IT APPEARING THAT:

Standard Alaska Production Company (SAPC), by letter dated
August 24, 1987, requested amendment of Rule 9 of Conser-
vation Order No. 202.

Notice of public hearing was published in the Anchorage
Daily News on September 5, 1987.
3. No protests were filed with the Commission.
FINDINGS:

Improved technology for detecting gas behind casing is
constantly being developed.

Gas-oil contact movement will go through several phases
during depletion of the Endicott Oil Pool.
Flexibility in monitoring'gas-oil contact will be beneficial
to reservoir management.

NOW, THEREFORE, IT IS ORDERED THAT Conservation Order No. 202,
Rule 9, be amended to add the following as part (e).

Upon application by the operator, the Commission may admini-
stratively approve modification to the gas-oil contact

Dear Mr. Armstrong:
We have received your correspondence dated November 10, 1994 requesting revision of the
Endicott Gas-Oil Contact (GOC) Monitoring Key Well Program. The revision would eliminate
one well from the key well program, reducing the number of key wells to four. To date movement
of the GOC has occurred through the 2B subzone in the 2-04/M-19 well. No additional movement
has been detected since June, 1992. New surveys in this well would not provide GOC movement
data due to a gas underrun in the upper 2A sand. The remaining four key wells and additional
surveys in other wells are adequate to monitor GOC movement.
The Commission determines removal of well 2-04/M-19 from the GOC Monitoring Key Well
Program will not significantly affect the ability to monitor gas cap movement and will not promote
waste. Thc Commission hereby approves removal of well 2-04/M-19 from the Endicott GOC
Monitoring Key Well Program.

Dear Mr. Tyler:
We have received your correspondence dated November 18, 1991
requesting revision of the Endicott Gas-Oil Contact (GOC) Monitoring
Key Well Program. The revision would eliminate well 3-01/N-29 from the
key well program, reducing the number of key.wells to five. To date
no gas cap movement has been detected in the 3-01/N-29 well, new
perforations exclude this well from effective monitoring of gas cap
movement and information from the other five key wells have proved
sufficient for monitoring gas movement.
The Commission has determined removal of well 3-01/N-29 from the GOC
Monitoring Key Well Program will not significantly affect the ability to
monitor gas cap movement and will not promote waste. The Commission
hereby approves removal of well 3-01/N-29 from the Endicott GOC
Monitoring Key Well Program.

Dear Mr. Buckee:
We have received your letter of 'March 11, 1988. On behalf of
Standard Alaska Production Company you have requested exceptions
to Conservation Order No. 202 rule 9(b) for sections 1, 3, 7, 9,
10 and 35 of the Endicott Oil Field.
A review of Endicott Pool data confirms the sections in question
are outside the areal gas cap limit of the reservoir. The
Commission hereby waives the requirement of Conservation Order
202 rule 9(b) for sections~l, 3, 7, 9, 10 and 35 of the Endicott
Field. This does not preclude wells drilled in these sections
from future use as GOC monitoring wells.

Dear Sirs:
In October, 1988 the Commission waived the requirements of Conservation
Order 202 Rule 9 (b) requiring that one well per governmental section be
logged on an annual basis for the purpose of gas - oil contact monitoring. In'
its' place the Commission accepted a dedicated six well program for the
Endicott Pool. In November, 1992, the Commission waived the requirement
to further log key well. 3-01/N-29,. therby reducing the program to five wells.
At this time, Well 2-04/M-19 is dedicated as a GOC monitoring key well for
SubzOne 2B in the MPI portion of the pool....

BPX (Alaska) formally requests that a waiver be granted to also remove
Well 2-04/M-19 from the program, reducing the number of key wells to four.
We offer the following observations to validate this request as
follow-up to materials presented at our meeting of November 10, 1994.
· To date, seven monitor and baseline surveys in Well 2-04 have
documented movement of the original gas-oil contact throughout the entire
2B subzone. No movement of the gas cap has been seen since June 1992,
and 'no additional movement of the contact will be observable on future
monitor surveys.
· A gas underrun has also occurred in the upper 2A sand in the well,
removing the viability of.utilizing the well to monitor the 2A.
· No existing well exists to sUbstitute for Well 2-04 in the program.
· Historically, the acquisition of PNL surveillance data, to adequately
support reservoir management, has exceeded the requirements of the key
well program. For example, in 1994, a total of 18 PNL / CNL surveys have
been acquired. Future infill drilling will also continue to provide information
on gas-oil Contact and underrun gas movements.
