I've had a public data request for Clover A, PTD 200-007, sidewall core analyses and a digital image of the GR/Res log run by Sperry-Sun. I've checked the well history file, both paper and electronic, and have not found any core analyses,though I did locate core descriptions. The analyses were requested in 2002 but were not supplied and the person on this end did not follow up again. If ConocoPhillips has a digital image available of the GR/Res it would be much appreciated. If not, I will suggest the requestor have the paper log scanned. Thanks so much for your help with this. ("PAl"), as operator for and on behalf of the working interest owners ("Lessees") of the wells listed in Attachment A hereto ("NPRA Wells"), hereby respectfully requests extended confidentiality for the reports and information generated from the NPR-A Wells and filed with the Alaska Oil and Gas Conservation Commission as required by state law ("Data"). All of the NPR-A Wells are located on federal lands located within the NPR-A. The Lessees make this request for the following reasons: (1) this Data is important to the Lessees in evaluating acreage in future federal oil and gas lease sales in the NPR-A; and (2) the Data for the NPR-A Wells is protected from public disclosure under federal law and state law. First, the Data from the NPR-A Wells contain significant proprietary and sensitive information relating to the valuation of unleased land within the NPR-A. Disclosing the Data to the public would cause financial harm to the Lessees because additional leasing of lands in the NPR-A will probably take place in the future. An EIS is currently underway for the planning of a federal oil and gas lease sale in the western NPR-A. Due to the remoteness of the lands that could be leased in the NPR-A and the restrictiveness of protections already in place for exploration and development of the leased lands within the NPR-A, disclosure of Data to the public about what the future potential for development for the currently leased lands, which Data was obtained at the sole risk and expense of the Lessees, would be detrimental to the Lessees' competitive position in NPR-A. Second, the Data is protected from disclosure under federal law. Federal statute 5 USC 552(b)(9) exempts "geological or geophysical information and data, including maps, concerning wells" from the right of public inspection and disclosure provided in the Freedom of Information Act at 5 USC 552(a). The NPR-A lease terms under which Lessees leased the lands on which the Wells were drilled states as follows: During existence of this lease, information obtained under this section [section 5] shall be closed to inspection by the public in accordance with the Freedom of Information Act (5 U.S.C. 552). When a record is protected under federal law, it is also protected under Alaska law. The focus of the provision for release of well data after two years under AS 31.05.035 appears to be data taken on state lands, not federal lands over which the Department of Natural Resources does not have jurisdiction. Because the Data is protected from disclosure by federal and state law, the commissioner should extend the confidential status of the Data. I was accompanied today by Lee Gooding (Phillips environmental tech) and Rick Overstreet (Phillips KRU drilling superintendent). We flew to the location by helicopter and verified proper location by G.P.S. coordinates. Clover A was drilled and abandoned this last winter exploratory season. We attempted a landing and found that the entire area had standing water over it. A landing was impossible so we circled the location 3 times at a Iow altitude for a visual inspection. Other than the mound of clean gravel over the cellar there was no indications of any drilling activity on this location. We flew the ice road path this was clean and seemed well vegetated. I recommend this location be approved for final clearance. SUMMARY: I made a Location clearance inspection on Clover A. No problems were observed. Hold pre-job meeting with all personnel to discuss objectives, as well as safety and environmental issues. 2. Mobilize and rig up D/S for well P&A operation. Set a retainer at 3200' via wireline. RIH w/drill pipe, sting into the retainer and pump cement plug #1 through the retainer to extend 200' below the shoe (use hole volume plus 35%) and lay a 200' cement cap on top of the retainer. Leave 10.8 ppg mud above and below the plug. POOH 100', reverse circulate and clean up drillpipe. Pressure test cement plug to 1500 psi for 15 minutes. Finish POOH. 4. Spot a balanced Arctic Set 1 cement plug #2 from 300' to surface. Clear lines and shut down pumps. Rig down cementing unit and clean up. RDMO rig to ARCO Spark #1. I met with Peter Ditton P.E. for the Bureau of Land Management for the U.S. Department of the Interior. Regulations & test procedures were discussed. We proceeded with BOP test with no major problems. As the attached AOGCC test report indicates 2 failures were witnessed. The lower Kelly valve & the full opening floor safety valve failed to hold test pressure. These were replaced & tested OK. This was the first time the hydraulic choke had been functioned since the Rig moved out to Clover "A". The super choke panel needed work before the choke would function properly. It was notice that 4" FH HWDP was being utilized in the drilling BHA. I requested that 4" FH floor safety valve be on hand before POOH after drilling open hole. Clover A well is approximately 15 miles south and west of the Alpine field While the well is being drilled there is no annulus available (Casing design is 2 strings) Fluids incidental to drilling the well will be hauled to a dedicated injection well at Alpine or Kuparuk The decision on which dedicated