There were no protests filed to the application. FINDINGS: · The Ugnu sands and the West Sak sands are hydrocarbon- bearing and potential reservoirs in some areas of the Kuparuk River Field. · The West Sak sands are hydrocarbon-bearing in the area of drilling pads 2M and 3H. · The oil in the West Sak sands has a low solution GOR, and has no known gas-oil contact. · In the area of the two referenced drilling pads, the West Sak sands are structurally located so as to be at or below the maximum surface casing setting depth of 2700 feet true vertical depth prescribed in Rule 4(c) of Conservation Order No. 173. Conservation Order No. 229 April 28, 1987 Page 2 , · · The West Sak Reservoir has been investigated in the West Sak Sands Section 35 Project to determine the feasibility and method of reservoir-wide exploitation. The West Sak sands will be better protected in the area of the two drilling pads if they are cemented above the shoe of the surface casing rather than several thousand feet above the shoe of the production casing in the Kuparuk River Oil Pool wells that are to be drilled on the pads. Conservation Orders No. 190, 193, 203, and 206 granted an exception to Rule 4(c) of Conservation Order No. 173 for wells to be drilled on 33 drilling pads, and the information and experience gained from setting the surface casing deeper than 2700 feet true vertical depth indicates that the West Sak reservoir can be drilled safely with a conductor/ diverter system and a minimum 9.0 pounds per gallon drilling fluid. CONCLUSIONS: · · A surface casing string setting depth deeper than prescribed by Rule 4(c) of Conservation Order No. 173 is safe, and will protect the permafrost in the area of the two drill pads. Development wells to be drilled to the Kuparuk River Oil Pool on the referenced two pads can be safely drilled to 3700 feet true vertical depth using a conductor casing, a diverter system, and no less than 9.0 pounds per gallon drilling fluid. The West Sak Reservoir will be better protected from damage if it is cemented behind the surface casing. NOW, THEREFORE, IT IS ORDERED THAT: Kuparuk River Unit development wells to be drilled to the Kuparuk River Oil Pool on drilling pads 2M and 3H may be drilled to a maximum 3700 feet true vertical depth before surface casing is set provided that conductor and surface casing are set and cemented in accordance with Conservation Order No. 173, a diverter system is used in accordance with 20 AAC 25.035(b)(1), and a drilling fluid of at least 9.0 pounds per gallon is used in the drilling. Notice is hereby given that ARCO Alaska, Inc. has requested the Alaska Oil and Gas Conservation Commission, to issue an order granting exception to Rule 4(c) in Conservation Order 173 for wells to be drilled from pads 2M and 3H in the Kuparuk River Field. The exception is requested in order to provide a higher degree of integrity in isolating the potentially commercial hydrocarbon bearing Ugnu and West Sak zones with surface casing as opposed to production casing. A person, who may be harmed if the requested order is issued, may file a written protest prior to April 27, 1987, with the Alaska Oil and Gas Conservation Commission, 3001 Porcupine Drive, Anchorage, Alaska 99501 and request a hearing on the matter. If the protest is filed timely and raises a substantial and material issue crucial to the Commission's determination, a hearing on the matter will be held at the above address at 9:00 AM, on May 11, 1987 in conformance with 20 AAC 25.540. If a hearing is to be held, interested parties may confirm this by calling the Commission's office, (907) 279'1433, after April 27, 1987. Chatterton Commissioner State of Alaska Alaska Oil & Gas Conservation Commission 3001 Porcupine Drive Anchorage, AK 99501 SUBJECT: Revised Surface Casing Setting Depths Kuparuk River Field Dear Mr. Chatterton: This letter is to request Administrative Approval to vary from the existing Kuparuk River Field Rules, Conservation Order No. 173, to permit surface casing to be set as deep as 3700' TVD in development wells on pads 2M, and 3H which are peripheral Kuparuk development pads. Pursuant to several previous discussions with you and your staff, which resulted in the establishment of Conservation Order Nos. 203 and 209, ARCO Alaska Inc. has established a standard operating practice of setting surface casing 200' TVD below the base of the West Sak sands. In reviewing our geological structure maps, we estimate that for the pads in question the base of the West Sak will occur at a maximum depth of 3500' TVD. A depth of 3700' TVD would ensure that the multiple, discontinuous..., hydrocarbon-bearing sands occurring sporadically below theWest Sak would be optimumly isolated by the surface casing cement job. To better orient you to the subject pads, I've included a copy of our present .Unit Development Status Map showing the location of these pads with respect to the existing development of our CPF-1, CPF-2 and CPF-3 areas. I've also included a copy of our most recent Five Year Plan development schedule to reference the subject pads. As stated in previous correspondence, our request for a deeper surface casing seat is made for the following rea- sons: · It is preferred to set the surface casing shoe 200' TVD below the West Sak sands· These sands can be better isolated with surface casing, as opposed to the past method of using production casing to isolate the sands. From a general review of Kuparuk well data, we feel~ ARCO A~aska, Inc. is a Subsidiary of AtlanticRichfieldCompany Mr. C. V. Cha{' rton { March 30, 1987 Page 2 that 200' TVD below the base of the West Sak will adequately ensure that casing is set below any small oil stringers sometimes found below the West Sak formation. 2. A better formation integrity test will be obtained prior to drilling into the Kuparuk sands. Although past formation integrity tests have been acceptable, drilling of the Kuparuk interval will be made safer with higher surface casing shoe integrity. 3. We feel that West Sak hydrocarbons can be safely drilled using a flow diverter stack on conductor casing. On previous Kuparuk development wells, the West Sak was safely drilled will a drilling fluid density of 9.0 ppg. The West Sak reservoir pressure is approximately 8.4 ppg equivalent, with no known gas/oil contact and a low solution GOR. 4. The information and experience gained from setting the surface casing deeper than 2700' TVD on previous pads indicate that the West Sak reservoir can be drilled safely with a conductor/diverter system.
