat at the base of the light oil column and by source
waterflooding above the heavy oil tar-mat.
12.
Operators have had limited success evaluating water saturation
changes in the reservoir behind casing. Low and variable water
salinity of produced reservoir water and injected source water
have hampered reliability and quantitative estimation of water
saturation changes.
CONCLUSIONS:
I ,
Consolidating surveillance reports and enhanced recovery project
reports will coordinate evaluation efforts and improve efficiency.

Changing the reporting period to coincide with the internal
reporting schedule of the Prudhoe Bay Unit operators will
eliminate duplication of effort.
.
Cased-hole logging to monitor oil-water contact movement has so
far been inconclusive and is no longer considered beneficial
considering the maturity of the waterflood.
.
Consolidating reports and changing report periods will not cause
waste and has no impact on correlative rights.
.
Raw data (e.g. production/injection volumes and measured well
pressures) are reported routinely to the Commission and need not
be included in an annual report.
.
The former FS3IP has been fully integrated into the Eastern
Peripheral Wedge Zone miscible region of the PBMGP and is no
longer considered a unique project. As such, reference to the
former FS3IP and its project area is considered redundant.
NOW, THEREFORE, IT IS ORDERED THAT:
Rule 1. Conservation Order 223 is repealed.
Rule 2. Conservation Order 224 is repealed.
Rule 3. Rule 7 of Conservation Order 208 is repealed.
Rule 4. Rule 1 of Conservation Order 195 is repealed.
Rule 5. Conservation Order 186 is repealed.
Rule 6.
Rule 9 (c) and Rule 10 of Conservation Order 165 are
repealed.
Rule 7. Prudhoe Oil Pool Annual Reservoir Surveillance Report
An annual Prudhoe Oil Pool surveillance report will be required
by April 1 of each year. The report shall include but is not
limited to the following:

1)
Progress of enhanced recovery project(s) implementation and
reservoir management summary including engineering and
geotechnical parameters.
2)
Voidage balance by month of produced fluids, oil, water and gas,
and injected fluids, gas, water, low molecular weight
hydrocarbons, and any other injected substances.
3) Analysis of reservoir pressure surveys within the field.
4)
Results and where appropriate, analysis of production logging
surveys, tracer surveys and observation well surveys.
5)
Results of gas movement and gas-oil contact surveillance efforts
including a summary of wells surveyed and analysis of gas
movement within the reservoir. The analysis shall include map(s)
and/or tables showing the locations of various documented gas
movement mechanisms as appropriate.
RULE 8 Administrative Action
Upon its own motion or upon written request, the Commission
may administratively amend this order so long as the change does
not promote waste nor jeopardize correlative rights and is based
on sound engineering principles.

Gentlemen:
The referenced application dated August 31, 1993 was received on September 22, 1993. The
operators request annual Reservoir Balance tables included in the Prudhoe Oil Pool Annual
Reservoir Surveillance Repo.rt (required by CO 279 Rule 7 part 2) substitute for monthly
submissions of Form 10-413 as required by 20 AAC 25.432.
The Alaska Oil and Gas Conservation Commission has reviewed the application and relevant
evidence and finds that Conservation Order 279 supersedes the requirements of 20 AAC
25.432 for filing Form 1.0-413 monthly. The annual Prudhoe Oil Pool Surveillance Report
includes a Reservoir Balance table for each EOR project area which includes the same data. It
is expected that the tabulation in an annual report will not cause waste nor jeopardize
correlative rights. Sufficient information is included in the Annual Reservoir Report and the
Reservoir Balance tables to fulfill the requirements of 20 AAC 25.432. In addition, the annual
surveillance report will continue to serve as a focal point for reservoir performance and
evaluation of trends on an annual basis which is more practical than using monthly reports.
Therefore, the Commission, by issuance of C.O. 279, authorized an annual voidage balance
(Reservoir Balance tabulation) which can be filed in lieu of monthly Forms 10-413 for each
EOR project in the Prudhoe Oil Pool, Prudhoe Bay Field.