disposal well to use will be a business decision If the well is cased, it will create an annulus If the well is cased, it will be tested without the rig on location Without the rig on location, additional equipment would be needed to annulus pump Test equipment would also be rigging up on the well In order to use the annulus, the fluids incidental to drilling the well would need to be stored Stored fluid would need to be heated. Currently, our ADEC air permit does not allow for extra heaters/boilers. The Environmental Assessment prepared by the BLM does not address annulus pumping Current plan is to move the rig from Clover to Arco Spark #1, 12 miles further to the west. Record the information on the AAI LOT form (you can locate on the drilling web page). Plot Casing Pressure Test (volume vs. pressure and time holding pressure on casing). Verify that the test indicates a linear line and that there is no air entrained in the mud. Repeat Casing pressure test if needed. 2. Drill 20' to 50' of new hole below the casing shoe. Circulate the hole to establish a uniform mud density throughout the system (required for a good FIT or LOT). PU into the shoe. 4. Close the blowout preventer (ram or annular). 5. Pump down the drill stem at 1/4 to 1/2 bpm. , On the LOT form, plot the fluid pumped (volume or strokes) vs. drill pipe pressure until the formation begins to take fluid; at this point the pressure will continue to rise, but at a slower rate. 7. At leak off pump 3 bbls of mud into formation prior to shutting down the pump. . Shut down when the leak-off point is clearly seen and 3 bbls of mud has been pumped into the formation. Record initial shut-in pressure. With the pump shut down monitor, record and report the shut -in pressures for a minimum of 10 minutes or until the shut -in pressure stabilizes. Record time vs. pressure in 1-minute intervals and plot information. Bleed the pressure off and record the fluid volume recovered. Forward the data to the Drilling Engineer in Anchorage. The Drilling Engineer will forward the information to the Agencies. The West Fish Creek #1 was the only offset well that was evaluated. Eight seismic inlines from the 1999 East 3D survey were also interpreted all of which have proposed well locations associated with them. All eight proposed well locations are normal pressure with no apparent shallow hazard problems. Seismic Processing: The accuracy of Geopressure prediction is highly dependent upon the accuracy of the seismic stacking velocity field that is used as input. This velocity field is generated by picking velocities at every fourth CDP location with an automated high resolution velocity analysis program (UHCI process developed by AEPT). This process produces a very accurate and densely sampled velocity field to cover each CDP location. The RMS velocities that are output have been smoothed over 300 ms vertically and 150 CDPs horizontally to normalize any instability in the velocity field that might result from noise, lack of signal or variations in CDP fold. Pressure Prediction Procedure: ARCO's PPFG software was used to calculate the pore pressures. The compaction trend looked very similar to what had been observed in Tarn and Alpine, giving reason to use the same models for NPRA. 1) A Normal Compaction Trend Line (NCTL) was determined for each seismic line. The slope of this line was 4.0.5 with an intercept of about 150. 2) A comparison was made between the NCTL and the wireline sonic DT (for W. Fish Creek #1) or the Seismic Integrated Travel Time (ITT, for the proposed wells). This difference is AAT. 3) From the Alpine and Tarn study, a Translational Trend model was developed to convert the z~/XT to equivalent mud weight (PP). This equation is: 2 PP = C2 *AAT +C1 *AAT +C0 where C2 = -2.5769 e-04; C1 = .119231; CO = 8.94231 4) The fracture gradient was determined using the Eaton Method where the inputs are the bulk density (used from West Fish Creek #1) and Poisson's Ratio (from a West Cameron model). West Fish Creek #1 Figure #1 is the pore pressure calculation for this well. On the left is the wireline sonic DT (black curve) with the NCTL (red line). On the right is the pore pressure calculation (blue curve), actual mud weight (green curve), fracture gradient (red curve) and the overburden gradient (black curve). Labeled on the figure is the casing sizes, areas of hole problems, formation tops and areas of lithology changes. From this plot it appears that the models from Tarn and Alpine are similar to NPRA. Based on the West Fish Creak #1, a kerogen shale is located at about 8,800'. This kerogen zone is about 500' thick and appears as an increase in pressure but is actually a lithology effect. Another lithology effect is the silt zone at about 10,000'. The NCTL is based on shales with some silt. The velocity through silts is slower than the shales giving a false increase in pressure. There are no apparent shallow hazards for any of the proposed well locations. 2) The West Fish Creek #1 shows that the pore pressure model used in Tarn and Alpine fields appear to work in NPRA. 3) The slope and intercept for the Normal Compaction Trend Line from the Alpine and Tarn study is the same as this NPRA study. 4) There are some lithological effects due to kerogen and silts that give an indication of an increase in pore pressure between 8,000' and 10,000'. The predicted mud weights will range between 10.5 to 11.0 ppg. Check and fill accumulator reservoir to proper level with hydraulic fluid. 2. Assure that accumulator pressure is 3000 psi with 1500 psi downstream of the regulator. 