IT APPEARING THAT:
I ·
Union Oil Company, operator of the Trading Bay Unit,
requested, by letters dated December 4 and 8, 1986, an
order amending Rule 4 of Conservation Order No. 80 to
include waterflooding of the West Forelands Oil Pool.

Engineering and geologic data supporting the enhanced
recovery operation of the West Forelands Oil Pool were
covered by the application and included in the record
of Area Injection Order No. 5, dated July 25, 1986.

Notice was published in the Anchorage Daily News on
December 20, 1986 of an opportunity for a public
hearing on January 20, 1987.
·
Neither a protest nor a request for a public hearing
was timely filed. Accordingly,' the Commission will, in
its discretion, issue an order without a public
hearing.
~FINDINGS:
1.
Favorable injectivity data, using filtered Cook Inlet
water, was obtained from an acid treatment of well
G-30L which was completed in the West Forelands Oil
Pool.

The water injection activity is expected to commence in
mid-1987 and will include from. 8 to 10 injection wells.
Engineering studies show that waterflooding may
increase recovery of the original oil in place by 5%
for an incremental increase in oil recovery from the
West Forelands Pool of 4.3 million barrels more than
obtainable by primary depletion methods.
CONCLUSIONS:
I ·
Reservoir performance indicates the feasibility of
enhanced recovery operations by a waterflood project in
this pool.
·
The project will result in the recovery of oil from
the West Forelands Pool that would not otherwise be
producible.
·
The project will not create waste, and correlative
rights are protected.
NOW, THEREFORE, IT IS ORDERED THAT:
Rule 4 of Conservation Order No. 80 is amended to read as
follows:
The injection of water for the purpose[S] of [PRESSURE
MAINTENANCE, SECONDARY] enhanced oil recovery, or [OF]
conducting injectivity tests is hereby permitted in the
McArthur River Hemlock Oil Pool, the McArthur River Middle
Kenai "G" Oil Pool, and the McArthur River West Forelands
Oil Pool. A semiannual progress report detailing project
operations and results shall be submitted ~to the Commission
in January and July of each year.

To determine if the West Foreland Formation would be an appropriate candidate
for a waterflood project we researched our files for any type of injection
project that may have been performed over the past several years. An acid
treatment was performed on G-30L on October 22, 1976 when the well was
completed as a West Forelands producer.
The injection rate, pressure, and volumes during the treatment were as follows:

barreIs. However, these are preliminary estimates as we have no relative
permeability data and few controI points to define the accumuiatton limits.

The Alaska Oil and Gas Conservation Commission has been
requested, by letters dated December 4 and 8, 1986, to issue an
order to amend Rule 4 of Conservation Order No. 80 to include
waterflooding of the West Forelands Oil Pool.
A person who may be harmed if the requested order is issued,
may file a written protest, prior to January 4, 1987, with the
Alaska Oil and Gas Conservation Commission, 3001 Porcupine Drive,
Anchorage, Alaska 99501 and request a hearing on this matter. If
the protest is filed timely and raises a substantial and materia--f
issue crucial to 'the Commission's determination, a hearing on the
matter will be held at the above address at 9:00 AM on Janu-
ary 20, 1987, in conformance with 20 AAC 25.540. If a hearing is