Filing AOGCC Form 10-413
Arco Alaska and BP Exploration have applied for permission to waive one of the requirements of
20 AAC 25.432, filing Form 10-413 monthly. In their request they note that the essence of Form
10-413 is reported annually in the PBU Reservoir Surveillance Report in a table called Reservoir
Balance for each of the EOR project areas.
Form 10-413 is required by 20 AAC 25.432 and essentially provides a monthly est/mation of
reservoir Voidage. Voidage is calculated from standard measured volumes of oil, water and gas
produced and injected multiplied by pressure related volume factors to yield reservoir volumes.
We do not check these forms nor do they enter into any murine repons that AOGCC provides to
the public or other agencies. The rules for operation of the Prudhoe Oil Pool do not specify any
limits or standards for reservoir voidage. The Form 10-413 report appears to be useful only in the
context of overall reservoir evaluation. The Commission will suffer no adverse consequences by
having this reported annually rather than monthly.
C.O. 279, issued 3/31/93, consolidated reservoir surveillance reports from the Prudhoe Bay Unit
owners into a single report issued to AOGCC once a year by Apr/1 1. The consolidated report is
comprehensive and serves to focus on reservoir performance. Rule 7, part 2) requires...
"[V]oidage balance by month of produced fluids, oil, water and gas, and injected fluids,
gas, water, low molecular weight hydrocarbons, and any other injected substances."
One of the exhibits is a Reservoir Balance table for each project area (see attached table). This
exhibit replicates form 10-413 by providing a tabulation of reservoir volumes produced and
injected and net voidage on a reservoir volume basis. The only differences are that the standard
volumes, active wells and pressure basis for the reservoir volumes are not shown on the tabulation.
Well counts and area pressure trends are shown elsewhere in the report. The Reservoir Balance
tables can be construed to fulfill the requirements of 20 AAC 25.432 and by definition, C.O. 279
supersedes the regulation.

Conclusions 1, 4 and 5 of C.O. 279 are relevant to this request and are repeated here ....
1. Consolidating surveillance reports and enhanced recovery project repons will
coordinate evaluation efforts and improve efficiency.
4. Consolidating reports and changing report periods will not cause waste and has
no impact on correlative rights.
5. Raw data (e.g. production/injection volumes and measured well pressures) are
reported routinely to the commission and need not be included in an annual report.
Whereas C.O. 279 did not specifically address'20 AAC 25.432, it does effectively fulfill the spirit
of the regulation by stipulating a report similar to Form 10-413, i.e., a voidage balance which takes
the form of Reservoir Balance tables.
Conclusions:
1. Monthly reporting of reservoir voidage is not necessary to effectively regulate operation of the
Prudhoe Oil Pool.
2. Conservation Order 279 Rule 7 part 2) stipulates an annual tabulation of data comparable to
that required for Form 10-413.

Conservation Order 279 supersedes the Form 10-413 requirement of 20 AAC 25.432 by
requiting a voidage balance by month as part of th'e annual Prudhoe Oil Pool Surveillance
Report.
4. Substitution of the voidage balance (Reservoir Balance tables) for Form 10-413 will not cause
waste or jeopardize correlative fights.
Recommendation:
I recommend the Commission issue an administrative action under C.O. 279 to clarify substitution
of the Reservoir Balance tables in the annual surveillance report. Additional data to include in the
tabulation can be specified in the AA or in discussions with the operators prior to the next annual
submission.

