February 25, 1993 Notice of Public Hearing, Affidavit of Publication Conservation Order No. 334 STATE OF ALASKA ALASKA OIL AND GAS CONSERVATION COMMISSION 3001 Porcupine Drive Anchorage, Alaska 99501-3192 Re: THE REQUEST OF BP EXPLORATION ) (ALASKA) INC. for an order amending ) Rule 4(c) of Conservation Order ) No. 202 to allow an extended surface ) casing setting depth. ) Conservation Order No. 334 Endicott Field Endicott Oil Pool April 19, 1994 IT APPEARING THAT: BP Exploration (Alaska) Inc, operator of Duck Island Unit, submitted a request dated February 3, 1994 to amend the Endicott Field Rules, Conservation Order No. 202 (CO No. 202), Rule 4 (c), Casing and Cementing Requirements, for all remaining wells to be drilled in the Endicott Field, Duck Island Unit. 2. Notice of the request was published in the Anchorage Daily News on February 25, 1994. 3. No protests were filed with the Commission. FINDINGS: Structural casing is driven or jetted to a sufficient depth below the mud line to ensure support of drilling fluid returns to the surface for all wells drilled on the Main Production Island (MPI) and thc Satellite Drilling Island (SDI). 2. A diverter is installed on the structural casing while drilling surface hole. Conductor casing is not required in wells drilled after June 2, 1986, on the Main Production Island (MPI) and the Satellite Drilling Island (SDI) per CO No. 216. 4. Surface casing cannot be set below 2700' TVD per CO No. 202, approved on November 22, 1988. 5. The build portion of a directional well drilled on the MPI and the SDI is above 4500' TVD. 6. Key seats may develop if drilling the build portion of a well below surface casing. Experience a:t Prudhoe Bay shows higher or equal formation leakoff tests result by setting surface casing deeper than 2700' TVD. Information from previously drilled MPI and SDI Endicott wells indicates zones to 4500' TVD are safely drilled using a diverter on the structural casing with a mud weight of 9.0 to 9.5 ppg. No hydrocarbon intervals have been encountered above 4500' TVD while drilling wells on the MPI and SDI. Conservation Order No. 33[ April 19, 1994 Page 2 10. The surface casing setting depths were extended below 2700' TVD in the Prudhoe Bay and Kuparuk River Fields with no resulting problems. CONCLUSIONS: On the Endicott MPI and on the SDI the structural casing has served as the diverter string while drilling surface hole since June 2, 1986. . Surface hole can be safely drilled to depths of 4500' TVD in the Endicott Field using a diverter installed on structural casing. NOW, THEREFORE, IT IS ORDERED THAT: Rule 4(c) of CO 202 is amended to read as follows: Surface casing adequate to provide for proper anchorage, for preveming uncontrolled flow, and to protect the well from the effects of permafrost thaw-subsidence and/or freeze-back loading, shall be set at least 500 measured feet below the base of the permafrost, but not below 4500 feet true vertical depth. Dou er~ AS 31.05.080 provides that within 20 days after receipt of written notice of the entry of an order, a person affected by it may file with the Comanission an application for rehearing. A request for rehearing must be received by 4:30 PM on the 23rd day :following the date of the order, or next working day ifa holiday or weekend, to be timely filed. The Commission shall grant or refuse the application in whole or in part within 10 days. The Commission can refuse an application by not acting on it within the 10-day period. An affected person has 30 days from the date the Commission refuses the application or mails (or otherwise distributes) an order upon rehearing, both being the final order of the Commission, to appeal the decision to Superior Court. Where a request for rehearing is denied by nonaction of the Commission, the 30-day period for appeal to Superior Court runs from the date on which the request is deemed denied (i.e., 10th day after file application for rehearin$ was filed). BP Exploration (Alaska), Inc., by letter dated February 3, 1994 has requested an amendment to Rule 4c of Conservation Order No. 202 covering the Endicott Oil Pool, Endicott Field. The amendment would allow setting surface casing as deep as 4500' TVD, RKB in development and extension wells drilled from the Main Production Island (MPI) and the Satellite Drilling Island (SDI). A person who may be harmed if the requested order is issued may file a written protest prior to 4:00 PM March 14, 1994 with the Alaska Oil and Gas Conservation Commission, 3001 Porcupine Drive, Anchorage, 'AK 99501, and request a hearing on the matter. If the protest is timely filed, and raises a substantial and material issue crucial to the Commission's determination, a hearing on the matter will be held at the above address at 9:00 am March 30, 1994 in conformance with 20 AAC 25.540. If a hearing is to be held, interested parties may confirm this by calling the Commission's office, at (907) 279-1433, after March 14, 1994. If no proper protest is filed, the Commission will consider the issuance of an order without a hearing. Specific reasons for requesting a deeper surface casing setting depth limit are: . The option to set surface casing deeper than presently approved depth of 2700' TVD RKB would allow setting the surface casing below the build portion of a directional well. This would minimize the chance of an open hole key seat developing below the surface casing shoe. , A higher or equal formation leak off test at the surface casing shoe will be obtained by setting surface casing deeper than 2700' TVD. Although past formation leak off tests have been acceptable, drilling into the deeper horizons would be safer with a higher surface casing leak off test. . Information gathered from previously drilled Endicott wells on the MPI and SDI indicated the zones from 2700' TVD to 4500' TVD can be safely drilled using a diverter on the conductor with a mud weight of 9.0 to 9.5 ppg. The proposed plan would be to drill this interval with 9.2-9.5 ppg mud prior to setting the surface casing. This plan is similar to present drilling plan of drilling out of the surface casing at 2700' TVD with 9.0 - 9.5 ppg mud. , No hydrocarbon bearing intervals have been encountered in the interval in question (2700-4500' TVD). .
