No protests to the application were filed with the Commission. FINDINGS: I · Operators must file an Application for Sundry Approvals (Form 10-403) and receive Commission approval prior to performing well workovers per 20 AAC 25.280(a). e Current well activity in the Endicott Oil Pool is dominated by the types of workover operations set forth in 20 AAC 25.280(a). These workover operations include: 1) perforating or reperforating casing; 2) well stimulation; 3) pulling tubing; 4) altering casing; and 5) repairing wells. Procedures for these well workovers have become standard and routine for wells in the Duck Island Unit. Information required with the Application for Sundry Approvals for these operations is repetitive for wells in the Duck Island Unit. Records and reports of well workovers must be maintained by the operator as required by 20 AAC 25.280(c). Changes in well status or configuration and the results of well workover operations must be reported by the operator on a Report of Sundry Well Operations (Form 10-404) as required by 20 AAC 25.280(d). The Alaska Oil and Gas Conservation Commission has primacy for all Class II injection wells in the state. Well operations on injection wells sometimes prompt additional requirements such as mechanical integrity tests. ., A current schedule of upcoming workover operations is necessary for the Commission to exercise its compliance responsibilities. CONCLUSIONS: I · Elimination of the requirements of 20 AAC 25.280(a) for all development wells in the Duck Island Unit, Endicott Field, Endicott Oil Pool will not promote waste nor jeopardize correlative rights. In order to administer the Class II UIC program 10-403's must still be required prior to workovers on all service wells in the Duck Island Unit, Endicott Field, Endicott Oil Pool. Conservation Orde} ~o. 297 July 27, 1992 Page 3 NOW, THEREFORE IT IS ORDERED THAT: Rule 1 The requirements of 20 AAC 25.280(a) are hereby waived for all development wells in the Duck Island Unit, Endicott Field, Endicott Oil Pool. Rule 2 The operator shall provide the Commission with a schedule of planned workover operations including the well and intended operation on a weekly basis. The Commissioner of the Department of Health and Social Services has reconsidered the record and has granted a revised Certificate of Need to the .Greater Fairbanks Community Hospital Foundation for replacement of Denali Center. The Certificate of Need authorizes 90 beds, with no more than 48 resident rooms. The maximum capital expenditure allowed under the Certificate of Need is $12,800,000. Activities approved under this Certificate shall be completed by June 30, 1994. In reaching this decision, the Commissioner reviewed the findings and recommendations of the State Health Planning and Development Agency and considered applicable laws and regulations, the public record, and various documents and correspondence relating to this application. A person dissatisfied with the decision to grant this revised Certificate of Need may, for good cause, request a hearing. The exception would eliminate the requirement for filing a form 10-403 (application for Sundry Approvals) prior to initiating certain workover operations on wells in the Endic~'~. A person who may be harmed if the requested order is issued may file a written protest prior to 4:00 p.m. on June 18, 1992 with the Alaska Oil and Gas Conservation Commission, 3001 Porcupine Drive, Anchorage, Alaska 99501, and request a hearing on the matter.
