This technique, using transient rate with transient pressure to monitor reservoir pressure, allows for accurate early time analyses and decreases the time a well is not producing at optimum capacity. As detailed in our informal meeting with the Commission on April 23, 1992, TRAP analysis is a type of multi-rate pressure transient analysis that utilizes rate convolved pressures. This technique requires downhole rate and pressure measurements to be recorded simultaneously. Convolved pressure data allows conventional pressure transient analysis techniques to be applied to early, afterflow dominated, pressure data. Therefore, in some wells a lengthy shut-in period will be reduced, allowing these wells to be returned to full production much earlier. Please advise at your earliest convenience as to the Commission's decision regarding this proposal. Sincerely, Chris J. Phillips, Manager Prudhoe Bay Petroleum Engineering BP Exploration (Alaska)Inc. Chatterton Alaska Oil & Gas Conservation Commission 3001 Porcupine Drive Anchorage, Alaska 99501 Re: Amendment to Rule 2, Conservation Order Number 220 Dear Mr. Chatterton: The operators of the Prudhoe Bay Unit, BP Exploration (Alaska), Inc. and ARCO Alaska, Inc., request a change to Conservation Order No. 220 regarding repeat pressure monitoring surveys in new wells. We feel a change will result in more efficient monitoring of the reservoir pressure through increased operator flexibility in choosing the location of pressure surveys. Conservation Order No. 220, Rule 2, requires a repeat survey in each new well within the first 12 months of regular production. We propose deleting Rule 2 while leaving intact the other provision of this Conservation Order. Prudhoe Bay drilling programs are now concentrated in localized areas of the field utilizing relatively close well spacing (e.g., Eileen West End drilling on 80-acre well spacing). The follow-up pressure surveys, as currently required, can lead to a high concentration of measurements within small areas of the field. This limits their value when used to map areal pressures and to determine field pressure trends. It also causes inefficient production interruptions when the wells are shut in to gather this data. In the course of normal field operations, there are often opportunities to gather information while minimizing production impacts. The flexibility to take advantage of these opportunities would allow the goals of the pressure monitoring program to be met, while minimizing production loss. The proposed deletion of Conservation Order No. 220, Rule 2, is not intended to affect Rule 6 which specifies the total number of annual pressure surveys required for the Eastern and Western Operating Areas of the field. It will, however, .allow pressure surveillance programs to be designed to 1) efficiently provide the field-wide pressure information necessary for reservoir management, and 2) minimize the effect on field production rate. Chatterton, Chairman Oil and Gas Conservation Commission State of Alaska 3001 Porcupine Drive Anchorage, AK 99501 Dear Mr. Chatterton: Alaska Oil a Gas Cons. Anchora!]~ Amendment to Rule 6, Conservation Order Number 165 The operators of the Prudhoe Bay Unit, Standard Alaska Production Company and Arco Alaska, Inc., request changes to Rule 6 of Conservation Order No. 165. The proposed amendments were discussed with you at our meeting of August 12, 1986. The objective is to establish operator flexibility with regard to monitoring reservoir pressure in a manner which will allow the technical value of all surveys to be maximized. Rule 6 Proposed amendments to Rule 6 are provided in Attachment I. A discussion of these changes follows: (a) We request that the term "initial sustained production" be replaced by "regular production", consistent with the definition of "regular" which was recently officially introduced. In addition, we request that the initial pressure survey requirement can be fulfilled by a pressure transient survey should a pressure transient survey be required for technical reasons. C. V. Chatterton, Chairman Page 2 (b) We request that a pressure static or transient survey may be used to fulfill the follow-up survey requirement since the primary objective of the follow-up survey is to determine reservoir pressure. During the first nine years of production at Prudhoe Bay, a sizeable pressure build-up data base has been established. Routine pressure build-up surveys are no longer required to determine the production characteristics of select areas of the reservoir. In addition, a time limit of twelve months is requested in place of the current six-month limit. An extension of this time limit will provide the operators with additional flexibility regarding repeat pressure survey timing, thus allowing timing to be optimized based on varying increased voidage rates associated with new wells. (c) & (d) Key well and governmental pressure survey requirements limit flexibility with regards to pressure survey site optimization. Pressure surveillance will be distributed in all areas of the field, however, with waterflood underway, the focus of pressure surveillance is now on the waterflood and gravity drainage/waterflood interaction areas. A "minimum- number of surveys" requirement would allow application of surveys to areas which require the maximum technical evaluation from a reservoir 'management perspective. The operators would inform the Commission of the planned distribution of the required pressure surveys by December i of the year preceding the year during which the pressure surveys will be run. (e) Included as per Conservation 0rder No. 208, Rule 3 (amending Rule 6(e), Conservation Order No. 165). (f), (g), & (h) These sections have been included and/or modified to be consistent with the changes outlined above and Conservation Order No. 213, Rule 1 (amending Rule 6(h), Conservation Order No. 165). As noted, the primary purpose of the requested amendments is to afford the operators greater flexibility in fulfilling the Prudhoe Bay Unit's surveillance needs and reporting requirements. It does not represent an attempt to reduce the number of pressure Surveys required, but does represent an attempt to accomplish a more prudent distribution of required surveys. If you desire any further information in support of the requested changes, please feel free to contact us. D. F. Scheve Arco Alaska, Inc. T.