3. Observe time, then close all units simultaneously and record the time and pressure remaining after all units are closed with the charging pump off. 4. Record on the IADC report. The acceptable lower limit is 45 seconds closing time and 1200 psi remaining pressure. I BOP Stack Test I 1. F_ill BOP stack and manifold with water. F' 2. Check that all hold-down screws are fully retracted. Predetermine depth that test plug will seat and seat in wellhead. Run in lock-down screws in head. L. 3. Close annular preventer, chokes, and bypass valves on the manifold. All others open. 4. Test all components to 250 psi and hold for 5 minutes. Increase pressure to 5000 psi and hold for 10 minutes. Bleed back to zero psi. 5.Open annular preventer and manual kill and choke line valves. 6.Close top pipe rams and HCR valves on kill and choke lines 7. Test to 250 psi for 5 minutes and 5000 psi for 10 minutes. Continue testing all valves, lines, and chokes with a 250 psi Iow for 5 minutes and 5000 psi high for 10 minutes. Do not pressure test any choke that is not a full closing positive seal choke. 8. Open top pipe rams and close bottom pipe rams. Test bottom rams to 250 psi for 5 minutes and 5000 psi for 10 minutes. 9. Open pipe rams. Back off running joint and pull out of hole. Close blind rams and test to 250 psi Iow for 5 minutes and 5000 psi high for 10 minutes. Bleed to zero psi. 10.Open blind rams and recover test plug. Make sure manifold and lines are full of arctic diesel and all valves are set in the drilling position. 11. Test standpipe valves to 5000 psi for 10 minutes. 12. Test kelly cocks and inside BOP to 5000 psi for 10 minutes ~Nith BOP test pump. 13. Record test information on blowout preventer test form and on pressure chart. Sign and send to drilling engineer. 14. Perform BOPE test a) when initially installed, b) whenever any seal subject to test pressure is broken, c) following related repairs, and d) at 30 day intervals. Functionally operate BOPE daily. 15. Lessee may be required to provide plats and schematic diagrams showing development work and improvements, and repons with respect to parties in interest, expenditures, and depreciation costs. In the form prescribed by lessor, lessee shall keep a daily drilling record, a log, information on well surveys and tests, and a record of subsurface investigations and furnish copies to lessor when required. Lessee shall keep open at all reasonable firms for inspection by any authorized officer of lessor, the leased premises and all wells, improvements, machinery, and fixtures thareon, and all books, accounts, maps. and records relative to operation.s, surveys, or investigations on or in the leased lands. Lessee shall maintain copies of all contracts, sales agreements, accounting records, and docurr~ntation such as billings, invoices, or similar documentation that support costs claimed as manufacturing, preparation, and,~or transportation costs. All such records shall be maintained in les,see's accounting office for future audit by lessor. Lessee si'all maintain required records for 6 years after they are generated or, if an audit or investigation is underway, until released of the obligation to maintain such records by lessor. Conduct of operations - Lessee shall conduct operation in a n'anner that minimizes adverse impacts to the land. air, and water, to cultural, biological, visual, and other resources, and to other land uses or users. Lessee shall take reasonable measures deemed necessary by lessor to accomplish the intent of this section. To the extent consistent with lease rights granted, such measures may include, but are not limited to, modification to siting or design of facilities, timing of operations, and specification of interim and final reclamation measures. Areas to be disturbed may require inventories or special studies to determine the extent of impacts to other resources. Lessee may be required to complete minor inventories or short term special studies under guidelinos provided by lessor. If in the conduct of operations, threatened or endangered species, objects of historic or scientific interest, or substantial unanticipated environmental effects are observed, lessee ,~hali immediately contact lessor. Mining operations - To the extent that impacts from mining opermions would be substantially different or greater than those associated with normal drilling operations, lessor reserves the right to deny approval of such operations. Extraction of helium - Lessor reserves the option of extracting or having extracted helium from gas production in a n-,anner specified and by means provided by lessor at no expense or loss to lessee or owner of the gas. Damages to property- Lessee shall pay lessor for damage to lessor's improvements, and shall save and hold lessor hurmless fi.om all claints tbr danmge or harm to persons or property as a result of lease operations. The estimated spud date for the well is February 15th. As noted in the General Drilling Procedure, the intent is to drill through the objective and if necessary, the well may be twinned to obtain core. We are applying to permit a pilot hole and twinned wellbore for core if quality reservoir is present. Please note that offset wells show no indication of H2S. However, monitoring equipment will be operational on the fig. Also, from analyzing offset wells and shallow hazards there are no indications that shallow gas will be encountered. After more thorough review of geologic information, the surface casing setting depth has been changed from the original application of 3000' to 3500'. This will allow us to find more competent formation which will increase the casing shoe integrity. This well is located on Federal Lands and will also be under the jurisdiction of BLM. Any coordination with the BLM on inspections would be appreciated because of limited bed space at'the remote campsite. Please hold information on this well confidential.