Dear Mr. Johnston:
The operators of the Prudhoe Bay Unit, BP Exploration, Inc. and ARCO
Alaska, Inc., request a waiver to a portion of the above referenced
regulation for the Prudhoe Oil Pool, Prudhoe Bay Field. Form 10-413,
Report of Injection Projects, is filed on a monthly basis for several specific
project areas and we believe the information contained in these reports is
essentially duplicated in other reports currently filed with the
Commission. The elimination of the requirement to file FOrm 10-413 will
not, in our opinion, adversely affect ultimate recovery, create waste or
detract from Prudhoe Oil Pool reporting.
Regulation 20 AAC 25.432, Report of Underground Injection, states:
"Each operator who injects fluids into subsurface strata through a
service well for any purpose, other than fracturing, acidizing or other
similar treatment, shall file with the commission monthly reports that
show all injected volumes and other data, by well and pool, as required
by the commission on forms entitled Monthly Injection Report (Form ! 0-
406), Report of Injection Projects (Form 10-413) and, if applicable, the
Producer's Report of Gas Disposition (Form 10-422) .... "We request a
waiver only to the requirement for filing the Report of Injection Projects
(Form 10-413) for Prudhoe Oil Pool project areas. The information
contained on this form, project area production and injection volumes
and voidage balance, is essentially a duplication of that supplied for each
project area in the Annual Reservoir Surveillance Report for the Prudhoe
Oil Pool required under Conservation Order No. 279, Rule 7. The annual
report, to be filed by April 1 each year, is to include: '~Voidage balance by
month of the produced fluids, oil, water and gas, and injected fluids, gas,
water, low molecular weight hydrocarbons, and any other substances."
(ref. CO 279, Rule 7.2) This request will not affect the monthly reporting
of individual producing well and injection well volumes on Forms 10-405

This report satisfies the requirements of Conservation Order No. 279.
The Commission and staff appreciate the thorough and concise presentation
of the data, results and analyses.
In order to facilitate tracking of these projects, we request that in
subsequent reports, 'statistics such as average reservoir pressure be
calculated in a consistent manner, i.e., with respect to reservoir or
hydrocarbon-pore volume. It will also help to calculate and report other
key operating statistics consistently with those presented this year. The
commission also. encourages field performance data, such as reservoir
pressure decline, returned MI volumes, production and injection rate
estimates be compared with projections such as those presented in public
hearings supporting Conservation Order No. 290. We would appreciate the
operators explanations regarding significant variances from those
projections.

ARCO Alaska, Inc. and BP Exploration (Alaska), Inc. by letter
dated August 2, 1991 has requested an amendment to Conservation
Orders 195, 223 and 224. The amendment would consolidate reporting
requirements for the enhanced oil recovery projects and reservoir
surveillance .monitoring required for the Prudhoe Bay Field, Prudhoe
Bay Oil Pool and change the due date of the report.
A person who may be harmed if the requested order is issued
may file a written protest prior to 4:00 pm September 4, 1991 with the
Alaska Oil and Gas Conservation Commission (hereinafter the
Commission), 3001 Porcupine Drive, Anchorage, Alaska 99501, and
request a hearing on the matter. If the protest is timely filed and
raises a substantial and material issue crucial to the Commission's
determination, a hearing on the matter will be held at the above
address at 9:00 am on September 19, 1991 in conformance with 20 AAC
25.540. If a hearing is to be held, interested parties may confirm this
by calling the commission's office, (907) 279-1433 after September 4,
1991. If no protest is filed, the Commission will consider the issuance
of the order without a hearing.

Dear Mr. Johnston:
The Operators of Prudhoe Bay Unit Initial Participating Areas, BP
Exploration (Alaska) Inc. and ARCO Alaska, Inc., hereby request
amendments to Conservation Orders 195, Rule 1, 223 and 224.
These Commission documents outline the reporting requirements
of the subject Surveillance Report and excerpts of those
Conservation Orders are attached for reference.
The subject Surveillance Report, currently required to be
submitted by September i of each year, is based on data from July
i of the preceding year through June 30 of the current year. Our
proposal would change the reporting date to April i of each year
and would have the Consolidated Report based on data
accumulated from January I through December 31 of the
preceding year. As earlier discussed with the AOGCC, these
proposed amendments reflect the desire of the Operators to
further streamline reporting activities in this area of operations by
making both internal and external reports coincident.
If the proposed changes meet with the AOGCC's approval, we
would plan to submit the next report on or before April 1, 1992
and would base it on data covering the 18 month period from
July 1, 1990 through December, 1991. Future reports would then
follow the revised reporting provisions.

annual waterflood surveillance report submitted to the Commission by the first of
September {August} each year.
