IT APPEARING THAT:

Standard Alaska Production Company, operator of the
Duck Island Unit submitted a request, dated May 13,
1986, for a blanket waiver of Endicott Field rules,
Conservation Order No. 202, September 20, 1984, Rule
4(b), Casing and Cementing Requirements, for all the
remaining wells to be drilled in the Endicott Field,
Duck Island Unit. The referenced rule requires that
conductor casing be set and cemented at least 75 feet
below the island surface for each well drilled.

Notice of the request was published in the Anchorage
Times on May 16, 1986.
3. There were no protests to the requested waiver.
FINDINGS:

Structural casing has been driven to at least 75 feet
below the island surface for all wells on the Main
Production Island (MPI) and the Satellite Drilling
Island (SDI).
The primary use of the conductor casing is for instal-
lation and use of a diverter system while drilling the
hole for the Surface casing.

Following the drilling of one well on each island, the
requirement for a diverter system on all future wells
to be drilled from either the MPI and SDI was waived by
letter dated April 25, 1986.
·
Development and service wells have been drilled from
each island without indication of shallow surface gas.

CONCLUSIONS:
A Conductor casing is no longer necessary to drill wells from
either the MPI or the SDI.
NOW, THEREFORE, IT IS ORDERED:
Rule 4(b) of Conservation Order No. 202 is amended to read as
follows:
Rule 4(b) Conductor casing to provide for proper anchorage shall be set
at least 75 feet below the island surface and sufficient cement shall be used
to fill the annulus behind the pipe to the island surface. Cement fill shall
be verified by observation of cement returns. The cement may be washed out or
displaced to a depth not exceeding the depth of the structural casing shoe to
facilitate casing removal upon well abandonment.
Ail future development and service wells which are drilled from either the
Main Production Island or the Satellite Drilling Island after June 2, 1986,
need not have a conductor casing.

Standard Alaska Production Company hereby requests a blanket waiver to
Endicott Field Rules, Conservation Order No. 202, September 20, 1984,
Rule 4,b Casing and Cementing Requirements, for all wells drilled in the
Endicott Field, Duck Island Unit. Current drilling plans specify that a
20" conductor casing is set and cemented at 390' followed by 13-3/8" sur-
face casing which is cemented to surface from 2500'. Structural casing
has been driven to 75' and 120' below the island surface for all wells on
the Main and Satellite Islands respectively. Standard is requesting a
waiver of the requirement to set conductor casing in lieu of utilizing
the 13-3/8" surface pipe to provide for proper anchorage.
The referenced regulation requires a conductor casing to be set at least
75' below the island surface and cemented to surface. The primary use of
the conductor is to provide support for subsequent casing strings and to
allow use of a diverter system while drilling the 17-1/2" hole for the
13-3/8" surface pipe. Standard does not feel that the 20" conductor is
essential to safely drill and control the well. Three wells have been
drilled to date on the two islands without indication of surface gas or
severe lost circulation. The most recent well, M-19 on the Main Produc-
tion Island, used neither a 30" nor 20" diverter system but utilized a
simple ri ser-flowl i ne configuration while drilling the 26" and 17-1/2"
holes.
Standard would like to eliminate the 20" conductors by drilling below the
30" structure pipe with a 17-1/2" bit to 2500' then cement the casing
back to surface. The 13-3/8" casing will then be held in tension until
the cement has had ample time to set, providing sufficient strength to
allow us to nipple up well head and BOPE.

Re: The application of STANDARD ALASKA PRODUCTION COMPANY for an
Amendment to Rule 4(b) of Conservation Order No. 202
pertaining to the Endicott Oil Pool.
The Alaska Oil and Gas Conservation Commission has been
requested, by letter dated May 13, 1986, to issue an order
amending Rule 4(b) of Conservation Order No. 202 to allow the
drilling of development wells from the Main Production Island and
the Satellite Drilling Island without setting conductor casing.
Data from past wells and currently drilling wells indicates the
absence of shallow gas under the Islands, thus obviating the need
for conductor casing to anchor diverter equipment.
Parties who may be aggrieved if the referenced order is
issued granting the request are allowed 15 days from the date of
this publication in which to file a written protest stating in
detail the nature of their aggrievement and their request for a
hearing. The place of filing is the Alaska Oil and Gas
Conservation Commission, 3001 Porcupine Drive, Anchorage, Alaska
99501. If such a protest is timely filed, a hearing on the
matter will be held at the above address at 9:00 AM on June 18,
1986 in conformance with 20 AAC 25.540. If a hearing is to be
held, interested parties may confirm this by calling the
Commission's office, (907) 279-1433, after June 2, 1986. If no
such protest is timely filed, the Commission will consider the
issuance of the order without a hearing.
