IT APPEARING THAT:

By correspondence dated October 9, 1991 Conoco Inc. requested
an order allowing up to 15 days per calendar quarter of
operational necessity flaring over and above the allowable safety
flare at the Milne Point Unit (MPU) production facilities.

Notice of public hearing was published in the Anchorage Daily
News and the Anchorage Times on October 25, 1991 pursuant to
20 AAC 25.540; and in the Alaska Administrative Journal, Issue
46, November 11, 1991.
3. No protests were filed with the Commission.
FINDINGS:
I ·
20 AAC 25.235(a)(3) allows gas escapement without Commission
approval in cases of operational necessity for not more than five
days within any 30-day period.
MPU facilities were originally designed for a producing gas-oil
ratio (GOR) of 290 cf/bbl.

Actual producing GOR of the MPU, Kuparuk River Oil Pool, has
averaged 490 cf/bbl.
Actual producing GOR of the MPU, Schrader Bluff Oil Pool, has
averaged 400 cf/bbl.
The MPU gas injection well E-3 is not isolated from existing Lower
Kuparuk production as previously assumed resulting in gas
cycling to well C-16.
MPU gas injection equipment is currently functioning at capacity·
Conoco has shut in higher GOR wells to reduce process surges
and gas volume flowing into the process system.
Well E-8 will be available for gas injection in the first quarter of
1992.
MPU production facilities' safety flare volume is 700 Mcf/d.
All gas volumes flared, vented, sold and/or used are reported
monthly on Commission form 10-422 "Producer's Report of Gas
Disposition".
CONCLUSIONS:

Additional operational flexibility is necessary for smooth,
uninterrupted operation of MPU production facilities.
,
Allowing 15 operational necessity gas escapement (flare) days per
calendar quarter will not increase the total amount of days allowed
under current regulations, but will contribute to operational
flexibility.
·
Granting the requested order as proposed will not result in waste
nor jeopardize correlative rights.

NOW, THEREFORE, IT IS ORDERED THAT:
Operational necessity flaring of gas over and above the
designated safety flare pilot volume at the Milne Point Unit
production facilities is not to exceed 15 days in a calendar
quarter without prior Commission approval.

(3).
Conoco Inc. by letter dated October 10, 1991 has requested a
variance to Title 20 of the Alaska Administrative Code Chapter 25.235
(b) (3). The variance would allow operational necessity flaring for a
total of 15 days during a calendar quarter without prior commission
approval for the Milne Point Unit Central Facilities Pad.
A person who may be harmed if the requested order is issued
may file a written protest prior to 4:00 pm November 12, 1991 with the
Alaska Oil and Gas Conservation Commission (hereinafter the
Commission), 3001 Porcupine Drive, Anchorage, Alaska 99501, and
request a hearing on the matter. If the protest is timely filed and
raises a substantial and material issue crucial to the Commission's
determination, a hearing on the matter will be held at the above
address at 9:00 am on November 25, 1991 in conformance with 20 AAC
25.540. If a hearing is to be held, interested parties may confirm this
by calling the Commission's office, (907) 279-1433 after November 12,
1991. If no protest is filed, the Commission will consider the issuance of
the order without a hearing.

Notice is hereby'given that ARCO Alaska, Inc., and BP Exploration
(Alaska) Inc. have petitioned the Alaska Oil and Gas Conservation
Commission to expand the Prudhoe Bay Miscible Gas ProjEct and
modify Rule 2 of Conservation Order No. 195. These subjects pertain
to the Prudhoe Bay Pool of the Prudhoe Bay Oil Field in Prudhoe Bay
Unit.
A hearing will be held in conformance with 20 AAC 25.540 in the
Municipal Assembly Chambers of the Loussac Library, 3600 Denali
Street, Anchorage, Alaska, starting at 9:00 a.m. on November 18, 1991.
All interested persons and parties are invited to attend. Presentation
of testimony and statements will be in accordance with 20 AAC 25.540.
The hearing is expected to last at least two days.
